Questions & answers

1. RFI-In regards to solicitation, 60 days from award to fulfill the requirement is pretty quick for a project of this magnitude. Will the site be equipped to accept 2 containers at a time and have an area to stage them?

Answer: Yes contractor will have plenty space to stage the equipment

2. RFI- Also, the 60 day performance period would be doable if it were from the time of all approved drawings and submittals as opposed to the date of award. Is this a possible? If we get an award and it takes more than a day or two to approve drawings and submittals that would put us beyond the 60 days. It would be greatly appreciated if you could provide clarification on this.

Answer: Yes, with the no more than 2 days from us to receive the drawings, therefore if the contractor takes 2 days after the award to deliver the drawings and it would take no more than 3 days to approve it, specs have been revised to reflect a total of 120 days.

3. What size requirement shower trailer and Laundry trailer are wanting a bid on?

Answer: Not larger than 20' by 80' the dimension are irrelevant, in order to provide guidance

4. What size wash stations are needed for the project 2 bay or 4 bay?

Answer: Stainless steel laboratories (single), Frameless Mirrors Above each Lavatories

5. What type of toilets are you requiring for this project regular PJ3 basic units or do they need to come equipped with hand sanitizers and toilet seat covers?

Answer: EPA Water Sense and/or Water Efficient Labeled Tank Type Commodes (1.28 gpf). Tank bowl toilet with seat covers. No Hand Sanitizer. Tank-type commodes shall have maximum flush volume of 1.28 gpf.

6. Is dumping allowed on base?

Answer: No

7. How many toilets, hand wash stations, laundry trailers and shower trailers are you going to be needing to start?

Answer: SPECS 1.0.2. The Contractor shall propose a containerized unit configuration of not be less than 16 Units nor more than 28 Units (excluding laundry units). 1.0.3. The Contractor shall propose a laundry unit configuration of not less than 2 nor more than 4 units for laundry.

8. Is it possible to get the old contract to find out total number of units used so I can give you as competitive a bid as possible?

Answer: this information is not available.

9. The sink numbers seem very low. We would recommend the sinks being ½ of the sum of the showers and toilets. Sink total at 200 would be better?

Answer: Lavatories: 20 to 1 (100 Lavatories). 20 to 1 ratio means 2000 SM divide by 20 equals 100.

10. Shower stalls, there is no mention of private changing areas for showers. Most modern shower systems have a shower section then a private changing area for user to use. This area is usually equal to the shower area. Would you consider changing specs?

Answer: 3 feet of hallway, if shower are not facing each other, if facing 4 feet hallway, but every shower needs a hook for cloth and towel, it is desired a small bench area but not required.

11. Would your office accept 130 days after award for installation of units. 60 days is virtually impossible unless using an inferior product? Or do you prefer for performance dates to be part of the contract technical?

Answer: Providing similar or better equipment of what we have, but needs to be new, not used. Specs have been revised to reflect 120 days.

12. Some of the specifications lead us to believe that you are looking for a cleaner, safer and more user friendly facility other than conex box. For example, 5.1.6 calls for “no flat roof,” however anyone could take a connex box, throw a roof truss on top of it, some plywood and cover it and it would meet the current standard for “not flat roof.” Would such a modification meet contract requirements?

Answer: Yes, but the roof system needs to be metal frame and corrugated roof, no wood. All construction, equipment and materials needs to comply with state and federal regulations.

13. 5.1.6 calls for skirting. This would lead us to believe that you don’t want conex boxes as they don’t need skirting, stairs as they sit on the ground. Please clarify the intended expectations so vendors know if you are looking to upgrade the facility or just happy with the status que from seven years ago?

Answer: If more than 4 inch above the grounds needs skirting. It could be connex similar or better.

14. 52.212-2 Evaluation – states that technical and past performance are equal. Is the government looking for the lowest cost solution or the best value based on technical and past performance and price?

Answer: Lowest price technically acceptable (LPTA).

15. We intended on making a “lean to” style roof on top of the container with metal roofing sheets as the exterior material. Will that suffice as a sufficient method? If not please elaborate on the specifications given in RFP.

Answer: The roof system needs to be metal frame and corrugated roof, no wood. All construction, equipment and materials needs to comply with state and federal regulations.

16. What is the shift count for the shower units? Meaning how many will be showering at once and then how long before the next group showers?

Answer: 60% of total shower of a trailer and 20 min.
