1.2 SPECIAL KEY PERSONNEL REQUIREMENTS
The prime contractor key personnel requirements for this contract are unique. Please refer to specification sections 01 35 26 and 01 45 00.00 10 for specific requirements for SSHO, superintendent, project manager and CQC staff.
1.3 PROJECT/SITE CONDITIONS
1.3.1 Snow and Ice Removal
The Contractor shall be responsible for snow and ice removal in their immediate construction area(s) and work and storage area. This includes the removal and management of ice in in the lock chamber and on both sides of the upper and lower gates as needed to accomplish the work. Ice conditions vary considerably from year to year.
1.3.2 Condition and Use of Project Site
Site conditions depicted on the drawings are as of Winter 2016. A notification of at least five (5) calendar days shall be given to the Contracting Officer prior to bringing any construction equipment or material upon the work site. The Contractor shall be responsible for damages that may be suffered due to its operations. The Contractor shall note CLAUSE titled "PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND IMPROVEMENTS."
1.3.2.1 Physical Conditions
The physical conditions shown on the drawings are indicative of those that prevailed at the time of the site investigations and may be different than those at the time of construction. Significant variations that would
SECTION 01 35 13 Page 1 require changes to the plans or specification shall be reported to the Contracting Officer immediately.
1.3.2.2 Work and Storage Areas
Work and storage areas will be provided at the site and will be as designated on the contract drawings and/or approved by the Contracting Officer. Areas made available to the Contractor will be selected to minimize interference with Government operations and other contractors.
1.3.3 Material Control
Material shipment, transportation, and storage is the responsibility of the Contractor. Any materials or equipment delivered to our shipping and receiving department will be returned to sender.
1.3.4 Ground Transport
All required on-land transport shall be provided by the Contractor.
1.3.4.1 Bridging
All required on-land transport shall be provided by the Contractor.
Vehicular access across Macarthur Lock to the southern work areas from the mainland is available only via the Bridge Barge. The Macarthur Lock Bridge Barge will be available no later than January 13th and will be available through April 2nd pending the Poe Lock being fully functional and available for USCG ice breaking vessels on March 20th. (Failure to demonstrate that the Poe Lock will be fully functional on March 20th (with respect to the contractors work) may result in USACE removing the Bridge Barge early for USCG passage. The contractor will be responsible for any additional demobilization costs they incur due to early bridge barge removal.) Use of the Bridge Barge is at the risk of the Contractor. The ramp angles from the piers to the Bridge Barge are dependent upon water levels and therefore are not known. Bridge Barge use has typically been limited to trucks/equipment equivalent to the size and turning radius of an International 7400 4x4 Flatbed truck due to ramp angles and turning radius. The contractor may, at their own costs, make improvements to the ramps and/or roadway surface for the Bridge Barge to accommodate other vehicles. All improvements shall be vetted and coordinated with the COR.
The contractor is responsible for safe access to the worksite to include snow/ice removal, addition of gravel and placement of sand for traction.
The use of salt is not permitted on the Bridge Barge, ramps, or haul routes around the lock. Use of the Bridge Barge shall be limited to bulk transportation of materials and tools to the work area. Daily commuting and parking will not be accommodated via the bridge barge. Bridge Barge traffic may be temporarily disrupted due to weather conditions and changing water levels. The contractor shall not hold the government liable for any impacts they may cause to the contractor.
When the bridge barge is not in place, over-land access to the required work area from the mainland is available only via the footbridge on the lock gates. The load limit for the lock gates are limited to 1000 pounds.
1.3.5 Over-Water Transport
The Government will provide over-water-transport services through the performance period subject to the limitations stated below. This may include the transfer of Contractor materials, equipment, dumpsters, and
SECTION 01 35 13 Page 2 portable sanitary facilities between the detached piers and the mainland.
Government will not provide over water transport for concrete material.
Government support shall be limited to brief, episodic tasks. The Government reserves the right to schedule services to accommodate equipment availability and other commitments. Government floating plant will not continuously support or become a part of Contract or construction activities.
The Government will provide (at no cost to the contractor) a total of one transfer per month. (This has a value of approximately $5,100/day.)
Transport services are available on four (4) days of each week (Monday through Thursday) excluding federal holidays starting at 7:00am and will include as many trips to the site and back as needed to move the materials and equipment that are staged and ready to load at the beginning of the barging day. Transport services are not available from December15 through April 15.
Transport services must be scheduled with the COR at least 72 hours in advance. Since transport will occasionally be unavailable due to equipment maintenance or critical assignments, the Contractor is advised to schedule transport as far in advance as possible. Upon receiving the request for transport, the Government will determine the location for the pick-up.
Material and equipment shall be loaded and off-loaded by a Government crane. The government has several cranes with different capacities and cannot guarantee which equipment will be available on a particular day.
If the contractor needs to know if the government equipment can accommodate a particular load, an RFI should be submitted with the size and weight of the load and the government will inform the contractor if the load can be accommodated.
The contractor shall have all items prepared for shipment and waiting for the Government crane barge at the appointed location and time. The Government crane barge will not wait for late arrivals or allow additional time to prepare items for shipment. The Contractor shall palletize appropriate materials and assure that all items have properly engineered lifting points. Any special rigging required to accommodate the safe lifting of equipment will be the responsibility of the contractor. All items intended for over-water-transport are subject to prior inspection by floating plant, safety, security, and/or quality assurance personnel.
The Chief Lockmaster controls vessel traffic between the Lock and the piers and so the transport of contractor goods is subject to delay depending on vessel traffic and final coordination with the Chief Lockmaster at the time of delivery.
1.3.6 Government and Shipping Operations
Government personnel and shipping personnel will be using all piers for navigation operations and for maintenance. Except as otherwise approved by the Lockmaster and except at the required construction area, the Contractor shall keep the space between the face of the piers and a line 5 feet behind the backside of bollards clear of obstructions. The Contractor's operations at the pier shall be coordinated with the Lockmaster through the Government's on-site representative.
SECTION 01 35 13 Page 3
1.3.6.1 Prevailing Lake Levels
Average water levels may fluctuate above Low Water Datum (LWD) during periods of high lake levels and storms. Portions of the work which could be accomplished above water during average years may have to be accomplished under water if lake levels are unusually high. Information on current and anticipated lake levels may be obtained from Detroit District, Corps of Engineers; CELRE-HH-W; P.O. Box 1027; Detroit, Michigan 48231.
1.3.7 Existing Vegetation, Structures, Equipment, Utilities & Improvements
General locations of applicable existing utilities, vegetation, structures, equipment and improvements, based upon latest information available to the Government have been shown on the drawings. However, it is the Contractor's obligation to establish the exact horizontal and vertical location and size of all existing utility lines which are located within the required work area. The Contractor shall submit a utility locating plan for locating existing utilities and a copy of its utility location findings prior to commencing work on the site. Any utility lines which are not found by the Contractor, but which are known to exist at the project site, shall be reported to the Contracting Officer immediately.
The Contracting Officer will have the option of directing commencement of work at the site or requiring the Contractor to submit further plans for locating the utility lines. Once the utilities have been located and marked, the Contractor shall be deemed to have the location made known to it pursuant to CLAUSE titled "PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND IMPROVEMENTS." If the Contractor damages any existing utility line, vegetation, structure, equipment or improvement, a report thereof shall be made immediately to the Contracting Officer. In any event, existing utility lines, vegetation, structures, equipment or improvements shall be protected from damage, and if damaged, shall be repaired by the Contractor at its own expense.
1.3.8 Vehicular Access
Throughout the period of work on this contract, the Contractor shall maintain an all-weather roadway through or around its work area when work therein would otherwise block an existing roadway. Such permanent or temporary roadways shall be kept open for use by emergency vehicles, as well as Government traffic at all times.
1.3.9 Utility Services
1.3.9.1 Contractor-Furnished Utility Services
The Contractor shall furnish, all water, and other utilities required for its use. Contractor may utilize Government electricity and steam in accordance with paragraph below.
1.3.9.2 Government-Furnished Utility Services
1.3.9.2.1 Electricity
Electrical power is available without charge from convenience taps and outlets, provided the Contracting Officer's Representative deems the usage to be reasonable and necessary. Electrical power availability consists of 480v 3 wire service at each of the four corners of the lock. The total load at any service shall not exceed 10 kilowatts. The Contractor shall furnish all temporary connections required for this work. Approval shall
SECTION 01 35 13 Page 4 be obtained before making any connections and upon completion of the contract the Contractor shall remove them and restore the systems to the pre-existing or required new condition. The Contractor shall furnish ground-fault circuit protection for each receptacle outlet from which it takes power. Provision of utilities required outside of the required work area shall be the responsibility of the Contractor.
1.3.9.2.2 Steam
High Pressure Steam (15-90 psi depending on location) may be available without charge from existing steam outlets, provided the Contracting Officer's Representative deems the usage to be reasonable and necessary.
The Contractor shall furnish all temporary connections and hoses required for this work. Approval shall be obtained before making any connections and upon completion of the contract the Contractor shall remove them and restore the systems to the pre-existing or required new condition.
Provision of utilities required outside of the required work area shall be the responsibility of the Contractor. The government may need to interrupt steam availability for emergency repairs or maintenance. The contractor shall not hold the government liable for any such interruptions.
1.3.9.3 Sanitary Facilities
Contractor shall provide temporary sanitary facilities for use by the Contractor's employees.
1.3.10 Protection and Maintenance of Traffic
1.3.10.1 Barricades
The Contractor shall erect and maintain temporary barricades to limit public access to hazardous areas. Such barricades shall be required whenever safe and public access to paved areas such as roads, parking areas or sidewalks is prevented by construction activities or as otherwise necessary to ensure the safety of both pedestrian and vehicular traffic.
Barricades shall be securely placed, clearly visible with adequate illumination to provide sufficient visual warning of the hazard during both day and night.
1.3.11 Layout of Work and Surveys
1.3.11.1 Layout of Work
The following requirements are in addition to the requirements of CLAUSE titled "LAYOUT OF WORK." The Government has established bench marks and horizontal control points at the site of the work. Horizontal control points and descriptions of bench marks are shown on the drawings or supplied by the Contracting Officer Representative (COR).
1.3.11.2 Surveyor Requirements
From these control points and bench marks, the Contractor shall lay out the work by establishing all lines, grades, range markers and gauges at the site as necessary to control the work. All survey information shall be recorded in accordance with standard and approved methods and in the survey note format approved by the Contracting Officer. All field notes, sketches, recordings and computations made by the Contractor in performing the layout work shall be available at all times during the progress of the work for ready examination by the Contracting Officer or his or her duly
SECTION 01 35 13 Page 5 authorized representative and upon completion of the contract work the originals shall be turned over to the Contracting Officer in ring binders.
1.3.11.3 Suspension
The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking the work. Such suspension will be withdrawn upon satisfactory replacement of location and limit marks. Such suspension shall be at no additional cost to the Government and shall not entitle the Contractor to an extension of time for completing the work.
1.3.11.4 Verification
The Government may make checks as the work progresses to verify lines and grades established by the Contractor and to determine the conformance of the completed work as it progresses with the requirements of contract specifications and drawings. Such checking by the Contracting Officer or his or her representative shall not relieve the Contractor of its responsibility to perform all work in accordance with the contract drawings and specifications and the lines and grades given therein.
1.3.12 Identification of Employees
The Contractor shall be responsible for requiring each employee engaged on the work to wear a hardhat with labeling as required to identify that the person is an employee of the Contractor or to display other identification as may be approved.
1.3.13 Security Requirements and Clearance of Personnel
See Front End Contract Award Documents for security requirements to include site access, pre-screening, and clearance.
1.3.13.1 Loitering
Contractor personnel shall not loiter in or around the place of duty during off-duty hours. Upon completion of assigned duty, employees shall depart the grounds.
1.3.14 Contract Supervision and Representation
The Contractor's Superintendent will be on site for every shift whenever a crew is onsite and active. The name of the Contractor's Superintendent and the contact telephone number shall be furnished to the Government.
1.3.15 Coordination with Others
Reference is made to CLAUSE titled, "OTHER CONTRACTS". The Contractor is informed that the Government may have other Contractors engaged in the area. The Contractor shall coordinate its operations with the work of others and share use of the facilities at no additional cost to the Government. The coordination shall be such that the required work under each affected contract is not prevented from being completed within its allowed completion time as a result of failure to cooperate and coordinate operations. Coordination with others shall be through the Contracting Officer's Representative at the site. It should be noted that there will be a Poe Electrical Rehabilitation Contract on-going during the same
SECTION 01 35 13 Page 6 period as this contract so coordination with this other contractor's work will definitely be required.
1.4 SEQUENCING AND SCHEDULING
1.4.1 Sunday, Holiday and Night Operations
The performance period in the "COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK" clause is based on the assumption that the contractor will work six days a week from 0700 to 1900 excluding Holidays. When the Contractor elects to work on Sundays, holidays or nights , notice of its intention to do so shall be given to the Contracting Officer not less than forty-eight
(48) hours in advance thereof. Adequate lighting for thorough inspection of night operations shall be provided by the Contractor at its expense.
The Poe Lock navigation season starts at 12:00 a.m., March 25th and runs through January 15th of the following year with a target closure time of 11:59 p.m. on January 15th. The ending of the navigation season on January 15th has a few constraints that may necessitate the lock being used several hours or even days after the January 15th closing date. The rules involve where a vessel is and when a vessel leaves port relative to the closing time of the lock.
1.4.2 Work Sequence
a. If the option for gate 2 is awarded, gate positioning requirements are as follows:
The contractor shall select one gate to secure in its recess (open position) throughout the shutdown and may be worked on at any time. The other two gates shall be set in miter position and be worked on one at a time. Whichever mitered gate is not under construction shall be wedged open with a two foot gap to maintain proper head differential at the gate under construction. The wedged-open gate shall also be secured and bridged at the gap to allow contractor and government traffic to cross safely. The contractor shall provide design details and calculations for:
1. A block to be placed between gate miter blocks that will withstand direct 50 mph sustained winds pushing the miter gate leafs towards the miter position at the lowest water elevation expected.
The block shall have positioning lanyards/brackets that allow proper placement with a miter gate leaf slightly outside of the recess and prior to moving the gates fully towards the miter position. A minimum of one safety lanyard shall be attached to the block for retrieval in the event of a failure.
2. A gate to gate restraint system that will withstand direct 50 mph sustained winds pushing the miter gate leafs away from the miter position at the lowest water elevation expected. The restraints may be placed after the gate is moved as far as possible to the miter position with the block in place.
3. A metal fill plate for the miter area of the travel way to allow normal traffic to continue crossing after the block and gate restraints are placed. The fill plate shall be designed to support a 1,200 pound load rolling on two axles with only one loaded axle over the gap area at a time. The fill plate shall fastened down to prevent wind uplift. A minimum of one safety lanyard shall be attached to the fill plate for retrieval in the event of a failure.
4. Safety railing fillers with toe boards to meet OSHA requirements when the miter gate is positioned 2" off of the normal mitered
SECTION 01 35 13 Page 7 position with the block. Additional safety railing components shall not restrict the existing width of the travel way across the miter gate.
Welding, cutting, and other alterations will not be allowed on the gate structure to accommodate installation of the above items. All designs will incorporate a safety factor of 2 above the requirements listed.
Fenders 11 and 13 may be in the lowered position and not operational during the lock closure period.
To assist the contractor in determining which option is the most efficient and results in the least risk to the schedule, equipment, and personnel, the following pros and cons are provided for each option. This may not be a comprehensive list, and the government will not be liable for any misinterpretations by the contractor of this information:
Option 1 - Gate 2 in recess:
a. Gate 2 is likely to have the greatest weight of ice on it.
This will make working on it in recess more difficult and will result in having to manage more overhanging ice.
b. Gate 2 in recess will require the deepest dive and will limit dive time and may result in a decompression dive.
c. This option may or may not allow for diver entry from the 121.0' elevation.
d. This option has the greatest risk of differential pressures due to the close proximity to Gate 3.
e. This option may allow for floating plant to move to all work areas (pending ice conditions).
Option 2 - Gate 3 in recess:
a. Gate 2 is likely to have the greatest weight of ice on it.
The weight of ice will not be as much of a factor in the mitered position. Overhanging ice will also be less of a factor since no work will be done in the water.
b. Divers working on Gate 3 will not be doing a decompression dive.
c. This option will only allow for diver entry from the 101.5' elevation without a personnel hoist.
d. This option will not allow for floating plant to move to all work areas
Option 3 - Gate 1 in recess:
a. Gate 2 is likely to have the greatest weight of ice on it.
The weight of ice will not be as much of a factor in the mitered position. Overhanging ice will also be less of a factor since no work will be done in the water.
b. Divers working on Gate 1 will not be doing a decompression dive.
c. This option will allow for diver entry from the 121.0' elevation.
d. This option may allow for floating plant to move between gates 1 and 2 (pending ice conditions).
B. If the option for Gate 2 is not awarded, Gate 2 may need to be secured
SECTION 01 35 13 Page 8 in the traffic-maintaining, wedged-open position described above, while the other two gates are worked on one at a time.
1.4.3 Start Work
Evidence that the Contractor has started mobilization and preparation of submittal register, and other preparatory work will satisfy the requirement that work commence within ten (10) calendar days after receipt of Notice to Proceed. (See Clause titled COMMENCEMENT, PROSECUTION, AND
COMPLETION OF WORK, FAR 52.212-0003.)
1.5 PROGRESS PHOTOGRAPHS
1.5.1 Photographs
Color photographs will be taken with ordinary digital cameras at high resolutions and submitted as JPG files. The JPG files may be submitted on CD's or as email attachments. The Contractor is responsible for selecting formats and media compatible with Government equipment. The Government utilizes ordinary office software and hardware with Windows based products.
1.5.2 Prework Photographs
Before work begins, the Contractor shall photograph salient site features and conditions with particular attention to the existing transformer and its installation details. Images shall be chosen so that a comparison with final photographs will provide a comprehensive record of the work accomplished under this contract.
1.5.3 Construction Photographs
During construction, the Contractor shall photograph shall photograph every activity, every crew and every major piece of construction equipment. The Contractor will take special care to photograph activities resulting from each contract modifications.
1.5.4 Completion Photograph
At completion, the Contractor shall photograph salient site features and conditions. Also provide photographs during fabrication and painting of the anchors. Images shall be chosen so that a comparison with prework photographs will provide a comprehensive record of the work accomplished under this contract.
1.5.5 Photo Database
The Contractor shall compile a simple database using common office software. Microsoft Access and Excel are examples of acceptable source software. The database may be submitted on a CD. The Contractor is responsible for selecting formats and media compatible with Government equipment. The Government utilizes ordinary office software and hardware with Windows based products. The Contractor shall prepare a single database where each and every submitted photograph submitted under this section is represented by a single record. At a minimum, each record in the database shall include the following fields: descriptive title, date taken, contract number.
