1. Is the use of very low Global Warming Potential (GWP) refrigerants a priority?

RESPONSE – Low Global Warming Potential (GWP) refrigerants are not a priority.

2. Should the volume allocation described in the Supplemental Package be considered a contiguous or a distributed volume?

RESPONSE – The volume allocation described in the supplemental package can be considered the total volume goal; a summation of contiguous, distributed, or a combination of both.

3. Is a system controller to be provided or will the requisite logic, I/O, etc. be integrated into the platform/vehicle controller?

RESPONSE – The system controller will not be provided under this project.

4. The solicitation references validation testing in a ‘relevant environment’. Will the government specify this or is this up to the proposer?

RESPONSE – Please see AR 70-35 for a definition of the temperatures an aircraft can experience. Based on the type of technology being proposed applicable temperatures will vary. Describe the anticipated testing conditions to prove out the technology. The exact details can be altered during the course of project if changes are necessary after analysis, prior to the testing.

5. Will the government furnish hardware for loads to be cooled or shall these be simulated by the proposer?

RESPONSE – Simulated loads will be used for the project; no government furnished hardware is anticipated. Please state in the proposal if GFE is required.

6. What is the minimum continuous cooling required (i.e. turn down)?

RESPONSE – A minimum continuous cooling requirement is currently not defined. One of the aspects of the localized thermal control concept may necessitate low “turn-down” operation. It is an open question which needs to be balanced against energy efficiency, weight, and life span impacts from duty cycle choices.

7. Can you extend the suspense date for proposals in order to allow more time to respond and prepare a proposal?

RESPONSE - No, the due date and time for proposals for submissions of proposals is not extended.
