AMENDMENT TO SOLICITATION

1. This is an amendment to a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

2. RFQ Number: W911WN21Q1389

3. Title: Montgomery L/D New Hydraulic Gate Cylinder

4. Amendment Number: 0002

5. Description of Amendment:

The purpose of this amendment is to: 1) Provide responses to questions received; 2) Replace in its entirety Specifications, Rev (Attachment 1) with the revised version as Specifications, Rev 2 (Attachment 1) containing a revision to section 2.2.1; and 3) Extend the due date for quotes.

a. The following Specifications section has been revised which is highlighted yellow. The revised specifications as Rev 2 (Attachment 1) are attached to this amendment and replace the Specifications, Rev (Attachment 1).

2.2.1 Cylinder Tests

Edited Paragraph

b. Listed below are responses to three (3) questions received.

Q1: In W911WN21Q0767 Amendment 0002, it is specifying a design pressure of 2000 psi which will require to do the FAT testing at 3000 psi (testing pressure=1.5 x design pressure as per ASME sec VIII div 1) but in the Specifications, it is stating 2000 psi which is absolutely not relevant (reference Section 2.2.1 Cylinder Tests). Please advise.

A1: According to ASME BPVC SEC VIII, the acceptance testing is to be 1.5x the design pressure. With a design pressure of 2,000 psi, the testing pressure is to be 3,000 psi. Section 2.2.1.

Cylinder Tests is corrected to read “… shall then be hydrostatically tested to 3,000 psi…” The Specifications have been revised.

Q2: Please advise if the subject solicitation can be extended. The manufacturer needs more time to quote.

A2: The extension date for quotes is being extended from Thursday, 12 November 2020, 11AM EST to Wednesday, 18 November 2020, 11AM EST.

Q3: Is site visit mandatory?

A3: Yes, a site visit is required. As stated in the Specifications, “a site visit is required by the awarded contractor to verify the exact measurements of each hydraulic cylinder prior to the performance of the contract including submitting shop drawings and beginning any fabrications.”

6. The due date for quotes has been revised. The new due date is Wednesday, 18 November 2020, 1100 AM EST. Quotes will be accepted via email LRP.Contracting@usace.army.mil and Cc:
