Modify HEF Question and Answer Document

Q1. Building 1049 - confirm that building 49 has 3 locations for relocation of release stations or building fire pull stations.

Building 1049 Corrosion Control has only 3 manual HEF releasing stations.

Q2. Discussion of relocation of foam release stations being moved or building fire alarm pull stations being moved, either will be acceptable to meet the intent of the SOW?

Yes

Q3. If the current release stations are not with in the 10' of the exit it must be placed there?

Yes

Q4. Building 1001 - the Building fire alarm panel (Monaco) currently has a ground fault on the panel;

if the contractor for this project is relocating the building manual pull stations are we responsible for the correction of this ground fault?

No

Q5. In locations where the conduit is concealed inside the concrete walls will terminal connectors be allowed to extend the wiring to the new location of the pull stations?

No. Per Paragraph 3.4 e). Install new wire as required. All conductors must be 16 AWG minimum. Pull all conductors splice free; conductors shall be continuous from device to device. The use of wire nuts, crimped connectors, or twisting of conductors is prohibited.

Q6. Section 3.4-F-1 loop resistance? Will the contractor be responsible for wiring in the system that exists and not replaced?

Yes

Q7. 3.6 Repair Spectronics Panel? Options if this panel is not able to be repaired? If replacement is required will the government provide the drawings and specifications to replace this panel?

As-built drawings will be provided to the contractor as a reference for the installation of the new Siemens System 3 CP-35 panel in accordance with NFPA-70, NFPA-72, and UFC 4-211-01.

Q8. 3.7 repair of intermittent trouble on fire alarm; please specify the repairs required; if no trouble is present during the project no trouble shooting will be completed.

3.7.1 In Fuel Systems Hangar, Building 1029, remove all NAC devices on the HEF system to check the resistance and the condition of terminals. If terminals are found to be rusted or an excessive resistive value is registered, replace the horn strobe with a comparable Blue Horn Strobe to include labeling.

3.7.2 In building 1029 OS&Y tamper switches are being used improperly to monitor the ball valves.

Replace with Ball Valve Tamper Switches

Q9. Performance Bond is required for this project?

No, a performance bond is not required. A payment bond is required.

Q10. 3.9 Remove Corrosion on pipe stands and repaint? Provisions for corrosion beyond removal and repainting?

Replacing the Pipe Stands instead of sanding and repainting is acceptable. If replacing the pipe stand the contractor must ensure old anchor bolts are ground down flush during demolition.

Q11. Does the location of the manual release station in the path to exit conform to the statement of within 10' of the exit, example Building 1001 flight line exits are around the corner?

The Government does not want the manual HEF releasing stations located so as they cannot be seen by personnel in the hangar. In the example provided the HEF releasing station would not be moved around the corner.

Q12. What kind of conduit is allowed?

Use rigid conduit.

Q13. If a building pull station is being moved; is the drip loop required on this building pull station?

No

Q14. Is it the intent of this project that all Foam Suppression Manual Release stations require drip loops with vents and drains weather relocated or not?

Yes

Q15. If a manual release station is not relocated does it require the new signage depicted in the documents?

Yes

Q16. Building 1049 has the conduit for the manual release stations is located inside the concrete block walls; is this conduit to be replaced back to the closest point outside the concrete to provide the drip loop and vent?

Yes

Q17. If so abandoning the existing in place and providing a blank plate in the Location of the existing station is acceptable?

Yes

Q18. The statement of work requires all work to be conducted in accordance with applicable state and federal laws and regulations. In April a new standard was put out, UFC 4-211-01 “Aircraft Maintenance Hangars”, which supersedes ETL 02-15. Please confirm what design criteria shall be used throughout this project?

The intent of this SOW is to make minor repairs to reduce inadvertent discharges. The new UFC is not applicable to this work.

Q19. Can FANG confirm that a new fire pump at the building is NOT required, or are we to include pricing for a fire pump, building for pump (additional enclosed space), if UFC 4-211-01 is applicable?

A new fire pump is not required.

Q20. Please provide specific electrical classification requirements (if any) for these hangars.

No electrical classification is provided. The repairs should match the existing construction. Bldg. 1001 &1049 are Rigid. Bldg. 1029 is Rigid from the floor to 48" AFF, all else is EMT

Q21. Is the current fire alarm system compliant in accordance with UFC 4-021-01, if not is it the intent to bring this system up to code as part of this SOW?

No, the current fire alarm system is not compliant with UFC 4-021-01, and no it is not the intent to bring this system up to code as part of this SOW.

Q22. Can you please verify the color code for the wire to the manual release stations?

1001 - Light. Blue & Yellow

1029 - Blue

1049 - Yellow, Blue, White & Purple
