The Contractor shall dry dock the barge in accordance with the attached drydock plan drawing 395-H110-B005 entitled DOCKING PLAN. The Contractor shall be responsible for properly positioning the supporting blocks so that the barge will not be damaged. The blocks shall be set to bear on frames or bulkheads of the hull and the barge shall be supported with the bottom of the hull high enough above the floor to allow all work to be accomplished. The dry-dock and/or other places where work under this work order is being performed shall be kept clean and free of expended blasting abrasives, scrap metal, water, scrap lumber, and other debris. All air hoses, water hoses, and electrical extension cables on or about the barge shall be kept arranged in a neat, orderly, and workman like fashion.

1.2.3.1.1. The Contractor shall remove and relocate dry

docking blocks and/or supports, or refloat and re-drydock the vessel, as needed at no additional cost to the Government in order to assure complete coverage in cleaning and painting or for any other work as specified herein. Prior to doing so, the Contractor shall notify the COR of its plan to relocate the blocks to adequately support the vessel.

1.2.3.1.2. Towing and drydock will be paid for at the JOB

contract price for "Towing and Drydock," which price shall include all costs in connection with the movement of the vessel, wharfage, tonnage, dockage, mooring lines, shore power, and similar expense. All towing and shifting at the repair facility is the Contractor’s responsibility and shall be included in this item.

1.2.3.1.3. Shore Power and Access. As part of the drydock

1.2.3.3. Corrosion Pitting Repair (CLIN 0002). As directed by the COR, the Contractor shall repair the rust pitting in scattered locations on the hull and channel coolers. Weld fill all pits having a depth of 3/16” and greater. Since the scope of the pit repairs cannot be determined until after the vessel is drydocked, bidders shall quote a unit price per pit. Estimate up to 500 pits maximum to be welded per SECTION 05 50 14.00 08 STRUCTURAL METAL FABRICATIONS AND MISCELLANEOUS METALWORK. Once the rust pits are filled with weld, grind them smooth with the exterior of the hull.

1.2.3.4. Hull Weld Seam Repair (CLIN 0003). If directed by the COR, the Contractor shall weld seams in scattered locations on the hull. The Contractor shall vee-out (using a grinder) existing welds prior to welding seams. Since the scope of the weld seam repair, if any, cannot be determined until after the vessel is drydocked, bidders shall quote a unit price per linear foot of seam. A quantity of 100 linear feet maximum will be used for comparison of bids. For purposes of this provision a seam will be considered any line contact between two or more members. Payment for welding any seam will be on a linear foot of seam basis regardless of the number of members forming the seam or the number of passes or their locations required, as long as all welding passes affect substantially the same heat-affected zone.

Lapped seams between parallel plates shall be considered two seams if each edge of each plate is welded. Weld Repair shall be in accordance with per

SECTION 05 50 14.00 08 STRUCTURAL METAL FABRICATIONS AND MISCELLANEOUS

METALWORK.

1.2.3.5. Repair Channel Bar Coolers (CLIN 0004): The vessel is equipped with four (4) water cooled diesel engines and two (2) water cooled air compressors. Each piece of equipment is fitted with a bottom mounted channel bar keel cooler. Reference drawing 395-M510-B006 entitled CHANNEL BAR KEEL COOLERS. A past inspection of the coolers revealed pinhole leaks at six

(6) each longitudinal and transverse weld seams, in the following locations:

a. At midships, channel #9 & #12 inboard of the port side and located at the 1 ft. long channel splices. This is the #2 engine keel cooler.

Upon docking of the vessel under the terms of this contract, the coolers will be re-inspected by a representative of the Contracting Officer and a representative of the Contractor and all pinholes will be marked for repair accordingly. The Contractor shall subsequently drain the six (6) each systems completely, and pressure test to 5 psi to find all pin holes. The pinholes found shall be arced and rewelded. "Pinhole" leaks are defined as leaks small enough to wet the immediate area but not large enough to cause dripping or running of the coolant. Line item 0004 provides for the contactor to drain the affected coolers, pressure test to 5 psi and weld up to ten (10) pinhole leaks at the contract JOB price.

1.2.3.6. Disposal of Coolant and Supply of New Coolant (CLIN 0005 & CLIN 0006). Each of the three main diesel engine systems contains approximately 315 gallons of coolant. The auxiliary diesel generator engine cooling system and each of the two air compressor cooling systems contain approximately 150 gallons of coolant. It will be the responsibility of the Contractor to properly dispose of all used antifreeze. A manifest shall be provided to document disposal in accordance with the Environmental Protection Agency. The Contractor shall provide new antifreeze coolant, Texaco Extended Life Prediluted 50/50 Coolant/Antifreeze, Texaco Product Code 7998 or Shell Rotella Extended Life Prediluted 50/50 Coolant/Antifreeze. The quality control system shall consist of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. The system shall cover all construction operations, both on-site and off-site, and shall be keyed to the proposed construction sequence.

3.2. QUALITY CONTROL PLAN

3.2.1. General

The plan shall identify personnel, procedures, controls, instructions, tests, records, and forms to be used. Work will be permitted to begin only after acceptance of the CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started. Work outside of the features of work included in an accepted interim plan will not be permitted to begin until acceptance of a CQC Plan or another interim plan containing the additional features of work to be started.

3.2.2. Content of the CQC Plan

3.2.2.1. The CQC plan shall include, as a minimum, the following to cover all construction operations, both on-site and off-site, including work by subcontractors, fabricators, suppliers and purchasing agents:

b. The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a Quality Control (QC) function.

c. A copy of the letter to the Contractor's representative responsible for CQC signed by an authorized official of the firm which describes the responsibilities and delegates sufficient authorities to adequately perform the functions including authority to stop work which is not in compliance with the contract.

3.2.3. Acceptance of Plan

Acceptance of the Contractor's plan is required prior to the start of construction. Acceptance is conditional and will be predicated on satisfactory performance during the construction. The Government reserves the right to require the Contractor to make changes in his CQC plan and operations including removal of personnel, as necessary, to obtain the quality specified.

3.2.4. Notification of Changes

After acceptance of the QC plan, the Contractor shall notify the Contracting Officer in writing a minimum of seven calendar days prior to any proposed change. Proposed changes are subject to acceptance by the Contracting Officer.

3.3. COORDINATION MEETING

After the preconstruction Conference, before start of construction, and prior to acceptance by the Government of the Quality Control Plan, the Contractor shall meet with the Contracting Officer or Authorized Representative and discuss the Contractor's quality control system. During the meeting, a mutual understanding of the system details shall be developed, including the forms for recording the CQC operations, control activities, testing, administration of the system for both on-site and off-site work, and the interrelationship of Contractor's Management and control with the Government's Quality Assurance.

3.4. QUALITY CONTROL ORGANIZATION

3.4.2. Organizational Changes

The Contractor shall obtain Contracting Officer's acceptance before replacing any member of the CQC staff. Requests shall include the names, qualifications, duties, and responsibilities of each proposed replacement.

3.5. CONTROL

Contractor Quality Control is the means by which the Contractor ensures that the construction, to include that of subcontractors and suppliers, complies with the requirements of the contract. The controls shall be adequate to cover all construction operations, including both on-site and off-site fabrication, and will be keyed to the proposed construction sequence. A quality control plan shall be submitted by off-site fabricators covering their portion of the work under this contract.

3.6. TESTING PROCEDURE

The Contractor shall perform tests specified or required to verify that control measures are adequate to provide a product which conforms to contract requirements. Testing includes operation and/or acceptance tests when specified.

Such a list of deficiencies shall be included in the CQC documentation, as required by paragraph DOCUMENTATION below, and shall include the estimated date by which the deficiencies will be corrected. The Contractor's representative responsible for CQC shall make a second inspection to ascertain that all deficiencies have been corrected and so notify the Government. These inspections and any deficiency corrections required by this paragraph will be accomplished within the time stated for completion of the entire work or any particular increment thereof if the project is divided into increments by separate completion dates.

3.8. DOCUMENTATION

The Contractor shall maintain current records of quality control operations, activities, and tests performed, including the work of subcontractors and suppliers. These records shall be on an acceptable form and shall include factual evidence that required quality control activities and/or tests have been performed.

3.9. NOTIFICATION OF NONCOMPLIANCE

The Contracting Officer will notify the Contractor of any detected noncompliance with the foregoing requirements. The Contractor shall, after receipt of such notice, immediately take corrective action. Such notice, when delivered to the Contractor at the site of the work, shall be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time or for excess costs or damages by the Contractor.
