CBARR-MSC

Request for Proposals Questions and Answers – 26 November 2012

1. In the separate task orders that will be furnished to the contractor, what can we expect to be some of the Government furnished property or assistance that will enable us to accomplish the tasks. In other words; what amenities or infrastructure at ECBC do we have access to usage and to what extent: partially or fully?

Answer: ECBC will provide access to Government facilities and equipment on an as-needed basis to meet the requirements of future tasks orders. Section 6.0 of the solicitation’s Sample Task provides a representation of the types of facilities and equipment that may be available to the Contractor under future task orders. However, the actual types of government furnished property and the extent to which these resources will be available to the contractor will be determined at the task order level.

2. Is the sample task order included in the page count?

Answer: Yes, the response to the sample task order is included in the page count.

3. Can the due date for submission be extended by a minimum of 1 business week? (Original Due Date 12/3/12- Extension Due Date 12/11/12) Answer: At this time the due date for submission will not be extended.

4. It is difficult to ascertain the personnel/man year requirements for the Evaluation Task from the generic descriptions provided in the Performance Work Statement. It would help the prospective bidders very much if a site visit is arranged at Edgewood so that we could inspect the mobile analytical systems and visit the fixed laboratory to evaluate our personnel support. We believe this site visit would help the prospective bidder understand the site and the fixed laboratory coordination requirements better as the PWS does not specify this aspect.

Answer: A site visit will not be held for this solicitation.

5. It would also help us during the site visit if you could make the Standing Operating Procedures and Internal Operating Procedures available so that we can review these documents to evaluate the specific procedures for compliance.

Answer: Standard and Internal Operating Procedures cannot be released electronically to the Offerors. However, a collection of SOPs and IOPs will be made available for viewing on Thursday 29 November 2012 in the E3947 conference room on Aberdeen Proving Ground – Edgewood Area. The reading room will be open from 9am until 3pm. Available documents will include:

1. IOP MT-2 - Operation and Maintenance Procedures for Fixed Site MINICAMS

1. IOP MT-11 - DAAMS Tubes Monitoring Procedures

1. IOP MT-19 - Analysis of Chemical Warfare Agents and Degradation Products on DAAMS Tubes using a Gas Chromatography System Coupled with a Flame Photometric Detector (GC/FPD)

1. IOP MT-13 - Analysis of Chemical Warfare Agents and Degradation Products on DAAMS Tubes using a Gas Chromatography System Coupled with a Mass Spectrometer Detector (GC/MS)

1. IOP MT-27 – Archiving of Environmental Monitoring Laboratory (EML) Hardcopy and Electronic Data

Directions: I-95 to Maryland Exit 77A (MD Route 24 South). Proceed approximately 4 miles South to the Edgewood Area gate. Go through gate after showing your CAC or receiving a Visitor Pass and at first traffic light, turn left onto Magnolia Road. Continue on Magnolia Road (runs parallel to the airfield on the right and turns into Ricketts Point Road). Turn left onto Beach Point Road. Follow this road until you see a sign on your left (round sign displaying “CBARR”), turn left at this sign onto Blades Blvd. Building E3947 will be directly in front of you and the conference room is on the ground level.
