DRAFT RFP - JE-CLASS II
It is incumbent upon interested parties to review this DRAFT Request for Proposal (RFP) in its entirety. Proposals may not be submitted to, and will not be reviewed by the Government unless and until a Final RFP is issued.
1. The Government intends to seek proposals for a Multiple-Award Indefinite-Delivery, Indefinite-Quantity (MA IDIQ) contract to execute the requirements detailed in Section C, Performance Work Statement (PWS) under the Joint Enterprise-Contracted Logistics and Services Support II (JE-CLaSS II) program. JE-CLaSS II is in support of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Detection
(JPEO-CBRND).
2. JE-CLaSS II will be a successor contract to JE-CLaSS, which was awarded in January 2016. It will be designed to provide key and essential Performance-Based Logistics (PBL) and sustainment services for the JPEO- CBRND and CBRND Enterprise mission systems and equipment, to include non-commercial, Commercial-Off-the Shelf (COTS), and modified COTS systems and equipment. JE-CLaSS II will require contractors to provide operational readiness capability and cover all logistics and sustainment needs for the CBRND mission systems and equipment by either commodity or military unit under a single task order (TO) when appropriate.
Additionally, JE-CLaSS II will fulfill requirements for CBRND acquisition logistics services, holistic training, and depot maintenance.
3. The JE-CLaSS II IDIQ will consist of two (2) Domains. TOs issued under Domain 2 may support logistics planning, management and requirement functions for TOs issued under Domain 1, creating a potential Organizational Conflict of Interest (OCI). Refer to Section H for more information and OCI mitigation requirements.
a. Domain 1 (open to Large and Small Businesses) will provide the full spectrum of CLS, training and sustainment to include, but not limited to: Supportability Services; Maintenance Support; Engineering Support; Supply Chain Management and Support; Training Product and Development and Support (holistic training development using state of the art platforms and technologies across multiple domains -- maritime, land, air, cyberspace and space); Fielding Support; Program Management, Administration and Reporting;
Quality; Security; and Environmental, Safety and Occupational Health (ESOH). Domain 1 TOs shall be competed using Fair Opportunity among the Domain 1 prime contractors using the Rule-of-Two to determine if a small business set-aside (SBSA) is appropriate for that requirement. Domain 1 encompasses the requirements of the predecessor JE-CLaSS contract.
b. Domain 2 (Small Business Set-Aside) will provide acquisition logistics services for planning, development, analysis, review and/or update of Integrated Logistics Support (ILS) studies, analyses and program documentation for logistics and sustainment needs. It includes, but is not limited to: Acquisition Logistics Services, Supportability/Sustainability Support, Training Products and Scenario Development and Support, Program Management, Administration and Reporting; Quality Assurance; Security; and, ESOH. Domain 2 will be a 100% SBSA where TOs shall be competed using Fair Opportunity among the Domain 2 prime contractors.
4. Small Business Size Standards: Applicable North American Industrial Classification System (NAICS) codes and corresponding size Small Business Administration (SBA) Size Standards are shown in Table A-1 below.
These standards will be used to determine business size status under Domains 1 and 2. Refer to 13 CFR
121.104 for more information on how size standards are calculated.

5. JE-CLaSS II will be awarded using FAR Part 15 contracting procedures. Pursuant to FAR 15.304(c)(1)(ii)(A), The Government will not evaluate cost or price at the IDIQ level. The Government intends to make award to each and all qualifying offerors (as defined in FAR 2.101); refer to Section M for additional information.
6. The ordering period for the IDIQ will consist of a four (4) year base period and a four (4) year option period.
Performance under Task Orders may continue no later than three (3) years beyond the expiration of the optional ordering period.
7. The guaranteed minimum award value for each IDIQ contract is $1,000.00; this applies to the initial contract award only, not the option period. The estimated ceiling for the entire JE-CLaSS II ordering period is $907M.

SECTION C: PERFORMANCE WORK STATEMENT (PWS)
TITLE: JOINT ENTERPRISE CONTRACTED LOGISTICS AND SERVICES SUPPORT (JE-CLASS) II
C.1.0 SCOPE. The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) is the life-cycle manager for Chemical Biological Radiological Nuclear High Yield Explosives (CBRNE) defense equipment and has an ongoing requirement for Contractor Logistics Support (CLS), to include Performance Based Logistics (PBL) services, providing operation, maintenance and supply support to highly complex, low-density systems which provide force protection against CBRNE threats. These services include simultaneous support of multiple and interdependent systems at military and non-military locations, worldwide.
C.1.1 The JPEO-CBRND's mission is to protect the Joint Force from weapons of mass destruction by generating affordable capabilities to protect against weapons of mass destruction. The JPEO-CBRND works side-by-side with the Department of Homeland Security and other agencies in the on-going effort to guard against the chemical, biological, radiological and nuclear (CBRN) threats via a resilient Joint Force enabled to fight and win unencumbered in a chemical, biological, radiological, and/or nuclear environment.
C.1.2 The Joint Enterprise Contracted Logistics and Services Support (JE-CLaSS) II is a JPEO-CBRND enterprise-wide Multiple Award, Indefinite Delivery/Indefinite Quantity (MA IDIQ) contract designed to promote maximum flexibility as well as a streamlined and efficient process for awarding task orders based on mission requirements.
The acquisition will establish a group of highly qualified contractors capable of competing on future requirements as specified in Task Orders to provide CLS, PBL, acquisition logistics, and related services in support of CBRNE systems and equipment.
C.1.3 The CLS/PBL services are structured into two domains to support the JPEO-CBRND Enterprise, as identified within Task Orders awarded under the JE-CLaSS II MA IDIQ. The contractor shall support and sustain systems, subsystems, equipment sets, kits, outfits and associated items of equipment and develop and revise training products in Domain 1 or provide acquisition logistics support services in Domain 2. Domain 2 is intended to obtain contractor support services to address the following principal objectives: (1) ensure support considerations are an integral part of the system’s design requirements; (2) achieve cost effectiveness throughout the system life-cycle;
and (3) identify, develop, and acquire the Product Support elements necessary to the initial fielding and operational support of the system.
C.1.4 For the purposes of this contract, CLS/PBL services include, but are not limited to, Continental United States (CONUS) and Outside the Continental United States (OCONUS) sustainment and acquisition logistics support functions, respectively, in the following areas:
Domain 1: Supportability Services; Maintenance Support; Engineering Support; Supply Chain Management and Support; Training Product Development and Support; perform training aligned to holistic training concepts and strategies; Fielding Support; Program Management, Administration and Reporting; Quality;
Security; and Environmental, Safety and Occupational Health (ESOH).
Domain 2: Acquisition Logistics Services, Supportability/Sustainability Support, Training Product Development and Support, Program Management, Administration and Reporting; Quality Assurance; Security;
and, ESOH. Holistic training strategies and concept development and planning across multiple domains --maritime, land, air, cyberspace and space.
C.1.5 Interaction with the United States Army Tank-Automotive and Armaments Command (TACOM) may be required to facilitate a program's transition from the materiel developer to the sustainment owner. The CLS/PBL services performed by the contractor to support Transition to Sustainment (T2S) may include conducting field and depot maintenance operations, providing technical guidance and performing analyses to identify problems and deficiencies with equipment; analyzing readiness trends or issues; providing logistics training; documenting malfunctions, accidents, and incidents involving equipment; and providing feedback to and from the field. The responsibility for Task Orders requiring depot maintenance services will remain with the requiring agency. Refer to Section H for requirements for Task Order placement on this MA IDIQ.
C.1.6 The contractor may be required to interface with and/or possess a Nuclear Regulatory Commission (NRC) license. These requirements will be identified in individual Task Orders when applicable.
C.1.7 Background. This effort is a successor to the initial JE-CLaSS MA IDIQ contract awarded January 12, 2016 under solicitation W911SR-15-R-0002. The JE-CLaSS MA IDIQ served as a JPEO-CBRND enterprise CLS contract that provided CLS, PBL and sustainment support to CBRNE defense systems and equipment.
C.1.8 Objective. The JE-CLaSS II Task Orders will provide CLS, PBL, acquisition logistics, training, and sustainment support of CBRNE sensor systems, individual and collective protection; personnel and equipment/material decontamination systems; force protection; logistics information systems; CBRN or CBRNE response equipment; and, Weapons of Mass Destruction (WMD) elimination systems or equipment for Department of Defense (DoD) and non-DoD agencies with CBRNE Defense needs within the scope of this contract.
C.2.0 APPLICABLE DOCUMENTS. For purposes of this PWS, “Required” means that the requirements contained in the directly cited document are contractually applicable to the extent specified. If a document reference does not indicate the specific paragraph or section as being applicable, then the document is applicable in its entirety. The term “For guidance only” means the document is not contractually applicable and is provided for guidance and information only. The documents cited below are “required” unless specifically identified as “for guidance only” in individual Task Orders. In the event of a conflict between the documents referenced herein and the contents of this PWS, the PWS shall take precedence. Additional documents are specified in individual Task Orders.

C.3.0 REQUIREMENTS. The Contractor, as an independent contractor and not as an agent of the Government, shall furnish the necessary resources, except those provided as Government Furnished Property (GFP), to perform the work specified in this Performance Work Statement (PWS). The Contractor shall not perform any requirement not specifically assigned under JE-CLaSS II Task Orders.
DOMAIN 1: CLS FIELDING AND SUSTAINMENT SERVICES
C.3.1 Program Management and Administration.
C.3.1.1 Program Management.
C.3.1.1.1 The contractor shall support the systems worldwide, wherever they are stored or deployed. The contractor shall provide support for the equipment set regardless of which military unit or coalition partner may have custody of the equipment set.
C.3.1.1.2 The contractor shall implement and maintain system support procedures that meet mission performance requirements for each supported system or item.
C.3.1.1.3 The contractor shall implement and maintain a responsive, efficient and effective management organizational structure that can interface with Government and site personnel dispersed in diverse geographical locations.
C.3.1.1.4 The contractor shall support all required maintenance actions for operations and training, ensuring all systems meet or exceed the mission performance requirements.
C.3.1.1.5 The contractor shall ensure adequate and efficient staffing levels during the period of performance.
C.3.1.1.6 The contractor shall implement and maintain safety procedures to minimize injuries to personnel and shall comply with all international (host countries), federal, state, and local occupational, safety, and health laws, regulations and requirements.
C.3.1.1.7 The contractor shall comply with all International (host countries), federal, state, and local environmental laws and regulations for the safe handling and accumulation of hazardous materials and waste. The contractor is responsible for all resultant hazardous waste disposal.
C.3.1.1.8 The CLS support and services shall include, but not be limited to, providing contractor personnel, spare and repair parts, materials, tools, consumables, test and calibration equipment, equipment calibration, equipment fielding support, training, equipment/materials inventory, and warehousing and distribution.
C.3.1.1.9 Contract Manager and Alternate. The contractor shall provide a Contract Manager who is responsible for the management of the work. The contractor shall provide an Alternate Contract Manager to act in the Contract Manager’s absence. The contractor shall notify the Contracting Officer in writing of the name of the Contract Manager and Alternate Contract Manager. The Contract Manager and Alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. Individual Task Orders may also require a Task Manager and Alternate Task Manager.
C.3.1.1.10 The contractor shall provide status reports throughout the contract period of performance in accordance with (IAW) DD Form 1423, Contract Data Requirements List (CDRL), provided as an attachment to Section J), CDRL A001.
C.3.1.2 Administrative Support.
C.3.1.2.1 The contractor shall effectively manage contractor personnel providing system or equipment support, to include employees’ documentation (security clearances, passports, medical records, technical qualifications, and training requirements). This shall include the consolidation of support personnel to maintain the unit effectiveness and to minimize cost.
C.3.1.2.2 The contractor shall provide the required administrative support to obtain visas, travel approvals, and passports for personnel traveling and working in locations OCONUS and Areas of Responsibility (AOR) (as defined by the Department of State). The contractor shall comply with all Status or Forces Agreements (SOFA) requirements or other host country agreements and requirements.
C.3.1.2.3 The contractor shall obtain all permits/licensing (import/export licensing, etc.) required to operate in any supported location either within the CONUS or OCONUS. The contractor shall supply requested information to assist in obtaining any permits and licensing required for operation, maintenance, and supply operations at various sites, which other sources outside of the contract require (e.g. Other Government Agencies).
C.3.1.2.4 The contractor shall manage warranties, service contracts, and other agreements with Original Equipment Manufacturers (OEMs).
C.3.1.3 Government Furnished Property.
C.3.1.3.1 The contractor shall manage and provide unique identifier data and calibration for GFP.
C.3.1.3.2 The contractor shall maintain and make available records for all maintenance and supply transactions pertaining to the support of GFP.
C.3.1.3.3 The contractor shall provide overall inventory management and tracking. The contractor shall provide the Government access to this information for viewing (i.e. read-only), query, download and print.
C.3.1.3.4 The contractor shall notify the Government prior to any parts requisitions that have been determined obsolete by vendors, OEMs, and subcontractors.
C.3.1.3.5 The contractor shall implement and maintain property control procedures that provide for the accountability and maintenance of Government Property and prevent the destruction, damage, loss or theft of Government Property in accordance with Federal Acquisition Regulation (FAR) Part 52.245.
C.3.1.3.6 The contractor shall manage and provide security for all GFP at contractor-operated facilities.
C.3.1.3.7 The contractor shall maintain a hard copy of hand receipts for GFP.
C.3.1.4 Administrative Reports and Information Management.
C.3.1.4.1 Government Web Site. When required in individual Task Orders, the contractor shall post contract data deliverables to a secure Government web site for access by selected Government and contractor personnel, or via an industry designated and Government-approved web site or portal. The contractor shall provide notification to the Government via e-mail when reports are posted (IAW the applicable CDRL).
C.3.1.4.2 Logistics Information System. The contractor shall provide and maintain a Logistics Information System (LIS) for collecting maintenance data. This database shall be independent and allow the Government full and unrestricted access to the data. The database shall include all the data required for building the required reports and records as well as any other maintenance data that are relevant to the Government. The contractor shall also provide, IAW CDRL A002 and in accordance with individual Task Orders, data, documentation and training for the database, including at a minimum:
C.3.1.4.2.1 A description of the database structure, including tables, links between tables, queries, reports and forms or user interfaces.
C.3.1.4.2.2 A narrative description of each field and variable including the data type and any constraints.
C.3.1.4.2.3 Validation protocol and reports demonstrating that the database meets the intended use and functions properly.
C.3.1.4.2.4 The contractor shall document maintenance actions to include, system status, repair part status, frequency of maintenance actions, repair procedures, repair work performed, location of repair work performed, and time for maintenance repair work to be performed.
C.3.1.4.2.5 The contractor shall ensure all maintenance reporting and documentation is available to the Government in real time and shall provide requested reporting information as specified in individual Task Orders.
C.3.1.4.2.6 The contractor shall report all system failures.
C.3.1.4.2.7 The contractor shall track stocked parts Line Replaceable Units (LRUs) and Subsystem Repairable Units (SRUs), both contractor-provided and GFP, reflecting available stocking level.
C.3.1.4.3 The contractor shall establish a reporting system that allows the Government to track work orders and items sent to vendors or original equipment manufacturers, to view and monitor all maintenance and supply transactions, and to query the database and compile reports.
C.3.1.4.4 The contractor shall provide a separate report on the movement and status of personnel in AORs.
C.3.1.4.5 The contractor shall implement an Operational Availability (Ao) control system that allows the Government to monitor system operational availability in near real time, as defined in individual Task Orders.
C.3.1.4.6 The contractor shall provide a documented and verifiable method to determine when a maintenance request is made.
C.3.1.4.7 The contractor shall develop and submit an Obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management Plan (DMP), IAW CDRL A003, for managing the loss, or impending loss, of manufacturers or suppliers of parts and/or material. The SD-22 Diminishing Manufacturing Sources and Material Shortages (DMSMS) is a guidebook of best practices for implementing a robust DMSMS Management Program. Specific requirements will be specified in individual Task Orders.
C.3.1.4.7.1 The contractor shall monitor and report on obsolescence and DMSMS that affect support supplied under this contract IAW CDRL A003.
C.3.1.5 Meetings and Reviews.
C.3.1.5.1 The contractor shall host start of work meetings in accordance with individual Task Orders.
C.3.1.5.2 The contractor shall host or attend Government program reviews addressing cost, schedule and performance.
C.3.1.5.3 The contractor shall support working level meetings. The meetings may be via teleconference or other media with Government approval.
C.3.1.5.4 The contractor shall submit agendas, meeting minutes, and presentation materials for meetings and reviews as specified in individual Task Orders. The contractor shall document and provide the proceedings of each conference as specified in individual Task Orders. IAW CDRLs A004, A005 and A006 respectively.
C.3.1.6 Travel.
C.3.1.6.1 The contractor shall participate with Government personnel at meetings, conferences and other activities CONUS and OCONUS. The contractor shall base transportation costs required to perform the work contained in Task Orders upon mileage rates, actual costs incurred or a combination thereof, provided the method used results in a reasonable charge. Travel costs are reasonable and allowable only to the extent that they do not exceed on a daily basis, the maximum per diem rates in effect at the time of the travel. The Joint Travel Regulations (JTR), while not wholly applicable to contractors, provides the basis for the determination as to what is reasonable and allowable.
The contractor shall make maximum use of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours. The contractor shall obtain approval in advance from the Contracting Officer for any exceptions to these guidelines.
C.3.1.6.2 The contractor shall complete individual pre-deployment training, as appropriate for the AOR.
C.3.1.7 Equipment and Materials Procurement. The contractor shall obtain approval from the Procuring Contracting Officer for purchases greater than $25,000.00 in advance of any such purchases, unless otherwise specified in a Task Order.
C.3.1.8 Contractor Personnel Training. The contractor shall train its own personnel in all areas of safety, security, operation, maintenance, emergency, and troubleshooting procedures for applicable systems or items. At the start of the contract, and throughout, the contractor shall provide personnel with required skills to support Task Order efforts. The contractor shall be responsible for maintaining the proper skill mix.
C.3.2 Logistics/Supportability Services.
C.3.2.1 System Maintenance and Reset (Repair, Replacement, Recertification and Recapitalization). The contractor shall support the equipment sets worldwide, wherever they are stored or deployed. Support shall include the following:
C.3.2.1.1 Field Maintenance Support.
C.3.2.1.1.1 The contractor shall support all required maintenance actions for operations and training.
C.3.2.1.1.2 The contractor shall maintain the system at Mission Capable (MC) status. (The MC requirements are specific to systems and are defined in individual Task Orders.)
C.3.2.1.1.3 The contractor shall provide all equipment, materials and facilities, except organic supplies or government-furnished consumables (as specified in individual Task Orders).
C.3.2.1.1.4 The contractor shall replace equipment set components. However, to the fullest extent possible, the contractor shall utilize standard manufacturer warranties and pursue reasonably priced repair options.
C.3.2.1.1.5 The contractor shall repair or replace equipment set components on site, for equipment set components that present significant size, weight, and access issues for shipping.
C.3.2.1.1.6 The contractor shall establish agreements with and utilize OEMs for maintenance and repair parts and services, unless the contractor qualifies (with Government approval) other sources for maintenance and repair parts and services.
C.3.2.1.1.7 The contractor shall provide Mean Time to Repair (MTTR) (Maintenance) and MTTR (Supply), and Mean Time between Failure (MTBF) for all Authorized Stockage List/Prescribed Load List (ASL/PLL) items in accordance with individual Task Orders.
C.3.2.1.1.8 The contractor shall perform maintenance actions and support. This may include on-site maintenance or other location(s) designated in a Task Order.
C.3.2.1.1.9 The contractor shall perform maintenance above the operator level, to include depot-level maintenance, in accordance with associated Government Technical Manuals (TMs) and OEM operations and maintenance manuals, specifications, and procedures.
C.3.2.1.1.10 The contractor shall perform system hardware and software modifications and upgrades as approved by the Government to replace obsolete parts and to incorporate or apply software patches, new or improved technology, including applying all routine, urgent, and emergency work orders to equipment, as specified in individual Task Orders.
C.3.2.1.1.11 The contractor shall perform field and sustainment level maintenance as outlined in the system or equipment TMs or manuals.
C.3.2.1.1.12 The contractor shall provide the required test equipment (other than GFP).
C.3.2.1.1.13 The contractor shall provide required maintenance and repair training to Government and contractor personnel.
C.3.2.1.1.14 The contractor shall stock and maintain sufficient quantities of LRU, SRU, repair parts, and consumables to support daily logistics operations and maintenance to include Preventive Maintenance Checks and Services (PMCS).
C.3.2.1.1.15 As specified in individual Task Orders, the contractor shall perform recapitalization and recertification activities, including overhaul or restoration of equipment to improve performance or restore equipment to its original technical specification.
C.3.2.2 Supply Chain Management and Support.
C.3.2.2.1 Requisitioning.
C.3.2.2.1.1 The contractor shall inform the Field Level Logistics Clerk or representative, in writing, of any required parts that are in the Federal Logistics Information System (FLIS).
C.3.2.2.1.2 The contractor shall support Turn-Around Time (TAT) as defined in individual Task Orders.
C.3.2.2.1.3 The contractor shall provide a record of time between diagnosis and organic parts request and a record of time from the time the unit notifies the contractor of available parts and the repair of the system or subsystem needing the part(s).
C.3.2.2.1.4 The contractor shall procure, stock, and maintain sufficient quantities of consumables and spares to support daily operations, meet all requests (e.g. field training exercises), and provide for surge requirements during deployments.
C.3.2.2.1.5 The contractor shall procure and stock parts in response to DMSMS as approved by the Government.
C.3.2.2.1.6 The contractor shall perform maintenance trends analyses and recommend to the Government equipment requiring root cause failure analysis. The Contractor shall conduct root cause failure analyses and provide Root Cause Failure Analyses Reports, specified in individual Task Orders.
C.3.2.2.2 Stocking and Reporting.
C.3.2.2.2.1 The contractor shall order, procure, track, receive, store, issue, transport, ship, and dispose of supplies, tools, repair parts, consumables, waste, for all consumable and non-consumable components, and provide related reports, to include usage rates, as specified in individual Task Orders. The contractor shall notify the Government of any parts requisitions that have been determined obsolete by vendors, OEMs, and subcontractors.
C.3.2.2.3 Logistics and Warehousing.
C.3.2.2.3.1 The contractor shall maintain supplies, consumables, expendables, durables and repair parts and warehouse or store equipment in support of normal and contingency operations.
C.3.2.2.3.2 The contractor shall provide climate-controlled storage when specified in individual task orders.
C.3.2.2.4 Calibration.
C.3.2.2.4.1 The contractor shall calibrate equipment in accordance with OEM specifications and TMs.
C.3.2.2.4.2 The contractor shall provide for the maintenance, repair and calibration of all test equipment used in conjunction with maintenance troubleshooting and repair of systems in accordance with OEM specifications and relevant TMs.
C.3.2.2.5 Monitoring of Shelf Life.
C.3.2.2.5.1 The contractor shall monitor expiration dates and shelf life of consumables and expendables.
C.3.2.2.5.2 The contractor shall manage materials with shelf life expiration dates to optimize use and reduce waste.
C.3.2.2.6 Product Support Assessments and Analysis.
C.3.2.2.6.1 The contractor shall conduct a wide range of supportability analyses within the systems engineering process to ensure the system is developed and acquired with the optimal support system and infrastructure.
C.3.2.2.6.1.1 The primary techniques used in these analyses shall include, but are not limited to: Failure Mode, Effects and Criticality Analysis (FMECA); Fault Tree Analysis (FTA); Reliability Centered Maintenance (RCM);
Level of Repair Analysis (LORA); Maintenance Task Analysis (MTA); Core Logistics Analysis (CLA); Source of repair analysis; depot source of repair analysis; Calibration Requirements Analysis (CRA); Packaging, Handling, Storage, and Transportation (PHS&T) analysis, and DMSMS analysis.
C.3.2.2.6.2 The contractor shall provide reports and recommendations to the Government as specified in individual Task Orders.
C.3.2.2.7 Training. Perform training aligned to holistic training concepts and strategies.
C.3.2.2.7.1 The contractor shall revise current training products or develop new training products, to include Interactive Multimedia Instruction/Computer Based Training (IMI/CBT) courses and assets, and implement a holistic training approach, using state of the art platforms and technologies that address the CBRNE spectrum of sensors, protection and decontamination equipment at the tactical, operational and strategic level. The holistic training shall encompass equipment, systems of systems, information and situational awareness systems, virtual and augmented reality capabilities, and other capabilities used to conduct CBRNE/CWMD missions across multiple domains -- maritime, land, air, cyberspace and space. The contractor shall employ consistent training standards and methodologies for Operator, Maintainer, Enterprise, New Equipment Training, Institutional Training and Sustainment Training. The training products shall be based on Commercial-off-the-Shelf (COTS) virtual learning content development systems that allow the Warfighters and users the capability to access IMI/CBT modules when needed, especially during New Equipment Training (NET), sustainment or combat operations.
C.3.2.2.7.1.1 The training products shall include integrated training tools, Course Conduct Information Packages, Instructional Media Packages, Lesson Descriptions and other training documentation and modules to support the task order requirements.
C.3.2.2.7.2 The training approach or tools employed by the contractor (as specified in individual task orders) shall:
a. Provide the capability to connect to existing live, virtual, and constructive training environments
b. Provide improved sustainment capability, asset reusability features, and cloud-based access
c. Have an open architecture structure to enable and/or support future growth and future systems
d. Allow delivery of training at any time and at the point of need
e. Allow the capability for use by live instructors and/or for computer-based training, and provide the instruction by these methods simultaneously
f. Allow for development and rapid updates to content
g. Provide access to training on multiple platforms, including mobile devices.
C.3.2.2.7.3 The contractor shall distribute new or updated procedures, perform equipment modifications, perform software updates and maintenance, and perform technical refresh. The contractor shall provide sustainment plans to address the maintenance and updates for the software based training programs.
C.3.2.2.7.4 The contractor shall conduct testing of the training system and correct errors or discrepancies to ensure the training system remains operational at all times. The contractor shall provide test plans and test reports.
C.3.2.2.7.5 The contractor shall provide an Implementation Plan documenting the critical steps required to deploy, install, and transition the training system to the intended end user, to include existing or new systems.
C.3.2.2.7.6 The training system shall provide a repository of learning content (i.e. enterprise-wide) that can be reused and shared among other CBRNE organizations.
C.3.2.2.8 Field Training Exercises and Operations.
C.3.2.2.8.1 The contractor shall support field training exercises as identified by the Government.
C.3.2.2.8.2 The contractor shall develop training plans, products and scenarios to support WMD and CBRNE field exercises and activities.
C.3.2.2.9 Supportability/Logistics Support Services.
C.3.2.2.9.1 The contractor shall provide supportability/logistics support services as follows:
C.3.2.2.9.2 The contractor shall support the equipment sets worldwide, wherever they are stored or deployed.
C.3.2.2.9.3 Supportability/Logistics Meetings. The contractor shall host or attend supportability/logistics conferences and meetings. The conferences and meetings may be hosted via various media methods and shall be conducted in accordance with the requirements of individual Task Orders.
C.3.2.2.9.4 Conference/Meeting Proceedings. The contractor shall document the proceedings of each conference and/or meeting.
C.3.2.2.10 New Equipment Training (NET).
C.3.2.2.10.1 The contractor shall conduct NET in accordance with the Government-furnished information and/or contractor-developed training documents and products required by individual task orders.
C.3.2.2.10.2 The contractor shall conduct training sessions in CONUS and OCONUS locations.
C.3.2.2.11 Total Package Fielding.
C.3.2.2.11.1 The contractor shall coordinate with the Government representative to conduct inventories and operational checks of each system at the fielding site(s) and document the results of inventories and operational checks.
C.3.2.2.11.2 The contractor shall update and revise Information Packages, Instructional Media Packages, and lesson descriptions based on guidance received by the Government at Supportability and Logistics reviews or in a Task Order.
C.3.2.2.12 Transport of Equipment and Materials.
C.3.2.2.12.1 The contractor shall provide transportation for training equipment and training materials to and from the training sites. The contractor shall coordinate with the Government for shipment of all training materials to CONUS/OCONUS locations.
C.3.2.2.12.2 The contractor shall comply with CONUS and OCONUS shipping and packaging regulations.
C.3.2.2.13 Provisioning.
C.3.2.2.13.1 The contractor shall determine the range and quantity of items (spares, LRUs, SRUs, repair parts, special tools, test equipment, support equipment) required to support and maintain an end item of materiel, typically via a Product Support Analysis. (Guidance is provided in DoDM 4140.01, Volume 2 and MIL-HDBK-502.)
C.3.2.2.13.2 The contractor shall provide Provisioning Data to the Government. Provisioning Technical Documentation includes the following: Provisioning Parts List (PPL); Long Lead Time Items List (LLTIL); Repair Item List (RIL); Interim Support Items List (ISIL); Tools and Test Equipment List (TTEL); Common and Bulk Items List (CBIL); Design Change Notices (DCN). (Guidance is provided in GEIA-HB-0007 and GEIA-STD-0007.)
C.3.2.2.13.3 The contractor shall screen potential provisioning items using WebFLIS and provide a report of all provisioning items.
C.3.2.2.13.4 The contractor shall plan and organize a Provisioning Preparedness Conference(s) to review Provisioning Data for completeness prior to Provisioning Conference(s).
C.3.2.2.13.5 The contractor shall plan and organize a Provisioning Conference(s) to formalize the presentation of recommended spares, where the Source, Maintenance, and Recoverability (SMR) codes will be approved by the Government.
C.3.2.2.13.6 The contractor shall document and provide the proceedings of each conference IAW CDRLs A004, A005 and A006 and as specified in individual Task Orders. The contractor shall submit within 5 calendar days after conducting meeting or conference, unless otherwise specified in a task order. The Government will respond with comments or approval within 5 calendar days after receipt. If required, a subsequent submission shall be 5 calendar days after receipt of Government comments.
C.3.2.2.13.7 The contractor shall provide a post conference provisioning list to the Government as defined in individual Task Orders.
C.3.2.2.14 Product Support Analysis.
C.3.2.2.14.1 Provided specific program data and information, the contractor shall conduct a decision analysis which compares product support alternatives to identify and examine the mission and business impacts, risks, and sensitivities. Analyses shall include, but are not limited to: Business Case Analysis (BCA); Economic Analysis (EA); and Cost-Benefit Analysis (CBA).
C.3.2.2.14.2 The contractor shall provide the Government a final report and recommendation based on the analysis performed, as specified in individual Task Orders.
C.3.3 Engineering Services.
C.3.3.1 Engineering Assessments and Analyses.
C.3.3.1.1 The contractor shall conduct assessments and analyses to ensure quality systems and equipment are developed and acquired which meet user needs, with measurable improvements to mission capabilities. The primary techniques used in these assessments and analyses include, but are not limited to: Reliability, Availability, and Maintainability (RAM) analysis, Manufacturer Readiness Assessments (MRAs), and Technology Readiness Assessments (TRAs).
C.3.3.1.2 The contractor shall provide reports of analyses results and provide recommendations to the Government.
C.3.3.2 Software and Information Assurance (IA).
C.3.3.2.1 The contractor shall update systems and equipment to include software and IA updates.
C.3.3.3 Technical Manuals (TMs) and Equipment Documentation.
C.3.3.3.2.1 The contractor shall provide source data for Government TMs.
C.3.3.3.2.2 The contractor shall keep on hand, up-to-date publications and manuals required to support the systems and equipment.
C.3.3.3.2.3 Review, comment on and revise technical manuals, provisioning data, training packages, and other logistics-related deliverables and validation efforts.
C.3.3.4 Configuration Control.
C.3.3.4.1 The contractor shall host Configuration Control Board (CCB) meetings with Government participation.
C.3.3.4.2 The contractor shall record all decisions of CCB meetings and make them available to the…
