W911SG-24-R-0005, Install LAN Drops for BLDG. 1660, Ft. Bliss

RFI Questions:

1. Per the site survey, will rooms 115 and 119 require Quad outlets vs. Dual drops per the current RFP/Solicitation?

No preference

2. It is noted under Scope 1.3, section 1.3.1, grounding wire with the appropriate ground wire is to be installed. These locations are merely “stub-outs” and DO NOT tie back to an existing cable tray. Therefore, per I3A, grounding is not required on stubouts due the fact that the EMT is not bonding to any metallic item that will cause either electrical current or EMR. Furthermore, during the survey, it was observed that the current comm room DOES NOT have an existing Primary busbar (PBB). Therefore, there is nowhere to tie EMT stubs back to. The project would require a new Primary Ground Feed which is above and beyond this Scope. Please advise if Grounding of EMT will be waived.

As per FT Bliss NEC:

Make certain your installer grounds all electrical components correctly.

Electrical metallic tubing (EMT)- provides protecon for electrical wires while “ensuring safety and compliance with building codes”. It is recommended. Talk to the installer (should have a cerficaon).

Electrical magnec radiaon (EMR)-electrical energy (waves) in the air from that come from electrical component(s)

The purpose of a busbar is to carry (conduct) electricity and distribute it:

3. What room is the starting point IDF/server room from where the drops are terminated?

We are unable to see that information in the documents.

BLDG 1660 RM206

4. Should we assume that all drops will be installed as it is currently shown?

Refer to diagram, Rm222 X2

Rm219 X2

Rm214 X4

Rm215 X4

Rm115 X1

Rm119 X1

5. What is the estimated length of runs?

Refer to new diagram

6. Can you show a proposed cabling route with a landing spot?

From Rm206 to…

7. What is the estimated run for the 1 inch pipe requested?

?? May schedule 2nd site visit

8. Where does the conduit need to be installed to and from? (The contract speaks of diagram, however, we don’t see it)

From Rm 206 to… new diagram provided

9. The contract speaks of grounding the cable tray conduit etc. Where does it need to be grounded to? Is there existing grounding in the network rack?

Unknown of any grounding presence. May schedule a second site visit if necessary.

10. Do you want cable certified, qualified, or just tested and provide you with test results?

Certified.

11. Could you please advise if our subcontractor requires a mandatory license to perform work in Texas?

Per SOW 5.1.3. The prime Contractor is responsible to provide, to the COR, certifications of the technicians who shall be conducting copper and fiber installations, termination, and testing. All electrical work shall be performed by personnel who hold those certifications or licenses. If sub-contractors are used, it is the responsibility of the prime Contractor to coordinate and provide these technicians’ certifications to the COR.

The certifications are due with the initial quote and list of materials to the MICC, who will forward to the COR for verification.

12. Can you provide contractors with an existing diagram or are these new drops?

New drops

13. Do we know the cables lengths of the 14 drops?

Unknown, refer to new diagram provided

14. Do we know the cable/termination type for each drop?

CAT 6 Blue 1 Patch panel Jacks, faceplates

15. Is the conduit for the data drops just stubbed into the ceiling or does it go all the way to the data closet?

Conduit only to come out of Rm206

16. If the conduit for the stubs into the ceiling, what are the grounding requirement of that conduit? Do we need to extend the grounding wire back to the data closet or can we piggy back of another conduit? Can we run the grounding wire through the same pathway as the data to then extend the ground wire from the first floor or is there a grounding location on the first floor that was not shown to us at the job walk?

To meet Ft Bliss NEC standards

17. If the conduits for the data drops are required to extend back to the data closet, what are the expectations for the transition from the first floor the second floor? The current pathway extends through an old phone box with exposed cabling. We would then have to have a break in the conduit, is this acceptable? Can we run the grounding wire through the same pathway as the data to then extend the ground wire from the first floor or is there a grounding location on the first floor that was not shown to us at the job walk?

Conduit out of Rm206.

Yes.

Unknown of any grounding presence. May schedule 2nd site visit if necessary.

18. There are no data drop locations shown on the plans in the rooms. I believe it was stated at the job walk that the contractor can choose the location. Is this correct? Can we use conduits / raceways from existing drops (as long as we maintain fill limits) and just change out the faceplate from a 2 port to a 4 port or 6 port?

New conduit/raceway.

2,4,6 no preference.

Aprox 4, may schedule 2nd site visit if needed.

9. What type of patch panel will we be patching into (110/modular)?

CATe

10. Have the existing vertical conduit chases been identified, and if so, what room(s) are they located?

Logistics

11. My interpretation of SOW calls for brownfield deploy of additional new network connections into existing bldg. Please confirm No building code permits are needed?

To meet Ft Bliss NEC standards

12. Will the additional network come in proximity to any power lines in the building.

Ceiling lights

13. I do not see a reference to a post deploy a job sign-off between Contractor/Sub & CO/Ft

Bliss agent. Can you confirm?

Clauses Incorporated by Reference: Section 00700 pg. 14 of the Solicitation FAR 52.246-12, Inspection of Construction:

The Government shall conduct final inspection/test of the work completed prior to Government acceptance.

The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.

If the Contractor does not promptly replace or correct rejected work, the Government may-

(1) By contract or otherwise, replace or correct the work and charge the cost to the Contractor; or

(2) Terminate for default the Contractor’s right to proceed.

Per SOW 5.1.9

The Contractor shall perform QC on all Contractor-installed material, equipment, and cable systems in accordance with I3A and best commercial practices. The Contractor shall correct all deficiencies reported by QA personnel who shall inspect the Contractor’s work. The Contractor shall issue a QC Certification Statement to the COR validating that the installed system is free from installation deficiencies and effects for the supported warranty period selected. This statement shall also certify that Government documented Contractor defects have been corrected and shall be submitted prior to project completion and acceptance.

Infrastructure

14. SOW does not outline network speed requirements. Can you pls confirm if 10Gbase-t will be used over the CAT6 for data network?

Correct.

15. SOW appears to reference hardware (i.e. CAT6, RJ45 Eth ports/panel, 1” conduit) and not software. Can you confirm that no network switch or VOIP equipment “configuration” is required?

No software of configuration needed.

16. SOW is slightly vague on quality “validation” of the new network. Need confirmation to the extent of validation for the new network-endpoints is from cable point to point-to-point capability (i.e. is there an expectation to validate the switch, voip equipment, additionally). Can you confirm if there is required switch or VOIP equipment validation?

Only certified data drops.
