SECTION 00 21 00 - INSTRUCTIONS

QUESTIONS AND ANSWERS

RESPONSES TO QUESTIONS RECEIVED (1-10)

Q1: Does the project Site Superintendent have to be a direct employ of the prime contractor, or may this rule be performed by an employee of a subcontractor?

A1: The project site superintendent can be employed by a subcontractor if that subcontractor is performing the majority of the work.

Q2: Can the Site Superintendent also fill the role of the CQC Electrical Technician?

A2: No, the CQC Electrical Technician cannot be the Site Superintendent. This position must be filled by a QC person with no other production duties. We would allow the CQC-SM to also be the Electrical Technician if the requisite experience and training is satisfied.

Q3: Is it necessary for the CQC Electrical Technician to be on-site at all times, or is it acceptable if the Electrical Technician made scheduled visits to inspect the progress of electrical work and to be present for all testing activities?

A3: The CQC Electrical Technician must be on site when electrical work is being performed.

Q4: Is Longshoreman’s insurance required? The solicitation section “Required Insurance” (00 73 00-3.c), states that “Longshoreman Insurance MAY be required for this work. Please consult with your insurance carrier and applicable statutes”. Our insurance provider would need to know if this work is considered over a navigable waterway. Does USACE consider this work to be performed over a navigable waterway?

A4: Work on this project is considered to be performed over a navigable waterway.

Q5: To access all the work area, it appears the bulkhead crane will need to be relocated during the project so that the rail can be accessed. Will temporary backup generator power be operational and available for use so that the crane can be relocated by USACE personnel after the existing rail conductor system is removed?

A5: The crane can be relocated only by the USACE personnel as needed per contract. It is expected that generator power will be complete and operational by the time of award and notice to proceed is issued.

Q6: Spec 01 35 26 – paragraph 3.1.2 states lead paint is to be removed from the bulkhead hoist work platform and “miscellaneous ferrous metal items which may be encountered in the performance of the work”. Would these miscellaneous items include each existing Z-bracket installed along the length of the bridge’s current conductor rail support system that is to have the bottom 4” demo’ed?

A6: The work for bottom 4-inch demolition on the existing Z-bracket shall be performed as requirement in accordance with CFR 1926.62 for lead paint removal.

Q7: On drawing sheet 57/17, General Note 4 refers the bidder to Detail 5. Detail 5 is missing from this drawing. Please clarify your intent.

A7: In general note 4 on drawing 57/17, replace FROM “Detail 5” TO “Detail 2”.

Q8: Contractor laydown area seems small for parking, jobsite trailer and material laydown area. Would it be acceptable if cars parked along the edge of the access road to the dam abutment?

A8: Contractor may park up to 5 vehicles along the abutment access road. The asphalt pavement averages around 12 feet wide. Contractor should plan on grading the shoulder areas at no extra cost to the government in order to provide a suitable parking along the road. The Contractor shall provide details to the Contracting Officer for review and approval prior to performing any changes and restore the area as directed by the Contracting Officer at the end of the contract.

Q9: Detail 1 on drawing sheet 56/56 seems to indicate that the C-channel attached to the existing Z-bar may be existing. However, upon review in the field, this c-channel does not exist. Please confirm that the contractor is to furnish and install a new c-channel along the length of the crane rail (approximately 430LF) under this contract. If the c-channel is to be provided under this contract, please clarify the desired finish (hot-dipped galvanized, painted, etc.).

A9: All C-channels shall be furnished and installed by the contractor as required and shown on the structural drawings 57/16 and 57/17. Paint in accordance with specification section 05 51 36 CONDUCTOR RAIL

SUPPORTS AND MAINTENANCE PLATFORM.

Q10: The specification repeatedly refers to the presence of lead-based paint on existing features of the work. Please confirm that the Contractor shall include the cost of developing and implementing a lead compliance plan meeting the requirements of EM-385 06.C.02 for modifications and demolition of these existing features of the work.

A10: Yes. Cost for meeting the requirement of EM-385 06.C.02 shall be included in this contract.
