STATEMENT OF WORK (SOW)

Radiological Detection System (RDS) Ruggedized Transit Cases

1.0 Scope. This Requirement is to provide ruggedized transit cases to secure and carry the Radiological Detection System (RDS) that will be fielded by the Joint Product Leader for Radiological and Nuclear Defense (JPdL RND) at the Joint Program Executive Office Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND).

1.1 Background. The RDS program will provide a rugged Radiation Detection, Indication and Computation (RADIAC) meter that replaces legacy radiological survey meters currently employed by the United States Air Force (USAF) United States Navy (USN), United States Coast Guard (USCG) United States Army (USA) and United States Marine Corps (USMC. RDS will provide a joint solution that eliminates parts obsolescence, increases capability, reduces life-cycle costs, and addresses Operation TOMODACHI lessons learned for common, interoperable equipment with adequate sensitivity and common units of measure. These ruggedized transit cases will be designed to store and protect the USN and USCG procured RDS systems.

1.2 Objective. The objective will be for procuring highly durable ruggedized transit cases for the transportation and storage of the Radiological Detection System (RDS) and related equipment; and ancillary services.

2.0 Applicable Documents. For the purposes of this SOW, “Required”, as it applies to this section, means that the requirements contained in the directly cited document are contractually applicable to the extent specified. If a document reference does not indicate the specific paragraph as being applicable, then the document is applicable in its entirety.

3.0 Requirements. The Contractor, as an independent Contractor and not as an agent of the Government, shall provide the necessary resources in accordance with this Statement of Work except for those identified as Government Furnished Property (GFP) or assistance to perform the following:

3.1.1 The Contractor shall deliver one (1) transit case for each Configuration (1, 2, 3, 4, 5, 6, 7, 8, and 9) and their corresponding Special Packaging Instruction (SPI). The Configurations are defined as the transit case in Table 1 below.

Remarks

-Case sizing not to exceed listed max dimensions. Deviations smaller than the listed dimensions should be evaluated by Naval Sea Systems Command (NAVSEA).

-Include all applicable probe cables and tech manuals in each case.

-Cases with a Base Unit should include slots for battery storage

-Cases with Small Area Beta-Gamma should be able to accommodate shield/no shield

3.1.2 The Government will provide RDS drawings for all configurations after award. The drawings shall be used to customize the ruggedized protective enclosures. Drawings have a Distribution C, which authorizes distribution to U.S. Government agencies and their contractors only.

3.2 Program Management (PM).

3.2.1 Program Management (PM). The Contractor shall report on the contract status as well as notify the Government in writing of any anticipated or projected work stoppages or delays impacting schedules per Monthly Progress Report (MPR) in accordance with (IAW) Contract Data Requirements List (CDRL) A001 (Status Report).

3.2.2 Distribution Markings. The Contractor shall comply with Department of Defense Instruction (DoDI) 5230.24, in assigning distribution markings on all documents submitted to the COR IAW the individual CDRLs.

3.2.3 Government Furnished Property (GFP) (if applicable). In case that the RDS drawings will not be enough to customize the ruggedized protective enclosures, the contractor may request the actual RDS system with all configurations. Should GFP be requested, a modification would be issued to transfer all GFP required to the contractor and the Government will provide actual RDS system. If GFP is provided, the Contractor shall provide a Government Property Inventory Report for accountability for the GFP IAW CDRL A002. The Contractor shall inspect and inventory all GFP received and identify and report any discrepancies or deficiencies, to include associated costs (materials, labor and test [if applicable]) for repair of the GFP to serviceable conditions IAW CDRL A002. The Contractor shall provide security and storage for all GFP in its possession. The Government shall pay for shipment of GFP to and from the Contractor’s facility.

3.2.4 Meetings

3.2.4.1 The Contractor shall plan, host, attend, and conduct meetings as specified in the paragraphs below. The meetings shall be conducted at Contractor facilities or on Microsoft TEAMS. The Contractor shall ensure that meetings requiring demonstration and/or examination of equipment are conducted at the Contractor's facility, as specified in the MPR IAW CDRL A001 and are held with the (Contracting Officer’s Representative) COR’s concurrence. The Contractor shall prepare agendas, presentation materials, and meeting minutes for all meetings conducted.

3.2.4.2 Start of Work Meeting. The Contractor shall host a Start of Work meeting within thirty (30) days after contract award at Contractor facilities, on Microsoft TEAMS or other approved location with a date as provided by the COR to review initial deliverables, review schedule, ensure understanding of work to be completed, as well as ask and answer questions, and serve as a venue for all parties to make introductions. The Contractor shall provide a Start of Work meeting Agenda IAW CDRL A003 (Conference Agenda), Start of Work meeting Presentation Materials IAW CDRL A004 (Presentation Material) and Start of Work meeting Minutes IAW CDRL A005 (Report, Record of Meeting/ Minutes) to the COR for approval. The Start of Work meeting shall include at a minimum discussion on the following topics: 1) (Integrated Master Schedule) IMS identification of the critical path and address any associated risks, mitigations and contingencies; 2) quality control; 3) any potential packaging testing required; and 4) review of each required deliverable and timeline for as well as content expectations for each listed deliverable.

3.3 Packaging, Handling, Storage and Transportation (PHS&T).

3.3.1 Packaging. The generic term packaging includes preservation, unit packing, packing, unitization, and marking. All transit cases and their replacement parts going into the military distribution system requires military packaging as defined in MIL-STD-2073-1E. Additionally, the Contractor is responsible for developing, documenting and validating preservation, packing and marking of the deliverables under the terms of this contract. Packaging must include paperwork which specifies y which configurations are in that pallet.

3.3.2 The Contractor shall deliver Special Packaging Instructions (SPI) documenting the military packaging design of the transit cases IAW CDRL A006 for Government review and approval. A specific format for the SPI may be provided after award of the contract. A SPI is needed for each configuration in Table 1. Transit cases containing batteries or potential hazardous materials shall conform to the applicable Hazardous Materials Regulations.

3.3.2.1 In addition to the SPIs, the Contractor shall deliver Commercial Drawings documenting the foam inserts inside the transit cases IAW CDRL A007. The Commercial Drawings shall include dimensions and materials used.

3.3.3 The ruggedized transit cases designed shall meet the following requirements:

1) Withstand Grade A, Type A, Class 1 shock test of MIL-DTL-901E
2) Case shall not have wheels
3) Case material is not specified (can be plastic or metal)
4) Water-proof hard-shell (preferably commercial) cases
5) Durable, lightweight, impact-resistant foam inserts
6) Cases shall have a handle(s) in accordance with MIL-STD-1472H
7) Cases may have a strap in accordance with MIL-STD-1472H

8) Case lids shall be secured with a latching mechanism in accordance with

MIL-STDV 1472H;

9) Cases shall provide sufficient space to stow relevant devices and related equipment. Related equipment is defined as the SNAP cable, Probe Cable, AC adapter, Batteries, Paper Manual (approximately 750 pages of 5x8 inch paper).

3.3.4 Ruggedized transits case sizing must not to exceed the maximum dimensions outlined in Table 1. Deviations smaller than the listed dimensions must be evaluated by NAVSEA.

3.3.5 Marking. The Contractor shall mark the packaging IAW MIL-STD-129R.

3.3.6 Palletization and Unitization. The Contractor shall palletize and unitize the shipments where it is capable of being double stacked during transit and storage.

3.4 Quality Assurance (QA).

3.4.1 The Contractor shall submit a Certificate of Conformance for each transit case delivered IAW CDRL A008 (Certificate of Compliance) and shall include applicable serial numbers (SN). Inspection and acceptance shall occur at destination.

3.5 Shipment.

3.5.1 The Contractor shall ensure that the approved SPI(s) IAW CDRL A006 have been delivered and approved by the COR prior to releasing cases for shipment.

3.6 Warranty.

3.6.1 Warranty. The Contractor shall ensure that the warranty is IAW with its commercially available warranty (to be added upon award).

3.7 Environmental, Safety and Occupational Health (ESOH).

3.7.1 Compliance with Environmental Laws and Regulations: Contractor shall comply with all applicable federal, state, and local environmental laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate Command (MSC) and installation regulations and policies. Contractor shall immediately report any conflicts between applicable federal, state, local environmental laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Contracting Officer Representative (COR) as well as the Director of Engineering & Public Works.

3.7.2 Compliance with Green Procurement Requirements: Contractor shall follow Federal EPA Comprehensive Procurement guidelines (www.epa.gov/cpg) and Army Contracting Command Quick Guide (https://acc.aep.army.mil/accapps/ACCMAP/Documents/Quick-Guide-for-Sustainable-Procurement.docx) for acquisition of building materials and products and select materials that have a long life cycle; the least toxic materials; recyclable materials; materials that are resource-efficient; materials with the maximum recycled content; materials harvested on a sustained yield basis; and products causing the least pollution during their manufacture, use, and reuse.

3.7.3 Verification of National Environmental Policy Act Documents: Contractor shall obtain from the COR or Director of Engineering & Public Works, a copy of AMC's National Environmental Policy Act Policy and 32 CFR 651 which addresses actions to be taken by contractor. These documents include but is not limited to the analysis-associated decision document of an Environmental Impact Statement and Record of Decision; Environmental Assessment and Finding of No Significant Impact or Notice to Proceed; or Record of Environmental Consideration on the proposed contract actions prior to commencement of such actions.

4.0 Period of Performance. All work, including acceptance of all deliverables by the Government, shall be completed within six (6) months after award.
