PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submittals with an "S" are for inclusion in the Sustainability Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The work includes The MARSOC Storage Building will serve as a support facility for the next 2 phases; MARSOC Ops Building, and the Assessment & Selection Training Facility.

1.2.2 Location

The work is located at the Fort A.P. Hill, Virginia, approximately as indicated. The exact location will be shown by the Contracting Officer.

1.3 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.4 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating

Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.

1.4.1 Notification Prior to Excavation

Notify the Contracting Officer at least 15 days prior to starting excavation work.

PART 1 GENERAL

1.1 CONTRACTOR ACCESS AND USE OF PREMISES

1.1.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.

1.1.1.1 Subcontractors and Personnel Contacts

Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.1.1.2 Identification Badges and Installation Access

Application for and use of badges and Installation Access will be as directed. Obtain access to the installation by submitting DPTMS (APH) Form 21 through the Contracting Officer's Representative (COR). Where appropriate, access may be requested for the duration of the contract/subcontract. Allow 10 working days for processing of requests.

Upon approval for installation access, contractor personnel will be required to report to the Visitor Control Center (VCC) on their initial visit to receive their passes. Passes issued through the VCC will be furnished without charge. Contractor personnel will be subject to vehicle inspection and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining passes or vehicle inspections incurred

1.1.1.3 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.1.2 Working Hours

Regular working hours must consist of an 8 1/2 hour period established by the Contractor Officer, between 7:30 a.m. and 4:30 p.m., Monday through Friday, , excluding Government holidays.

1.1.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer.

1.1.4 Utility Cutovers and Interruptions

a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required paragraph WORK OUTSIDE REGULAR HOURS. Make request for permission to shut down services in writing to the Contracting Officer no less than 10 calendar days prior to date of proposed interruption.

Make request for electrical service outage/energize 14 calendar days prior. list for request shall include: Nature of utility, Size of line and location of shutoff, Buildings and services affected, hours and dates of shut off, and estimated length of time service will be interrupted.

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, compressed air, and natural gas are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS.

d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.

Antiterrorism / Operations Securtiy Requirements

Standard Contract Provision and Clause Text Applicability and/or Additional PWS Language.

1. Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area.

Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. All contractor and associated sub-contractor employees who require physical access to Fort A.P. Hill for contract performance shall present an Acceptable Identity Source Document, as identified in Section 2 of Attachment 4 of DoD Directive-Type Memorandum 09-012, “Interim Policy Guidance for DoD Physical Access Control” (available at http://www.dtic.mil/whs/directives/corres/pdf/DTM-09-012.pdf) to access the installation.

The Contractor shall maintain awareness of contractor or subcontractor employees who have been vetted and approved to access the installation and shall notify the Contracting Officer in writing within 48 hours of any contractor or sub-contractor employee who resigns, is terminated, or for any other reason is no longer authorized to access Fort A.P. Hill for the purpose of performance of this contract. For contracts with a performance period longer than three months, the Contractor shall reconcile his roster of currently-approved personnel with the Fort A.P. Hill Visitor Control Center (VCC) to ensure that both the Contractor and Fort A.P. Hill maintain accurate awareness of the contractor and subcontractor employees who are authorized to access the installation.

In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1A. For contractors that do not require CAC, but require access to a DoD facility or installation.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

2. Pre-screen applicants using E-Verify Program.

All contractor and all associated sub-contractors employees requiring physical access to Fort A.P. Hill for contract performance shall be pre-screened by the Contractor using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements and shall provide only eligible employees for contract performance while on the installation.

3. AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Fort A.P. Hill requires this training for contracts with an on-installation performance period in excess of 90 days.

All contractor and all associated sub-contractors employees requiring physical access to Fort A.P. Hill for contract performance shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at: http://jko.jten.mil.

4. iWATCH Briefing. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area.

Fort A.P. Hill requires this training for contracts with an on-installation performance period in excess of 90 days.

All contractor and sub-contractor employees shall attend a briefing on the local iWATCH program provided by the Fort A.P. Hill ATO or Garrison Security Office. This locally-developed briefing will be used to inform employees of the types of suspicious behavior to report to the COR or the Fort A.P. Hill Police Department. This briefing shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees' commencing performance with the results reported to the COR no later than 30 days after contract award and new employees' commencing performance.

5. OPSEC Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area.

Fort A.P. Hill requires this training for contracts with an on-installation performance period in excess of 90 days.

All contractor and all associated sub-contractors employees requiring physical access to Fort A.P. Hill for contract performance shall complete Operations Security (OPSEC) training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.

The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. 6. TARP Training The Contractor shall ensure that all contactor employees with security clearances receive annual threat awareness training by a CI agent or other trainer as specified in Army Regulation (AR) 381-12. Training will be scheduled through the Garrison Security Office (GSO).

U.S. Army Garrison Fort A.P. Hill Instructions for Request for Unescorted Installation Access

This form is used to request unescorted access to U.S. Army Garrison, Fort A.P. Hill by U.S. citizens and Permanent Residents who are not affiliated with Fort A.P. Hill, the Department of Defense (DoD) or other approved federal, state or local government agencies. Individuals with a pre-existing affiliation are generally granted access to the installation and should contact the Access Control Manager at (804) 633-8580 to determine whether this request is necessary. To request access for foreign nationals, contact the Installation Security Manager at (804) 633-8982.

Garrison personnel who are sponsoring contractors, event attendees or other visitors onto the installation will complete the section labeled "THIS SECTION TO BE COMPLETED BY GOVERNMENT SPONSOR" prior to providing the request to applicants, and will provide this instruction page in addition to the application page.

Fields with an asterisk (*) are mandatory. Explanations for each entry on the request are as follows:

Requests will be submitted at least ten working days prior to the first date access is requested. Fort A.P. Hill will not be responsible for incomplete processing resulting from late submissions. Requestors may submit additional requests for unescorted access at any time, and may request extensions as necessary. Do not submit a "running" roster that shows previously-approved personnel unless those personnel have expired or are approaching the expiration date of their previously approved access. Handwritten rosters will be accepted, but must be legible. Rosters submitted in Microsoft Word format will be processed first. Rosters submitted in any other format that prohibits processing by “cut and paste” may be delayed if data needs to be re-input. Fort A.P. Hill is not responsible for delays caused by Illegible or non-Word submissions.

PRINCIPAL PURPOSE: To facilitate vetting, identity proofing and verification of purpose for accessing the installation as required by DTM 09-012 and the check of National Crime Information Center (NCIC) Interstate Identification Index (III) records as required by AR 190-13.

ROUTINE USES:

Information will be processed through the National Crime Information Center (NCIC) Interstate Identification Index (III) database to determine criminal history IAW AR 190-13. Personal information for individuals who are authorized to access the installation as a result of this request will be maintained on the installation access roster for the duration of the authorized access period. Personal information for individuals who are denied access to the installation as a result of this request will be maintained on the installation access roster for approximately one year after the submission of the request.

1.3 COLOR/FINISH BOARDS

Submit five sets of color boards within 90 calendar days after Contract Award. Each set of boards must include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. Present the samples on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Design modules to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, submit samples not less than 12 inches square with the board. If more space is needed, more than one board per set may be submitted.

Certify that the color samples have been reviewed in detail, and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples does not relieve the Contractor of the responsibility to submit samples required elsewhere herein.

1.4 VIEW LOCATION MAP

Submit, prior to or with the first digital photograph submittals, a sketch

1.5 PROGRESS AND COMPLETION PICTURES

Photographically document site conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project from a minimum of ten views from points located by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs, each set on a separate compact disc (CD) or data versatile disc (DVD), cumulative of all photos to date. Indicate photographs demonstrating environmental procedures. Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Also provide the view location sketch on the CD or DVD as a digital file. Include a date designator in file names. Cross reference submittals in the appropriate daily report. Photographs provided are for unrestricted use by the Government.

1.6 MINIMUM INSURANCE REQUIREMENTS

Provide the minimum insurance coverage required by FAR 28.307-2 LIABILITY, during the entire period of performance under this contract. Provide other insurance coverage as required by State law.

1.7 SUPERVISION

1.7.1 Minimum Communication Requirements

Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.

1.7.2 Superintendent Qualifications

The project superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.

For routine projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 10

1.7.2.1 Duties

The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.

The superintendent is required to attend partnering meetings, and quality control meetings. The superintendent or qualified alternative must be

SECTION 01 30 00 Page 2 on-site at all times during the performance of this contract until the work is completed and accepted.

1.7.3 Project Manager

Assign a Project Manager with the responsibility for the overall management of the project. The Contracting Officer may request proof of the Project Manager's qualifications at any point in the project if the performance of the Project Manager is in question.

1.7.4 Non-Compliance Actions

The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.

1.8 PRECONSTRUCTION CONFERENCE

After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work must also attend.

1.9 PARTNERING

To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors. Key personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter Experts, the Installation, the Contractor and Subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.

The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.

1.9.1 Formal Partnering

Provide and host the Partnering sessions with key personnel of the Project Team, including Contractor personnel and Government personnel. Pay all costs associated with the Partnering effort including the Facilitator, the meeting room, and other incidental items. In exception, each participant bears their own costs for meals, lodging, and transportation associated with the Partnering sessions.

Before a Partnering session, coordinate with the Facilitator all requirements for incidental items (such as audio-visual equipment, easels, flipchart paper, colored markers, note paper, pens/pencils, colored flash

SECTION 01 30 00 Page 3 cards), and have these items available at the Partnering session. Provide copies of documents for distribution to all attendees. Provide a Facilitator experienced in conducting Partnering Workshops, and who is acceptable to both the Government and the Contractor. The Facilitator is responsible for leading the team in a timely manner and making sure that issues are identified and resolved. A list of Partnering Facilitators is available from the Contracting Officer.

a. Schedule the Initial Partnering Session for a duration of one day minimum. Locate this session at a place off the construction site, as agreed to by the Contracting Officer and the Contractor. It may take place concurrently with the Pre-Construction Meeting.

b. Schedule follow-on Partnering Session(s) for a maximum of 4 hours.

Schedule them at no more than 3 to six month intervals. Participants are encouraged to utilize electronic means to expedite meetings.

Meetings may be held at a location off-Base, at the project site, or in a Government Facility on Base. Follow-on meetings may be held concurrently with other scheduled meetings. Attendees need only be those required to resolve current issues. Recommend using the same Facilitator from the Initial Partnering session to achieve best results and for continuity.

1.10 ELECTRONIC MAIL (E-MAIL) ADDRESS

Establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after contract award, provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats.

Multiple email addresses are not allowed.

It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). Promptly notify the Contracting Officer, in writing, of any changes to this email address.

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval. Submit the following in accordance with Section 01 33 00

1.2 ACCEPTANCE

Prior to the start of work, prepare and submit to the Contracting Officer for acceptance a construction schedule in the form of a Network Analysis Schedule (NAS) in accordance with the terms in Contract Clause "FAR 52.236-15, Schedules for Construction Contracts," except as modified in this contract.

The acceptance of a Baseline Construction Schedule is a condition precedent to:

a. The Contractor starting work on the demolition or construction stage(s) of the contract.

b. Processing Contractor's invoice(s) for construction activities/items of work.

c. Review of any schedule updates.

Submittal of the Baseline Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets all of the requirements of the Contract Documents, represents the Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced (as-built logic).

1.3 SCHEDULE FORMAT

1.3.1 Network Analysis Schedule (NAS)

Use the critical path method (CPM) to schedule and control project activities. Prepare and maintain project schedules using Primavera P6or Microsoft Project 2010. Importing data into the scheduling program using data conversion techniques or third party software is cause for rejection of the submitted schedule. Build the schedule as follows:

a. The Project Schedule must show submittals, Government review periods, material/equipment delivery, utility outages, all on-site construction, inspection, testing, and closeout activities. Government and Contractor on-site work activities must be driven by calendars that reflect Saturdays, Sundays and all Federal Holidays as non-work days.

b. With the exception of the Contract Award and End Contract milestone activities, no activities shall be open-ended; each activity must have predecessor and successor ties. No activity must have open start or open finish (dangling) logic. Minimize redundant logic ties. Once an activity exists on the schedule it must not be deleted or renamed to change the scope of the activity and must not be removed from the schedule logic without approval from the Contracting Officer. While an activity cannot be deleted, where said activity is no longer applicable to the schedule but must remain within the logic stream for historical record, it can be changed to a milestone. Document any such change in the milestone's "Notebook", including a date and explanation for the change. The ID number for a deleted activity must not be re-used for another activity.

c. Each activity must be assigned its appropriate Responsibility Code indicating responsibility to accomplish the work indicated by the activity, Phase Code and Work Location Code.

d. Date/time constraint(s) and/or lags, other than those required by the contract, are not allowed unless accepted by the Contracting Officer.

Include as the last activity in the contract schedule, a milestone activity named "Contract Completion Date".

1.3.1.1 Primavera P6 Settings and Parameters

Use the following Primavera P6 settings and parameters in preparing the Baseline Schedule. Deviation from these settings and parameters, without prior consent of the Contracting Officer, is cause for rejection of schedule submission.

a. General: Define or establish Calendars and Activity Codes at the "Project" level, not the "Global" level.

b. Admin Drop-Down Menu, Admin Preferences, Time Periods Tab:

(1) Set time periods for P6 to 8.0 Hours/Day, 40.0 Hours/Week, 172.0 Hours/Month and 2000.0 Hours/Year.

(2) Use assigned calendar to specify the number of work hours for each time period: Must be checked.

c. Project Level, Dates Tab:

(1) Set "Must Finish By" date to "Contract Completion Date".

d. Project Level, Defaults Tab:

(1) Duration Type: Set to "Fixed Duration & Units".

(2) Percent Complete Type: Set to "Physical".

(3) Activity Type: Set to "Task Dependent".

(4) Calendar: Set to "Standard 5 Day Workweek". Calendar must reflect Saturday, Sunday and all Federal holidays as non-work days.

Alternative calendars may be used with Contracting Officer approval.

e. Project Level, Calculations Tab:

(1) Activity percent complete based on activity steps: Must be Checked.

(2) Reset Remaining Duration and Units to Original: Must be Checked.

(3) Subtract Actual from At Completion: Must be Checked.

(4) Recalculate Actual units and Cost when duration percent(%) complete changes: Must be Checked.

(5) Link Actual to Date and Actual This Period Units and Cost: Must be Checked.

f. Project Level, Settings Tab:

(1) Define Critical Activities: Check "Total Float is less than or equal to" and add "0d".

g. No on-site construction activity may have durations in excess of 20 working days.

1.3.1.2 Microsoft Project 2010 Settings and Parameters

The Network must have a minimum of 30 construction activities. No on-site construction activity may have durations in excess of 20 working days.

1.3.1.3 Cost Loading Microsoft Project 2010 Schedules

Assign material, labor and equipment costs to their respective Construction Activities. Material and equipment costs for which payment will be requested in advance of installation must be assigned to their respective procurement activity (i.e. the material/equipment on-site activity).

Evenly disperse overhead and profit to each activity over the duration of the project. Cost loading must total to 100 percent of the value of the contract.

a. Submit an Earned Value Report with each schedule update showing activity budget, cost percent complete, earned amount and cost to complete as directed by the Contracting Officer.

b. With each schedule submission, provide a Schedule Variance control (SVC) diagram showing:

(1) Cash Flow S-Curves indicating planned project cost based on projected early and late activity finish dates.

(2) Earned Value to-date. Revise Cash Flow S-Curves when the contract is modified, or as directed by the Contracting Officer.

1.3.2 Schedule Submittals and Procedures

Submit Network Analysis Schedules (NAS) and updates in hard copy and on

SECTION 01 32 16.00 20 Page 3 electronic media that is acceptable to the Contracting Officer. Submit an electronic back-up of the project schedule in an import format compatible with the Government's scheduling program.

1.4 SCHEDULE MONTHLY UPDATES

Update the Construction Schedule at monthly intervals or when the schedule has been revised. The updated schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.

a. Narrative Report: Provide with schedule updates. Identify and justify;

(1) Progress made in each area of the project

(2) Critical Path

(3) Date/time constraint(s), other than those required by the contract

(4) Changes in the following; added or deleted activities, original and remaining durations for activities that have not started, logic, milestones, planned sequence of operations, and critical path

(5) Status of Contract Completion Date and interim milestones;

(6) Current and anticipated delays (describe cause of delay and corrective actions(s) and mitigation measures to minimize);

(7) Description of current and future schedule problem areas.

Each entry in the narrative report must cite the respective Activity ID and Activity Description, the date and reason for the change, and description of the change.

1.5 CONTRACT MODIFICATION

Submit a Time Impact Analysis (TIA) with each cost and time proposal for a proposed change. TIA must illustrate the influence of each change or delay on the Contract Completion Date or milestones. No time extensions will be granted nor delay damages paid unless a delay occurs which consumes all available Project Float, and extends the Projected Finish beyond the Contract Completion Date.

a. Each TIA must be in both narrative and schedule form. The narrative must define the scope and conditions of the change; provide start and finish dates of impact, successor and predecessor activity to impact period, responsible party, describe how it originated, and how it impacts the schedule. The schedule submission must consist of three native files:

(1) Fragnet used to define the scope of the changed condition

(2) Most recent accepted schedule update as of the time of the proposal or claim submission that has been updated to show all activity progress as of the time of the impact start date.

(3) The impacted schedule that has the fragnet inserted in the updated

SECTION 01 32 16.00 20 Page 4 schedule and the schedule "run" so that the new completion date is determined.

b. For claimed as-built project delay, the inserted fragnet TIA method must be modified to account for as-built events known to occur after the data date of schedule update used.

c. All TIAs must include any mitigation, and must determine the apportionment of the overall delay assignable to each individual delay. The associated narrative must clearly describe the findings in a chronological listing beginning with the earliest delay event.

(1) Identify types of delays as follows:

(a) Excusable Delay: Force-Majeure (e.g. weather) - Contractor may receive time extension, but time will not be compensable.

(b) Inexcusable Delay: Contractor Responsibility - Contractor will not receive time extension.

(c) Compensable Delay: Government Responsibility - Contractor may receive compensable time extension.

(2) If a combination of any of the delay types outlined above occurs, it is considered a Concurrent Delay, which will require an analysis of the facts to determine compensability and entitlement to any time extension under the applicable contract clauses.

d. Submit Data disks containing the narrative and native schedule files.

e. Unless the Contracting Officer requests otherwise, only add conformed contract modifications into the Project NAS.

1.6 3-WEEK LOOK AHEAD SCHEDULE

Prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule.

Key the work plans to activity numbers when a NAS is required and update each week to show the planned work for the current and following two-week period. Additionally, include upcoming outages, closures, preparatory meetings, and initial meetings. Identify critical path activities on the Three-Week Look Ahead Schedule. The detail work plans are to be bar chart type schedules, maintained separately from the Construction Schedule on an electronic spreadsheet program and printed on 8-1/2 by 11 inch sheets as directed by the Contracting Officer. Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the Contracting Officer no later than 8 a.m. each Monday, and review during the weekly CQC Coordination or Production Meeting.

1.7 CORRESPONDENCE AND TEST REPORTS:

All correspondence (e.g., letters, Requests for Information (RFIs), e-mails, meeting minute items, Production and QC Daily Reports, material delivery tickets, photographs) must reference Schedule Activities that are being addressed. All test reports (e.g., concrete, soil compaction, weld, pressure) must reference Schedule Activities that are being addressed.

1.8 ADDITIONAL SCHEDULING REQUIREMENTS

Any references to additional scheduling requirements, including systems to be inspected, tested and commissioned, that are located throughout the remainder of the Contract Documents, are subject to all requirements of this section.

1.9 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Contract .

In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.9.1 Schedule

The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

1.9.2 RECORDS

Upon acknowledgement of the Notice to Proceed and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day

1.9.3 IMPACTED DAYS

The number of actual adverse weather days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day in each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in the schedule of monthly anticipated adverse weather delays, above, the contracting officer will convert any qualifying delays to calendar days, giving full
