EXECUTIVE SUMMARY

EXECUTIVE SUMMARY

A.1 U.S. Army ACC-APG, Edgewood Contracting Division, on behalf of US Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) has a requirement for The Scientific, Technical, Engineering and Program Support Services (STEPSS) contract, a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle that will service the needs of DEVCOM CBC and other CBRNE defense agencies with complementary missions, by providing acquisition life-cycle research, development, and test and evaluation services.

A.2 The STEPSS activities to be performed under this contract are technical support services for:

research, development, test and evaluation; engineering; acquisition (product development, fielding and administration); and chemical and biological demilitarization operations. DEVCOM CBC activities span the life cycle from chemical and biological defense research to product development.

A.3 The Government anticipates this solicitation will result in the award of multiple STEPSS IDIQ contracts. Individual STEPSS task/delivery orders will be competed among and awarded to STEPSS IDIQ contract holders. The Government will award IDIQ contracts to all successful Offerors. The Government intends to use Best Value-Trade Offs for the majority of STEPSS task/delivery orders but reserves the right to use Lowest Price, Technically Acceptable (LPTA) should circumstances prove advantageous to the Government. The Government anticipates the majority of task/delivery orders will be issued under Cost-type contracting approaches. It is also anticipated that Fixed Price type contracting approaches will be required. All task/delivery order efforts accommodating the nature of the STEPSS activities will be tailored with Statement of Objectives (SOOs), Statements of Work (SOWs), or Performance Work Statements (PWSs).

STEPSS IDIQ contract holders may subcontract with other vendors, to include STEPSS IDIQ contract holders and outside vendors, in order to compete for STEPSS task/delivery orders.

A.4 The maximum total contract value (ceiling) of all STEPSS task/delivery orders to be issued under the STEPSS IDIQ contracts is $869,061,571. The ordering period is one (1) five year base period and one (1) five year option period. Performance of any order must be completed within within 36 months of the expiration of the base ordering period, or 12 months of the expiration of the option ordering period.

A.5 IDIQ contract awards resulting from this solicitation are subject to availability of funds.

However, if an IDIQ contract resulting from this solicitation is awarded, either a funded task/delivery order will be issued simultaneously, or the guaranteed minimum for the base ordering period will be obligated.

PERFORMANCE WORK STATEMENT

Scientific, Technical, Engineering and Program Support Services (STEPSS)

U.S Army, Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC)

July 2021

1.0 GENERAL. This is a non-personal services contract to provide research, development and lifecycle engineering services of defensive systems to the U.S Army, Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC), a subordinate activity of the U.S. Army Futures Command (AFC).

The contractor shall not perform any inherently governmental functions in association with this PWS.

1.1 Objective: The overall objective of this Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for the DEVCOM CBC, is to provide acquisition life-cycle research, development, test and evaluation support. This will include technical support for the following; (1) research, development, test and evaluation, (2) engineering, system acquisition and engineering system development, and (3) chemical, biological demilitarization operations. DEVCOM CBC activities span the life cycle of chemical and biological defense research and product development. When opportunities become available, the contractor shall focus on new areas of learning and emerging technologies to Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) defense mission sets, in order to enable rapid advancements in research, development, and engineering solutions for the Warfighter.

1.2 Scope: DEVCOM CBC’s mission is to provide CBRNE defense capabilities to enable the joint Warfighters’ dominance on the battlefield and interagency defense of the homeland. The purpose of this contract is to service (1) research, development, test and evaluation; (2) engineering; system acquisition and engineering system development; and (3) and chemical, biological demilitarization operation needs of CBRNE defense agencies. The contractor will meet the government’s objectives based upon the stated performance standards identified in individual tasks orders.

This includes all aspects of performance under cost, schedule, safety, training, security, surety, environmental, and health standards.

DEVCOM CBC, along with other CBRNE defense organizations with complementary missions, will be serviced by this contract. DEVCOM CBC will retain all centralized function for the base contract and task orders, including contracting officer representative (COR) duties. The collaboration with other CBRNE organizations will benefit DEVCOM CBC through data and knowledge sharing. Mission focused requirements include:

1.2.1 Developing materials and technologies for the future.

1.2.2 Transitioning technology out of the laboratories and into the hands of the Warfighter and customers in the shortest time possible.

1.2.3 Completing systems engineering, assessment and analysis; and

1.2.4 Providing life-cycle engineering support to development and sustain efforts.

2.0 REQUIREMENTS. The contractor, as an independent contractor and not as an agent of the government, shall provide the necessary resources (except those specifically designated as government-furnished) to perform the work as outlined below.

2.1 The Contactor shall designate a Program Manager, who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the contractor when the Program Manager is absent, shall be designated in writing to the KO. The Program Manager is NOT a direct labor category for pricing purposes, as it would considered part of the Contractor’s overhead. The Program Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Program Manager shall work through the COR, (or the KO if a COR is not assigned), to resolve issues, receive technical instructions, and ensure adequate performance of services. The Program Manager shall ensure Contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The Program manager shall ensure contractor’s employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

2.1.2 As specified in individual task orders, the contractor shall acquire all supplies and equipment required for contract performance.

2.1.3 The Contractor shall maintain a daily record of regular and overtime hours worked, specifying the project, Cost Center, labor category, task order number, and contract number, which will be provided electronically to the government on a bi-weekly (every two weeks)basis, IAW ELIN A001. The Contractor is responsible to verify timekeeping data and make corrections as necessary.

2.2 Innovation. As specified at the task order level, the contractor shall identify and pursue potential areas of innovation and advancement in the following technology focus areas: Materials Science, Synthetic Biology, -Omics Applications, Radiological/Nuclear, Machine Learning and Artificial Intelligence, and Additive Manufacturing support.

2.2.1 Materials Science: including smart/self-healing materials, bio-inspired materials, novel materials for sensor integration, and scale-up production of novel materials;

2.2.2 Synthetic Biology: including bio-manufacturing, bio-foundries, and gene circuits;

2.2.3 –Omics Applications, including data analysis associated with exposomics/chemical risk assessments;

2.2.4 Radiological/Nuclear, including applied research and advanced development for detection technologies;Machine Learning and Artificial Intelligence, including automated materials design; substance classification, discrimination and prediction; interaction site predictions; and sensor data fusion and decision support;

2.2.5 Additive Manufacturing, including printing non-traditional materials.

2.3 Research, Development, Test, and Evaluation (RDT&E) Technical Support.

The contractor shall provide RDT&E support in the following areas: (1) chemical and biological (CB) detection, (2) CB information systems technology,(3) CB protection and decontamination sciences,(4) CB commodities testing and evaluation, (5) chemical sciences, (6) biological sciences,(7) toxicology,(8) aerosol science, (9) target defeat (obscurants, non-lethal and associated pyrotechnic technologies), (10) veterinary services, and (11) supporting physical and mathematical/computational methods and techniques. As the CB technologies, mature, technical support will also provide the integration of research and development study-results into maturation processes. This RDT&E support shall include, but not be limited to research, development, and analysis in both laboratory and non-laboratory environments. RDT&E couples basic/applied science with engineering to identify technology for future CBRNE development.

2.3.1 Research:

2.3.1.1 As specified in the TO required, services for analyses, requirements development, and approach-evaluations including but not limited to hazard and vulnerability assessments, experimental design and study-monitoring consults, data quality and interpretation reviews, knowledge management, science and technology (S&T) reach back, and support for S&T deployments.

2.3.1.2 Conduct laboratory scale and/or prototype scale experiments to demonstrate and investigate the potential of the procedure and/or technology under study for CBRNE materials, and other materials of interest to the CBRNE mission. CBRNE materials and other materials of interest to the CBRNE mission are defined as traditional and non- traditional chemical and/or biological (CB) agents, detection materials, protection materials, decontamination materials, target defeat materials, toxic industrial chemicals (TIC), toxic industrial materials (TIM), simulants, and toxic wastes and contaminants.

2.3.1.3 Perform studies on the optimum methods and materials. Analyze the current state-of-the-art methods, materials, literature, and technology, and recommend improvements or new approaches. Perform experiments to characterize and/or validate full-scale technology demonstrations to determine the feasibility and limitations with regard to integration into future and legacy based system applications. Research materials that are compatible with CBRNE materials, and other materials of interest to the CBRNE mission.

2.3.1.4 Conduct literature searches. The contractor shall conduct literature searches, to include but not limited to - Defense Technical Information Center (DTIC), and applicable professional publications and submit search results IAW

ELIN A002.

2.3.2 Development:

2.3.2.1 Develop innovative methods and design experiments for ongoing developmental programs. Develop materials that are compatible with CBRNE materials, and other materials of interest to the CBRNE mission.

2.3.2.2 Design, adapt, and perform computer-based/computational studies on the dynamics of CBRNE materials, and other materials of interest to the CBRNE mission. The programs shall adapt existing models or develop new ones.

2.3.2.3 Develop and modify the in-house instrumentation.

2.3.2.4 Test candidate technologies, methods, and commercial items. Perform lifecycle testing and evaluation of CB commodities, to include; technology development, engineering and manufacturing development, first article, production lot and shelf life extension testing and evaluation. Develop prototypes incorporating promising technologies and methods for proof-of-principle testing and improve and adapt commercial systems that can be identified to address a shortfall in the chemical biological commodity.

2.3.2.5 Develop mathematical descriptions that can be validated or describe full-scale testing.

2.3.3 Analysis:

2.3.3.1 Prepare and analyze CBRNE materials, and other materials of interest to the CBRNE mission present in samples of interest to the CBRNE mission.

2.3.3.2 Plan and perform actual synthesis of compounds; characterize and analyze samples and supply these materials for evaluation. Analyze and identify the reactions, mechanisms, and dynamics which impact upon material design;

synthesize chemicals and biological antibodies used for the research, development, test and evaluation; prove out flow, piping and instrumentation, and synthesize research quantity materials.

2.3.4 Documentation: Document findings in formal reports, technical reports, publications, presentations, and patents as dictated at the task order level. The contractor shall document and submit formal, technical reports IAW ELIN A003. The contractor shall prepare presentations IAW ELIN A004.

2.3.4.1 Maintain laboratories, animal facilities, laboratory cultures, equipment, and corresponding records and data logs in compliance with current quality assurance/quality control (QA/QC) programs, and accreditations, including efforts to sustain and modernize the installations, facilities, and/or operations in support of the CBRNE mission.

2.3.4.2 Develop, maintain and service computer programs and information databases. Survey and assess information contained in databases. Develop new databases.

2.4 System Acquisition and Engineering System Development and Support

2.4.1 Materiel Solution Analysis. The contractor shall:

2.4.1.1 Analyze current mission performance and potential concepts across the Department of Defense (DoD). Assess systems and evaluate potential cooperative opportunities. Review and provide input to concept of operations and descriptions of needed capability.

2.4.1.2 Analyze the Analysis of Alternatives (AoA) and the Initial Capabilities Document (ICD). Review measures of effectiveness, cost, schedule, concepts of operations, and overall risk. Assess the technology maturity, integration risk, manufacturing feasibility, technology maturation, and demonstration needs with proposed materiel solutions.

2.4.1.3 The contractor shall provide input to the Technology Development Strategy (TDS) and the preliminary acquisition strategy IAW ELIN A005

2.4.2 Technology Development. The contractor shall:

2.4.2.1 Analyze and provide input to system acquisition and engineering system development, documents, strategies, briefing materials and milestone schedules IAW ELIN A005. The contractor will ensure no inherently governmental functions are performed as part of this requirement.

2.4.2.2 Market Survey. Provide market surveys for new technologies, new materials and/or new methods to detect, monitor, identify, protect and decontaminate against CBRNE materials and other materials of interest to the CBRNE mission IAW ELIN A006.

2.4.2.3 Assessment. Assess the maturity of technologies to be integrated into a full system. Demonstrate the critical technology elements (CTEs) of system prototypes and hardware. Identify, test, and evaluate the performance of technology. Perform assessments of technology readiness.

2.4.2.4 Design Studies. Perform and provide input to design studies of brass-board and prototype systems IAW ELIN A005. Document design hardware and software.

Complete and review engineering models and simulations to predict the performance of system software, hardware, and architecture.

2.4.2.5 Prototype Development. Build and model prototype systems and subsystems for demonstration, test, and evaluation. Prove out production readiness of technology and design. Verify models and simulations. Collect and analyze performance data of systems and subsystems. Conduct statistical analyses of experimental data to determine significance of measured effects and associated confidence levels. Apply analytical techniques to refine and verify system algorithms and subsystems. The contractor shall prepare and submit all data compiled during all phases of prototype development IAW

ELIN A007.

2.4.2.6 Process Development. Develop processes for chemical or biological compounds. Document process specifications, flow, piping, and instrumentation designs for process equipment. Document material and energy balances for pilot production facilities and equipment. The contractor shall prepare and submit all data compiled during all phases of process development IAW ELIN A008.

2.4.3 Engineering and Manufacturing Development (EMD), Production and Deployment. The contractor shall:

2.4.3.1 The contractor shall analyze and provide input to, acquisition documents, strategies, briefing materials, milestone schedules and risk/quality assurance plans IAW ELIN A011. The contractor shall develop system acquisition and engineering system development documents, strategies, milestone reviews, program management decision processes, and risk/quality assurance plans IAW ELINA A009. The contractor shall develop briefing materials IAW ELIN A010.

2.4.3.2 Conduct systems engineering to integrate, develop, manufacture, verify, train, deploy, operate, support, test, and dispose of systems throughout the materiel lifecycle.

2.4.3.3 Conduct system analysis and tradeoffs throughout the product development, integration, and assessment process. Review design for Human Systems Integration (HSI), producibility, affordability, interoperability, safety, utility, and Critical Program Information (CPI) protection. The contractor shall review and provide input to draft manufacturing processes, supportability strategy, and trade-offs to minimize the logistics footprint IAW ELIN A005.

2.4.3.4 Provide design support. Design and document system hardware and software. Provide input to requirements documents and specifications IAW ELIN A005. Provide input to system design reviews, engineering documentation, engineering change proposals, and assess benefits of alternate sources, material, and item configurations IAW ELIN A005.

2.4.3.5 Plan and assess system, subsystem hardware, and software testing.

Conduct, collect data, and evaluate Engineering Design Testing and demonstrations. Witness Operational Testing and Logistic Maintenance Demonstrations (LMDs).

2.4.3.6 Provide defense system support. Develop and prove out production line, manufacturing procedures, inspection procedures, and acceptance test plans for production of defense systems. Assess manufacturing and production methods, and identify improvements in manufacturing and production methods, if required IAW ELIN A011.

2.4.3.7 Conduct quality engineering and QA planning for system development and acquisition. Perform configuration audits. Provide input to quality inspections and plans IAW ELIN A005. Assess validation and verification (IV&V) plans, test plans, test descriptions and reports, to include software.

Perform pre-production testing, inspections, and acceptance testing of defense systems and components. Perform IV&V testing of software systems and components, develop support tools, validate test support facilities, and oversee software testing performed by a system developer.

2.4.3.8 Conduct Integrated Logistics Support (ILS) planning to facilitate development and integration of the logistics support elements required to acquire, test, and field CBRNE systems.

2.4.3.8.1 Provide input to maintenance plans, concepts, and requirements to include software. Provide input into maintainability programming and analyses.

Provide input into maintenance documents, studies, and preventative maintenance checks and services tables (PMCS) IAW ELIN A005. Identify and report any safety issues. Assess proposed levels of repair, repair times, testability requirements, support equipment needs, training, manpower skills, facilities, type of (organic vs. contractor) repair mix, site activation, preventive maintenance programs, sustainment, performance based logistic (PBL), and post production software support plans.

2.4.3.8.2 Perform Logistic Support Analysis (LSA) for developed and modified hardware and software interfaces and components. Review and update Logistics Management Information (LMI) IAW ELIN A005.

2.4.3.8.3 Provide input to proposed manpower and personnel plans and skills required to operate, maintain, and support systems over their lifetime IAW ELIN A005.

2.4.3.8.4 Provide input to HSI (manpower, personnel, training, human factors, system safety, and health factors) IAW ELIN A005. Identify design and performance issues.

Develop and implement solutions.

2.4.3.8.5 Provide input to supply support plan IAW ELIN A005. Review management actions, procedures, and techniques necessary to determine requirements and to acquire, catalog, receive, store, transfer, issue and dispose of spares, repair parts, and supplies. Review provisioning for initial support and plans to acquire, distribute, and replenish inventories.

2.4.3.8.6 Prepare provisioning plans IAW ELIN A012 and Provisioning Parts Lists (PPLs) IAW ELIN A013. Perform initial provisioning to identify repair and spare parts. Screen the DoD repository to identify National Stock Numbers (NSN). Perform post-provisioning actions to review repair and spare part usage.

2.4.3.8.7 Review Support Equipment (SE) required to support system operations and maintenance. Identify common SE and Test, Measurement, and Diagnostic Equipment (TMDE). Identify calibration procedures for equipment.

2.4.3.8.8 Review, and provide input into technical documents, manuals, and specifications IAW ELIN A015. Prepare technical documents/manuals, specifications maintenance requirements, and work orders IAW ELIN A014. Prepare illustrations and digital photographs for equipment publications IAW ELIN A004. Provide input to training and support plans IAW ELIN A005.

2.4.3.8.9 Develop and conduct NET and sustainment training. Develop syllabus, instructional materials, documentation, and TADSS used to facilitate instructions through which personnel will acquire concepts, skills, and aptitudes to operate and maintain system/equipment with maximum efficiency IAW ELIN A015.

2.4.3.8.10 Review Computer Resources Support plans. Assess resources, facilities, hardware, software, documentation, manpower, and personnel necessary to manage mission critical computer hardware and software systems.

2.4.3.8.11 Review facility and packaging plans and documents required to support mission. Perform facility analysis studies. Document packaging requirements IAW ELIN A016. Validate packing and packaging designs through testing.

2.4.3.8.12 Assess advanced packaging technology, innovative methods and materials, and commercially available materials that meet military requirements for preservation, cushioning, and storage to enhance performance and reduce cost.

2.4.3.8.13 Review Design Influence and Interface. Provide input to the system engineering process to facilitate supportability and maximize system availability, effectiveness, and capability. Provide input to the RAM program. Provide data, predictions and evaluations on system RAM. Perform a Failure Modes, Effects, and Criticality Analysis (FMECA). Perform a configuration management (CM) analysis, a Logistics and Maintainability Demonstration, and an availability analysis.

2.4.4 Chemical Biological Demilitarization Operations and Support: The contractor shall:

3.0 ASSIGNMENT OF TASK/DELIVERY ORDERS

3.1. Any RFP the contractor chooses to submit a proposal for should be submitted within fifteen

(15) calendar days (unless otherwise specified) of receipt of the proposed task/delivery order, the contractor shall submit a proposal to the Contracting Officer, in writing, containing at a minimum, the estimated level of performance, materials, travel requirements and estimated cost for the government requested period of performance or completion date.

3.2 The Contracting Officer may request the proposal include additional information such as the contractor's technical approach and demonstration of an understanding of the requirement.

3.3. Commencing Work

3.3.1 The Contracting Officer will initiate and conclude negotiations, and authorize the Contractor to proceed with the task/delivery by issuance of a task order to the contract.

3.3.2 The Contracting Officer Representative and Technical Monitors have limited authority as described in section 6.1.6.

3.4. Performance of Tasks

3.4.1 The Contractor shall identify all correspondence, reports, drawings, and other pertinent papers furnished under the contract with the contract number and appropriate delivery order number.

3.4.2 The Contractor shall not modify tasks at the direction of any individual other than the Contracting Officer. The Contracting Officer Representative and Technical Monitors also have limited authority as described in section 6.1.6.

3.4.3 Each task assigned to the Contractor will have specific identified data deliverables on a Contract Data Requirements List (CDRL).

3.4.4 As a minimum, each task order (unless otherwise specified) shall require the Contractor to prepare and submit monthly progress reports IAW ELIN A020 and a final comprehensive report detailing all the efforts conducted and the results of those efforts

IAW ELIN A019.

4.0. ACCOUNT FOR CONTRACT SERVICES REQUIREMENT -

ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTNG

APPLICATION

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: www.sam.gov and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s Contractor Manpower Reporting website.

5.0 GENERAL INFORMATION

5.1. Ordering Period. The contract ordering period consist of a five year (60mth) base period and five year (60mth) option period from the effective date of award. The period of performance for all task orders must be complete no later than twelve months of the last day of the ordering period.

5.2 Quality Control. The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with the task order PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of non-conforming services. The contractor shall prepare and submit a Quality Control Plan (QCP) in accordance with (IAW) exhibit line item number (ELIN) A021. After acceptance of the quality control plan, the Contractor shall receive the contracting officer’s acceptance in writing of any proposed change to their QC system.

5.3 Quality Assurance. The contractor shall prepare and submit a Quality Assurance Project Plan (QAPP) IAW ELIN A022. The Government shall evaluate the Contractor’s performance under this contract in accordance with the QASP. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). This contract will be administered through performance based practices. A QASP will be established as the overarching management tool IAW Federal Acquisition Regulation (FAR) Subpart 37.6, Performance Based Contracting. Individual task orders will contain QASPs that may include specific performance standards and inspection methods for those task orders. In the event of a conflict between the Contract and TO QASPs, the TO QASP shall have control.

5.4 Hours of Operation. The Contractor shall be responsible for providing services, between the hours of (0730-1600) Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Some Contractor employees may be required to work during those periods and may be required to telework or report to an alternate work site. Only personnel necessary for essential work will be scheduled for duty during these periods. The COR will notify the Contractor of the dates of installation closures and of any Contractor employees required to work that day. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

Deviations from the normal hours of operation may be required to meet the requirements of the performance work statement. Some tasks may be designated as part-time and work either less hours per day than a full day and/or less days per week than a full week. The Contracting Officer will designate these tasks.

INSTALLATION CLOSURES. Inclement weather conditions may force a temporary shutdown of Aberdeen Proving Ground (APG). The Contractor shall call the Post Operation telephone (410-278-SNOW) to get APG operation status and report to work accordingly. In addition, the local radio stations will announce any such delays or closures.

FEDERAL HOLIDAYS. Federal Holidays in each calendar year are identified below. When such holidays fall on Saturday, the preceding Friday will be considered a holiday; however, in cases where the preceding Friday is the contractor’s regular day off under the alternative work schedule, the Thursday will be considered the holiday. When such holidays fall on a Sunday, the succeeding Monday is considered a holiday.

New Year’s Day, January 1 (or observed) Martin Luther King’s Birthday, the third Monday in January Washington’s Birthday, the third Monday in February Memorial Day, the last Monday in May Independence Day, July 4 (or observed) Juneteenth, June 19th (or observed) Labor Day, the first Monday in September Columbus Day, the second Monday in October Veterans Day, November 11 (or observed) Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25 (or observed)

5.5 Place of Performance. The preponderance of the work to be performed under this contract shall be performed at APG, as well as various contractor, subcontractor and Government facilities mainly in the continental United States. Locations within the United States include but are not limited to Arizona, Florida, Michigan, Texas, New Mexico, Utah, Illinois and Virginia.

Specific language applicable to APG is only relevant to task orders where work is required to be performed at APG. Contractors may be required to work onsite or in a telecommuting status or alternate work site. Contractor personnel may be required to travel within and outside the continental United States (CONUS and OCONUS). DEVCOM CBC is engaged in remote temporary duty testing at sites throughout the CONUS as well as OCONUS. Temporary duty locations depend on the mission requirements and are not known for the duration of the contract, but locations may include combat zones. The Contractor shall be capable of supporting at remote locations as identified in each task order PWS. The Government may permit telecommuting, pursuant to FAR 7.108, by Contractor employees when determined to be in the best interest of the Government in meeting work requirements. The Contractor shall have an established Telecommuting Program Plan as part of their proposal.

5.6 Post Award Conference/Periodic Progress Meetings. The Contractor shall attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer (KO), Contracting Officers Representative

(COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings, the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The Government will notify the Contractor in advance of the date, time, and place of each meeting or conference. The contractor shall prepare and submit meeting minutes IAW ELIN A023. These meetings shall be at no additional cost to the Government.

5.7 Key Personnel. At the basic IDIQ level, The Contractor shall provide a Program Manager (PM), or designated representative, who shall be available during normal duty hours and perform overall management of the contract. The PM shall be the Contractors primary point of contact and shall have the authority to act or make decisions on all matters on behalf of the Contractor.

The Contractor shall designate an alternate who shall be authorized to make decisions in the absence of the PM. The Government expects the Contractor to determine the staffing of key personal or other supervisory, management and/or administrative personnel, as they deem necessary to successfully manage the proposed workforce.

Requires Secret clearance, at minimum, may require TS/SCI -ability to obtain/maintain; 9 years of Scientist Level II demonstrated skills/expertise and experience in one or more of the following specific technical focus areas: Biodefense, Biochemistry, Biosensors, Biotechnology, Detection Spectrometry, Spectroscopy, Sensor, Signatures & Aerosol Technologies, Modeling Simulation and Analysis, NBC Battlefield Integration, CBR Filtration, Decontamination Sciences, Respiratory Protection, Agent Chemistry, Chemical Analysis and Physical Properties, Forensic Analytical Chemistry, Analytical

Toxicology, Molecular Toxicology, Operational Toxicology, or Smoke and Target Defeat.

Technical (Level III) High School Diploma Requires Secret clearance, at minimum, may require TS/SCI -ability to obtain/maintain; 9 years of demonstrated Technician Level II skills/expertise and experience in CBRNE Research, Technology, Development or Engineering Projects.

5.7.2 The Contractor may not replace key personnel without approval from the KO.

Replacements shall meet minimum education, clearance, and experience requirements for the key personnel positions unless otherwise waived by the KO. No substitutions in key personnel shall be made except in accordance with this paragraph. All proposed substitutions must be submitted in writing 30 days (180 days if security clearance is to be obtained) in advance of the proposed substitutions to the Contracting Officer. All requests for substitutions shall include a complete resume for the proposed substitute. The COR will review the resume to ensure Contract requirements are met. Should the Contractor fail to provide a suitable substitute as determined by the KO, this will be considered non-performance. Ten (10) calendar days prior to start of performance, the Contractor shall submit to the Government, in writing, the names, work addresses, and the telephone numbers of the PM and APM to perform work under this PWS.

5.8 Identification of Contractor Employees. All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties shall identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

5.9 Contractor Travel. Travel to other government facilities or other Contractor facilities may be required and will be specified in the task order PWS. Travel may include OCONUS travel to the following locations, including but not limited to, United Kingdom, Australia, Germany, Republic of South Korea, Japan, Netherlands, Italy and France. After notification by the government, the contractor shall make all travel requirements (including plans, agenda, itinerary, or dates) for their employees to include all requirements specified under the Status of Forces Agreements (SOFA) and Synchronized Pre-deployment and operational tracker (SPOT) (see below). Travel costs will be considered reasonable and allowable in accordance with FAR 31.205-46 and only to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of the travel as set forth in the Joint Travel Regulations (JTR). All travel costs shall be invoiced at least monthly.

5.9.1 Status of Forces Agreement (SOFA)

Status of Forces Agreements (SOFA) will apply to performance of agreement when required.

Agreements delineating the status of visiting military forces may be bilateral or multilateral.

Provisions pertaining to the status of visiting forces may be set forth in a separate agreement, or they may form a part of a more comprehensive agreement. These provisions describe how the authorities of a visiting force may control members of that force and the amenability of the force or its members to the local law or to the authority of local officials. To the extent that agreements delineate matters affecting the relations between a military force and civilian authorities and population, they may be considered as civil affairs agreements. Some SOFAs require US personnel to have a specific type of order or specific identification documents (see DoD Foreign Clearance Guide (FCG) individual country entries for requirements). 5.10 Organizational Conflict of Interest. Contractor and sub-Contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall submit a mitigation plan IAW ELIN A024 to avoid or mitigate any such OCI.
