Ruggedized Transit Cases Solicitation: W911SR21Q0001 Questions and Answers
Q1- I have some questions on item 3.3.3 in the RDS Navy Transit Case Statement of Work. It states that the TM is approximately 750 pages on 5x8 inch paper. Can you confirm that the page size is 5”x8” paper and not 8.5” x 11” paper?
A1- Yes, confirm 5 x 8 in.
Q2- The current Army version of the TM is about 660 pages, but will be printed in 8.5”x11” pages and printed double sided, so that equates to about 330 pieces of paper. Do you anticipate the Navy version of the TM to be significantly different/longer or should we assume that it will be approximately the same size? Will it be printed double sided?
A2- Navy TM will be fewer pages, and double-sided.
Q3- The mounting type has not been specified when referencing MIL-DTL-901E. We are assuming it is deck mounted so that we only have to perform a lightweight shock test, but specifying the mounting type will allow us to know which type of shock test will be required. Can you please specify the mounting type?
A3- Deck-mounted.
Q4- The only vibration profile specified is MIL-DTL-901E. Is Secured Cargo Vibration from MIL-STD-810 not a requirement?
A4- Correct
Q5- The statement of work specifies that we are not to exceed the maximum dimensions, but it also seem to say that if we go smaller, we need to get approval. Is there an expectation to build cases to the exact dimensions listed within some tolerance? And if so, what is the tolerance?
A5- Cases cannot exceed maximum dimensions, and are acceptable if they are not smaller than 1 inch of the provided dimensions.
Q6- The dimensions specified for some cases may not be sufficient to hold a TM if the size of the TM is 8.5” x 11”. If the Navy TM size is smaller than the Joint Military/Army version and is 5”x8” then this likely will not be an issue. Please confirm the Navy TM size.
A6- Confirm 5 x 8 in.
Q7- Since the probes cannot be operated without a Base Unit and are not standalone systems, please confirm that configurations 7, 8, and 9 require a TM to be included in the case.
A7- Configurations 7, 8 and 9 do not require TM storage.
Q8- Are the case dimensions listed external or internal? Transit cases are typically defined by the internal dimensions.
A8- External.
Q9- Has due diligence been completed to know that the items listed for each configuration will fit within the required sizes and still have enough space for foam to meet the shock/vibe requirements?
A9- Yes. There should be at least an inch of foam available.
Q10- With the very specific dimensions listed, do you have specific cases or a line/brand of cases in mind?
A10- No.
Q11- Will supplied cases require a pressure vent?
A11- No.
Q12- Regarding Tech Vol 1 Requirements will dimensioned CAD drawings be sufficient in lieu of pictures and rulers?
A12- Yes.
Q13- Will 901S Shock Testing or Analysis be required in the Technical Proposal to consider imbedded payload?
A13- Yes.
Q14- Will 901S Shock Testing or Analysis be required after award with the imbedded payload?
A14- Yes.
Q15-Are Weights listed in Table 1 of the Statement of Work for the payload or the desired cases?
A15- Payload
Q16- If proposed case dimensions are smaller than Table 1 dimensions how will approval from NAVSEA (as required by Statement of Work 3.3.4) be received during the proposal process?
A16- Decided during source selection.
Q17- What water-proof standard is required for the SOW section 3.3.3, Item 4?
A17- IP57 or IP67 rating.
Q18- Can CAD models of each payload item be provided during the proposal to support estimation of custom foam effort and enable use of most cost-effective case?
A18- Yes.
Q19- Can CAD models each payload item be provided following award to support detailed foam design and validation?
A19- Yes.
Q20- Going over the SOW and attached documents I do not see the equipment drawings for each of the nine cases or any specifications on color of case, hardware, or foam type. Is this information going to be released?
A20- Please see section 3.1.2 of the Statement of Work. The Government will provide RDS drawings for all configurations after award. There is no specifications on the color of case, hardware, or foam type.
