A. ProjNet Bidder Inquiries for Solicitation:

1. Bidder Inquiry ID: 7621954 – Specification 35 20 23: Dredging QUESTION: Section 35 20 23, page 18, paragraph 3.7.3 states "In computing the limiting amount of side-slope dredging an overdepth of one foot measured vertically will be used." However, the cross-section depicted on drawing sheet 5 shows two feet of allowable overdepth on the side slopes. Please clarify the side-slope overdepth discrepancy.

GOVERNMENT RESPONSE: The two feet of overdepth shown in the drawings is correct. The specifications shall be revised by amendment to this solicitation to read "an overdepth as shown in the drawings" instead of "an overdepth of one foot" (Spec 35 20 23 – 3.7.3)

2. Bidder Inquiry ID: 7623968 – Contracting: Solicitation

QUESTION: After reviewing the plans and specs for the upcoming Langley River Dredge Project I am curious to know if there will be a site visit taking place before the bid. I would also like to request the XYZ file from the bathymetric survey, so that we might better understand the over dredge situation.

GOVERNMENT RESPONSE: 1. As noted in the solicitation, no formal site visit is scheduled in support of this solicitation. Potential bidders are welcome to visit the Langley/Back River area at your convenience. To visit the Langley Fuel Pier area at the west end of the channel, you will need to coordinate your visit with Langley AFB.

Please contact Paul Burgener at paul.burgener@us.af.mil or by telephone (757) 225-9565; and 2. The XYZ channel survey data file and associated Metafile will be included by amendment to this solicitation. (Spec 35 20 23 – 1.13)

3. Bidder Inquiry ID: 7631089 - Specification 35 20 23: Dredging QUESTION: In 35 20 23 1.15, it states Contractor to expect periodic delays and interruptions of operations from channel traffic. With what frequency and duration are impacts from channel traffic to be anticipated?

GOVERNMENT RESPONSE: Expected channel traffic includes fuel barges traveling to and from the Langley AFB Fuel Pier at the west end of the channel in addition to standard commercial and private vessels. As fuel barge transit schedules are subject to change, please contact the fuel barge company directly for schedules and frequency.

(Spec 35 20 23 - 1.15)

4. Bidder Inquiry ID: 7631094 - Geotechnical

QUESTION: Please provide geotechnical data/borings or material characterization for the material to be dredged in Option 1.

GOVERNMENT RESPONSE: Geotechnical information or material characterization associated with optional work near the Fuel Pier will be included by amendment to this solicitation. (Spec 35 20 23 – 1.10.1) mailto:paul.burgener@us.af.mil

B. AMENDMENTS TO SPECIFICATIONS

1. SPECIFICATION 35 20 23 – DREDGING

Revise specification Paragraph 3.7.3 – Side Slopes, the last sentence: (DELETE) "an overdepth of one foot" and (ADD) "an overdepth as shown in the drawings"

2. SPECIFICATION 35 20 23 – DREDGING

Revise specification Paragraph 1.13 Condition of Dredging Areas, after the last sentence: (ADD) the XYZ channel survey data file and associated Metafile will be included in Amendment 0001 to this solicitation.

3. SPECIFICATION 35 20 23 – DREDGING

Revise specification Paragraph 1.15 – Channel Traffic, after the last sentence: (ADD) Expected channel traffic includes fuel barges traveling to and from the Langley AFB Fuel Pier at the west end of the channel in addition to standard commercial and private vessels. As fuel barge transit schedules are subject to change, please contact the fuel barge company directly for schedules and frequency.

4. SPECIFICATION 35 20 23 – DREDGING

Revise specification Paragraph 1.10.1 – Physical Conditions Information, after the last sentence: (ADD) Geotechnical information or material characterization associated with optional work near the Fuel Pier is included in Amendment #1 to this solicitation.

5. SPECIFICATION 35 20 23 – DREDGING

Revise specification Paragraph 3.2.1 – Joint Base Dredging Requirement, after the last sentence: (ADD) As the ends of the Langley AFB runways are located near the Fuel Pier at the west end of the channel, there is a dredge height limitation during flight hours (07:00 AM to 10:00 PM). If the dredge is equal to or greater than 70 feet in height, all dredging must occur during the non-flight night hours from 10:01 PM to 06:59 AM for work between Station 9+48.2 and Station 44+99.7. There are no height limitations applicable to all other channel areas. If the dredge is less than 70 feet in height, there are no height limitations for the entire channel. If the scows and barges and associated equipment are less than 70 feet tall, there are height limitations for the entire channel – otherwise the same time limits apply.

C. REVISIONS TO THE DRAWINGS

Drawing Sheet #4 – Detail Map of Dredging Areas The drawing has been revised to indicate that the area between Station 9+48.2 and 44+99.7 has a dredge height limitation of 70 feet during flight hours of 07:00 AM to 10:00 PM. If the dredge height is equal to or greater than 70 feet, they are only permitted to work during the night non-flight hours of 10:01 PM and 06:59 AM. This height limitation also applies to scows and barges and associated equipment.
