Since the intent for Domain 2 is to address different objectives: acquisition logistics support services, and it may impose OCIs, would the Government please clarify if Domain 2 SBSAs are also competing on Domain 1 TOs with the Rule of Two? If so, recommend for the Government to reconsider this approach as it creates unfair advantage for the Domain 2 SBSAs.

Contractors who are awarded contracts under both Domain 1 and 2 may compete for Task Orders under both domains provided they meet the requirements related to OCIs.

Yes, at the IDIQ level, as long as contractors limit their proposals to one per team (to prevent receipt of multiple "duplicitive" proposals from essentially the same contractor/subcontractor team). At the Task Order level the Ordering Contracting Officer may choose to tailor this more specifically based on the requirements of the specific Task Order.

All HAZMAT shipping that is required to through military transport, will require Government sponsorship of Contractor's taking and passing HAZMAT courses. Request for the Government to add verbiage that the Government will sponsor Contractor to complete all required HAZMAT training courses, such as the Army's Ammo 67-DL HAZMAT training course to certify HAZMAT IAW AFMAN 24-204.

HAZMAT training and certifications will be addressed at the TO level. N/A

26 Draft RFP 20 C.3.3.3 Missing section The sections in C.3.3.3 jump to C.3.3.3.2.1. Are these sections missing or is the section misnumbered? Yes this is in error and will be corrected. This will be corrected in the final RFP version.

Refer to L.1.2 & L.2.2; the RFP does not require offerors to demonstrate a minimum level of clearance as a condition for IDIQ contract award. Security requirements will vary and be specified at the TO level.

34 Draft RFP 36 H.1.2.2 OCI Mitigation Plan

Please confirm that, for every Task Order an offeror proposes, it has to submit personnel names within the OCI Mitigation Plan submitted with its proposal (i.e., by name staffing required for every Task Order proposal). If this interpretation is correct, recommend revising this instruction to require an acknowledgement within the OCI Mitigation Plan submitted with a proposal that the offeror, upon award and throughout performance, will provide names of all personnel staffed on the Task Order, as well as their OCI status.

At the Task Order level, offerors will be required to supplement their IDIQ-level OCI Mitigation Plan with any additional information needed to address TO requirements, including additional personnel. The contractor will be required to notify the Ordering Contracting Officer of any changes to this list.

35 Draft RFP 36 H.1.2.2 OCI Mitigation Plan

There is no way to know which employees “are reasonably expected to access proprietary data” at the IDIQ level. Potentially, a great many contractor and subcontractor personnel may fit that category and the attempt to identify them at the IDIQ level places a tremendous burden on the offeror. Will the Government consider moving this requirement to the version of the OCI plan that is tailored to address the specific requirements of each Task Order Request?

Offerors shall submit a top level OCI mitigation plan at the IDIQ level with their proposal for either Domain 1 or Domain 2 (or both proposals if applicable). Additional supplemental information to the OCI mitigation plan shall be provided at the individual Task Order proposal level, along with additional personnel that may need to be added due to specific Task Order requirements.

This will be revised or clarified in the Final RFP.

36 Draft RFP 39 L.1.4 Small Business Subcontracting Plan If Small Business Subcontracting Plan is required, please confirm that it's not part of Volume III and that it's a separate standalone document. Recommendation is that this be an appendix to Volume III if required, and appendices are not included in page counts.

The Subcontracting Plan is a separate standalone document not subject to page limits. Refer to Table L-1 and L.1.5.4. N/A

Capabilities listed in Table L-3 do not align to the Section C PWS for Domain 1 as written;

"Logistics and Sustainment of CBRND systems/equipment" is not specifically addressed in the PWS; "Holistic Training" is within the Logisitics / Supportability Services capability as part of PWS section for "Supply Chain Mgt. and support"; and the "Logistics Information Systems" is within the Program Managment and Administration capability as part of PWS section for "Admin. Reports a nd Infor. Mgt.". This table and the PWS need to be aligned for consistency and to adequately address the requirments. We recommend either the Bottom 3 be removed from the table since they will be included as subsets to the main four PWS's sections for Domain 1 or the PWS be rewritten so it aligns to the Table's seven major capabilities as written.

For the final RFP, Sections L, M, and the Performance Work Statement (PWS) will be crosswalked and updated as required. N/A

Refer to L.1.2 / L.2.2; The RFP does not require offeror’s demonstrate a minimum level of security clearance as a condition for contract award. The majority of Task Orders will specify security requirements at the time the TOR is issued.

The final RFP will include FAR 52.219-14 in full-text. Under this clause, paragraph (d)(1) will have the 2nd check box "checked" which states: "(d) The Contractor shall comply with the limitations on subcontracting as follows: (1) For contracts, in accordance with paragraph (b)(1) and (2) of this clause - By the end of the performance period for each order issued under the contract."

The Government will monitor compliance throughout the period of performance.

56 Draft RFP 42 L.1.5.2.3 Past Performance

Section L.1.5.2.3 states, "The prime contractor shall submit no more than three (3) contract references and no more than one (1) contract reference from each of two (2) major subcontractors." Please clarify whether this is a total of three or five contract references across the team?

57 Draft RFP 42 L.1.5.2.4 Past Performance Section L.1.5.2.4 states, "The Offeror shall not exceed three (3) pages for each contract cited, inclusive of the Section I and Section II content." Please confirm which requirements outlined in L.1.5.2 are considered Section I vs. Section II.

Recency refers to a period of time. Relevancy is qualitative. As described in L.1.5.2.1 (L.2.5.2.1), submitted past performance references should be both recent and relevant.
