SUMMARY OF CHANGES

The following have been modified:

SCOPE OF WORK

Lock Operator Simulator Exhibit for:

Lake Superior Maritime Visitor Center, 600 Lake Avenue South, Duluth, MN 55802

1. PURPOSE

a. The purpose of this contract is to have a contractor use a US Army Corps of Engineers provided operator panel to create and install an interactive Soo Locks simulation experience for visitors incorporating multiple video screens and sound dome. (The government will provide film footage, animation, and recordings)

b. The Lock Operator Simulator Exhibit will be located at the Lake Superior Maritime Visitor Center in Duluth, Minnesota. The Visitor Center receives over 450,000 visitors per year; many are children. Therefore the components need to be easy to operate, durable, easy to clean and maintain, and aesthetically pleasing.

2. PROJECT DESCRIPTION:

a. Experience: This exhibit will allow visitors to ‘operate’ the MacArthur Lock at the Soo Locks for a down bound vessel passage, using an original 1943 lock panel. Upon activating a start lever on the panel, video footage of a vessel will begin in four monitors that act like windows of the lock operator building (two on opposing walls, two on the center wall). Written instructions will appear on a monitor above the center wall and will accompany the animation of the vessel locking through. In addition, a voice recording of the Lock Master will play providing verbal instructions to the operator. Visitors will turn levers in sequence to bring up visual animations and sounds of what is happening in the lock and the next action to take, along with an animation of the lock process.

b. Background: The MacArthur lock was built in 1943 and is one of two active locks at the Soo Locks managed by the US Army Corps of Engineers. There is a 21 foot elevation difference between Lake Superior and Lake Huron which requires a lock, which is a water elevator for boats, to easily transition between these bodies of water. Great Lake freighters are transporting needed raw materials on the lakes that are critical to the United States economy. The actual locking process takes approximately one hour, but the provided video will be sped up to for the use in the exhibit for a few minutes.

c. Learning Goals: After interacting with the simulator, participants will understand how a lock generally operates. By listening, watching, and physically moving levers, the participant is totally immersed in the locking process. The US Army Corps Engineers will also provide interpretive signage that reinforces the locking process.

d. Software: The Contractor shall create custom software to deliver the experience described above.

Contractor will also rewire the MacArthur Lock panel to make the various lights turn on and off with the different steps in the locking process. The panel is currently gutted for ease of rewiring.

Refer to Reference #1 Operating Panel. The U.S. Army Corps of Engineers will provide video footage, animation of lock operation and recorded instructions and narration. Refer to Reference #2 Narrated Scripts/Prompts.

e. Hardware: The Contractor shall provide five 55-inch commercial grade color 4K LED monitors with appropriate mounting hardware to install on a wall or ¾ inch plywood framed into a window.

The contractor shall provide a sound dome with ceiling mount and a digital player system with external micro SD Slot, SDHC storage via SDXC, two high speed USB ports, Phoenix GPIO port, HDMI 2.0 in/out port, 3.5mm audio out (analog & SPDIF digital), to operate the program quickly and smoothly. All internal hardware shall be regulated with low voltage (12 vcd or 24 vdc) and internal control registration shall be low voltage and use PLC type logic circuits. The exhibit will be a stand-alone system and shall NOT have internet access. The Contractor shall modify the panel and create labels as needed to correspond with the instructions.

f. Space Allocation: The exhibit will be installed within the Lake Superior Maritime Visitor Center in Duluth, Minnesota. The space is located on the main level of the visitor center within the US Army Corps of Engineers exhibit space. The current space measures 116.5”x78”x108”. The length of the space can be increased to accommodate the two monitors width for the center wall.

The finished space will mimic the look of the Soo Lock Operator Shelter. The US Army Corps of Engineers shall build the new area and work with contractor for specifications on monitor mounting and other technical needs.
