SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
RFI Q & A
W911SD-22-R-0165 RFI Q & A
1. Is attendance sheet from site walk Aug 24 available.
Shall be incorporated into the amendment number 0001 (Separate Attachment)
2. Would outside parties be able to submit bids or only those that participated in site walk (Aug 24).
Per the solicitation, In order to be considered for award, offeror(s) must attend the Site Visit
3. Regarding tarps ? during visit each pile was provided with tarp control/covering, it is understood this effort will continue and be maintained throughout the project. For bid purposes we would include the costs of additional tarp covering utilizing same type and material seen onsite. Please confirm introducing the same blue type (6mil) tarp seen onsite would be sufficient for added covering.
Yes
4. Project is estimated at ~ 5 months. To confirm: due to winter weather, or other unforeseen factors/delays, project length could pass 5 months and no penalty would apply.
Correct- Upon award, a review and action will be executed to support extending project length performance further than five (5) months based upon constraining conditions.
5. Disposal soil facility (facilities) chosen would be included in bid and be pre-approved prior to onsite efforts. Would disposal facility choice rely on DOD approved status. Is there a list of pre-approved DOD soil accepting facilities?
There are no DOD approved disposal facilities for this project. The contractor must demonstrate the disposal facility meets NYSDEC, EPA, and destination state regulations as applicable.
6. Onsite hours of operations would be: 7am ? 5pm. (Mon-Fri) ? Would Saturday or possibly Sunday efforts be considered/accepted?
Regular work hours are 7:30AM to 4:30PM M-F. WEEKEND HOURS TBD
**REVISED** Regular work hours are 7:30AM to 4:30PM M-F. Weekend work is acceptable with prior approval.
7. Additional lab analysis might be necessary to meet disposal facility needs. Current lab data shows no limits above ‘haz waste’ limits. If added sampling/lab analysis required and - If hazardous levels would be found or elevated PCB, would a change order be utilized to reflect additional disposal costs?
W911SD22R0165
The PWS assumes the fill material does not exceed EPA or NYSDEC hazardous waste limits. If additional sampling finds fill that meets hazardous waste limits, a change order would be utilized if additional funding is available.
8. Sample plan, disposal plan, Health/Safety plan, Stormwater Control Plan, Traffic control plan would be required to pursue efforts. Would these be reviewed by only West Point reps or other local/county/state officials?
Plans will be reviewed by West Point representatives. Orange County will require a permit to access the site from a county road. The contractor is responsible for preparing the permit application and submitting it to West Point for review and Orange County for approval.
9. RE: Stormwater Protection: Can you confirm that the only contractor requirement regarding storm water protection is to maintain the cover on the soil piles as well as to maintain the soil berms surrounding them.
There will be no weekly inspections or reporting.
Correct.
10. Will there be any type of ‘bonding’ associated with this project - ?
Bonding is not required for fill removal and disposal. Orange County will require a permit to access the site from a county road and may require bonding as part of the permit to cover repairs, modifications, or damage to the road.
11. Will contractor be given unlimited site access to include a gate key?
Yes.
12. Will contractor be allowed to store equipment onsite (excavator, water trailer etc)?
Yes.
13. 13For the purposes of completing the Pricing Schedule (Volume IV). Is the pricing schedule on page 40 of 117? This bid schedule has only one line item for bidding purposes.
Page 4 paragraph 7.a.of the solicitation, asks for mobilization and demobilization pricing, while line b. of the same paragraph, asks for the unit price per ton for loading, transporting and disposal of fill material.
Is it acceptable to prepare an excel spreadsheet breaking out these two items and using the 33,000 ton estimate?
Prepare a spreadsheet breaking down the costs, and provide the one price for the service on the CLIN Line
