Request for Proposals Questions and Answers – 29 November 2012
1. In the evaluation task, 3.15, Categories of Labor, there is a statement that says: “Staffing in all labor categories will not be required at task initiation, however, it is anticipated that work load over the period of performance may use the specialties identified. However, in Section L.3.1.2.2 Evaluation Task, all of the labor categories listed in 3.15 are called out as key personnel and the Program Manager in 3.15 is now called Task Manager in L.3.1.2.2. Question: Are all labor categories truly considered key personnel for the evaluation task or is the contractor to determine what key personnel billets are proposed and submit resumes accordingly for those identified as key personnel? Is the PM/Task Manager the same referenced labor category?
Answer: Yes, the labor category "Program Manager" from the Sample Task is referring to the same labor category as the "Task Manager" from Section L. Section 3.15 of the Evaluation Task and Section L.3.1.2.2 from the Instructions to Offerors refer to the same list of labor categories. Section 3.15 states that “it is anticipated that work load over the period of performance may use the specialties identified” (emphasis added). The Offeror’s approach will determine which of these labor categories will actually be used. Section L.3.1.2.2 states that labor resources proposed under any of these nine (9) labor categories shall be considered “key personnel” and the qualifications for these labor resources shall be discussed in the proposal.
