PROCEDURES.
D. DELETE paragraphs “1.3 CHARACTER OF MATERIALS” in 35 20 23 DREDGING.
ADD paragraphs “1.3 CHARACTER OF MATERIALS” IN 35 20 23 DREDGING with the below language:
Areas 2, 4 and 5C: Material dredged from the required dredging prism consists primarily of shoaled sand (medium to fine), silt, and organics such as small roots, twigs and matted grass. Sand with silt, densified in portions, is expected to be encountered in the overdepth dredging prisms as well as portions of the required dredging prisms. Native dense sand with gravel and cobbles, and smaller amounts of clay may be encountered in the overdepth prisms.
Area 6: Material dredged from the required dredging prism consists primarily of native sand (medium to fine), with a shallow, upper layer of silt and organics. Dense to medium dense clay may be encountered within the dredge and overdepth prism. Very heavy / thick vegetative matter (e.g. thick mats of grassy / weedy material) may be encountered in the top layer as well. Loose to dense Sand with silt is expected to be encountered in the overdepth dredging prisms as well as the required dredging prisms. Cobbles and boulders may also be encountered as well as random and varying thickness dense clay layer seams may also be encountered in the dredge prism, not just the overdepth prism.
Areas 9: Material dredged from the required dredging prism of Areas 9A, and 9B consists primarily of shoaled sand, silt, and organics such as small tree roots, twigs and matted grass. Sand with silt, densified in portions, is expected to be encountered in the overdepth dredging prisms as well as portions of the required dredging prisms. Boulders may also be encountered.
In all areas, it is inherent in dredging operations in an old commercial/industrial harbor as Duluth-Superior Harbor to encounter an array of man-made debris such as cable, ratchets, tires, wrecks, scrap materials of various composition, processed rock, riprap, etc.
Woody debris of varying shapes and sizes was distributed throughout the harbor during the flood event of 2012. It is anticipated that wood debris will be encountered in dredge areas.
The records of previous dredging and sampling are available for inspection at the Office of the Engineering & Construction Office, U.S. Army Corps of Engineers, Detroit District, 477 Michigan Avenue, McNamara Building, Detroit, Michigan.
E. DELETE paragraphs titled “1.12 ALLOWABLE PAY OVERDEPTH AND SIDESLOPES” IN 35 20 23
DREDGING.
ADD revised paragraphs titled “1.12 ALLOWABLE PAY OVERDEPTH AND SIDESLOPES” IN 35 20 23 DREDGING with the below language:
The total estimated dredging quantity shown on the Price Schedule of a Request for Proposal includes the required depth material plus the allowable overdepth material and allowable sideslope material. The allowable pay overdepth quantity is computed for the allowable overdepth prism immediately below the material required to be dredged. The allowable sideslope quantity is computed immediately above the payment limit line for sideslopes. Detail drawings are attached at the end of this Section to aid in defining these requirements. Estimated overdepth and sideslope quantities are provided below:
Dredge Area Overdepth Sideslope Required Area 2 900 CY 200 CY Required Area 4 45 CY 0 CY Required Area 6 3,300 CY 15,200 CY Required Area 9A 400 CY 10 CY Required Area 9B 800 CY 25 CY Optional Area 5C 4,400 CY 15 CY

“With the current real estate provided as specified in SECTION 01 10 10 "REAL ESTATE," access to the placement site is only allowed lakeward of the placement area, or by the allowable pipeline access route as shown on the plans and specified in specification section 35 20 23 DREDGING,” and as directed by the COR. Access to the placement area shall be to the approval of the COR at all times. Conveyance of equipment on Minnesota Point landward of the OHWM (603.1 IGLD85) is to be directed by the COR.”
ADD paragraph titled “3.3.6.6.2.1 Allowable Pipeline Access” in 35 20 23 DREDGING with the below language.
“If the contractor elects to utilize the allowable pipeline access route shown on the plans, the contractor must coordinate the access with the COR. The contractor must walk the route with the COR. Part of the allowable pipeline access route shall be protected with either crane mats, class 5 MNDOT aggregate (Table 3138-3), or equivalent method of ground protection approved by the government as indicated on the plans.”
