STATEMENT OF WORK

Lock Operator’ Simulator Exhibit for:

Soo Locks Visitor Center, 312 W. Portage, Sault Sainte Marie, MI 49783

1. PURPOSE

a. The purpose of this contract is to have a contractor create an interactive Soo Locks simulation experience for visitors replicating the original 1943 operating panel and incorporating two video screens and directional speakers. (The government will provide film footage, animation, and recordings)

b. The Lock Operator Simulator Exhibit will be located at the Soo Locks Visitor Center in Sault

Sainte Marie, Michigan. The Visitor Center receives approximately 400,000 visitors from Mid- May through Mid-October every year; many are children. Therefore, the components need to be easy to operate, durable, easy to clean and maintain, and aesthetically pleasing.

2. PROJECT DESCRIPTION:

a. Experience: This exhibit will allow visitors to ‘operate’ the MacArthur Lock at the Soo Locks for a downbound vessel passage, using a replica of the original 1943 lock panel. Upon activating a start lever on the panel, video footage of a vessel will begin in the left-most monitor simulating a view from the operating shelter mounted on “walls” around the panel. Written instructions will appear on a monitor above these in the center with an animation of the vessel locking through. In addition, a voice recording of the Lock Master will play providing verbal instructions to the operator. Visitors will turn levers/press buttons in sequence to bring up visual animations and sounds of what is happening in the lock and the next action to take, along with an animation of the locking process. The four lower screens will show time-lapse footage of a boat locking through synced to the operation of the panel.

b. Background: The MacArthur lock was built in 1943 and is one of two active locks at the Soo

Locks managed by the US Army Corps of Engineers. There is a 21-foot elevation difference between Lake Superior and Lake Huron, which requires a lock to easily transition between these bodies of water. Great Lakes freighters transport needed raw materials on the lakes that are critical to the United States’ economy. The actual locking process takes approximately one hour, but the provided video will be sped up to allow the user to complete the activity in a few minutes.

c. Learning Goals: After interacting with the simulator, participants will understand how a lock generally operates. By listening, watching, and physically moving levers, the participant is engaged in completing the steps in sequence to complete the locking process.

d. Software: The Contractor shall create custom software to deliver the experience described above.

The contractor will also wire the replica MacArthur Lock panel to make the various lights turn on and off with the different steps in the locking process. Refer to Reference #1 Operating Panel.

The U.S. Army Corps of Engineers will provide video footage, animation of lock operation and recorded instructions and narration. Refer to Reference #2 Narrated Scripts/Prompts.

e. Hardware: The Contractor shall create a replica-operating panel using non-toxic marine grade plywood covered in a polymer sealant material and painted with grey latex paint to simulate the metal surface of the original 1943 panel. The panel will be framed in with a front ‘wall’ and two side ‘walls’ secured to the panel that extends at least 72” above the floor. All surfaces shall be finished and complement the exhibit and existing VC features. The contractor must provide five 32-inch commercial-grade HD monitors with appropriate mounting hardware to install to the walls of the exhibit. The contractor shall provide directional speakers either mounted discretely in/on the exhibit and a digital player system with external micro SD Slot, SDHC storage via SDXC, two high speed USB ports, Phoenix GPIO port, HDMI 2.0 in/out port, 3.5mm audio out (analog & SPDIF digital), to operate the program quickly and smoothly. All internal hardware shall be regulated with low voltage (12 VCD or 24 VDC) and internal control registration shall be low voltage and use PLC type logic circuits. The exhibit will be a stand-alone system and shall NOT have internet access. The Contractor shall configure the panel and create labels as needed to correspond with the instructions.

f. Space Allocation: The exhibit will be installed within the Soo Locks Visitor Center in Sault

Sainte Marie, Michigan. The current floor space allocated for the exhibit is five feet wide and five feet deep. All sides of the exhibit may be visible and should be finished with this in mind.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
