About this file

Summary

This is a Justification Review Document for an exception to fair opportunity approval under FAR Part 16. The U.S. Army Mission and Installation Contracting Command (MICC) seeks approval for a firm-fixed-price task order valued at $1,700,000.00 with a delivery date of 30 June 2026 to acquire Cisco brand name network components and associated licenses for the United States Military Academy (USMA) Chief Information Office Wireless Research Education Network (WREN) Modernization Project Phase 2. The procurement is being made through a Digital Marketplace ITES-3H vendor and does not require a formal acquisition plan as it falls below the DFARS 207.103-70(a)(2) threshold. Fiscal year 2026 Other Procurement Army (OPA) funds will be used. The justification cites FAR 16.507-7 (DFARS CD 2026-O0045) as authority for restricting consideration to items peculiar to one manufacturer—specifically Cisco Systems products.

The required supplies include a comprehensive bill of materials containing over 40 line items of Cisco network equipment (servers, switches, firewalls, wireless access points, network modules, and cables), storage devices, and power systems, as well as NetSource fiber optic cables. The justification supports Cisco exclusivity based on the WREN network's complete homogeneous Cisco infrastructure, the lack of viable alternative manufacturers tested during development, the cost and operational risks of transitioning to competing vendors (estimated at $13.74 million), the specialized training requirements of WREN engineers specific to Cisco systems, and the criticality of maintaining 100% network availability to support the Academy's educational and research missions. An RFI was posted on the Digital Marketplace identifying five vendors capable of fulfilling requirements; however, no socioeconomic set-asides were established due to insufficient small business capability for this specialized requirement. The previous related procurement (W911SD-25-F-A012 to Iron Bow, Inc.) was valued at $1.7 million with delivery on 30 September 2025.
