a. Basis for Contract Award. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).
The Simplified Acquisition Procedure authorized under FAR Subpart 13.5 is applicable to this acquisition.

The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
c. Evaluation Criteria. Product samples. The sample unit shall be a Full Fabric Width (2 to 3 yards) in length. The sample shall be submitted at no expense to the Government. Samples will be evaluated in accordance with the evaluation criteria listed below. Evaluation criteria consist of factors. The proposals will be evaluated under two (2) evaluation factors: Technical and Price.
Factor 1 – Technical. The Sample will receive one of the ratings defined below.
Table 1. Technical Factor Acceptable/Unacceptable Ratings Rating Description Pass Sample clearly meets the requirements stated in the evaluation criteria Fail Sample does not clearly meet the requirements stated in the evaluation criteria.
In order to receive a pass rating, the sample submissions must not contain any characteristic failures as stated in the evaluation criteria listed in Attachment 1 for the attached specifications in Attachment 2.
Factor 2 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a). Through these techniques the Government will determine whether prices are reasonable.

This will be checked by cutting and weighing a piece measuring 36 by 36 inches cut from the sample provided.
Cutting of the 36 x 36 inch piece will be performed on a Gerber GTxL Automated cutting machine using a square digital cutting pattern measuring 36.000 x 36.000 inches. That square yard sample will be weighed locally on a scale accurate to 0.001 pounds or 0.5 grams. If the sample’s fabric weight is found to be acceptable, the third and fourth checks will be a manual pick glass assisted count of Yarns per inch in the filling and warp directions.

If one roll in the sample exceeds 30.0 point per 100 square yards, a second sample shall be examined for individual roll quality only. The lot shall be unacceptable if one or more rolls in the second sample exceeds 30.0 points per 100 square yards. Point computation and individual roll quality shall be as follows:
Points per 100 square Yards
(Total points scored in sample) x (3,600)

Defects found shall be counted regardless of their proximity to each other, except where two or more defects represent a single local condition of the cloth, in which case only the more serious defect shall be counted. A continuous defect shall be counted as one defect for each warp-wise yard or fraction thereof in which it occurs. Defects on the selvage shall not be scored unless the body of the cloth is affected. No linear yard (increments of 1 yard on the measuring device of the inspection machine) from any one roll with in the sample shall be penalized more than 4 points. The lot shall be unacceptable if one or more sample units fail to meet any requirement specified. See 4.4.1.2.
4.4.1.2. Demerit points.- Demerit point shall be assigned as follows:
For defects three (3) inches or less in any dimension. One (1) point.
For defects exceeding three (3) inches but not exceeding six (6) inches in any dimension.
Two (2) points.
For defects exceeding six (6) inches but not exceeding nine (9) inches in any dimension.
Three (3) points.
For defects exceeding nine (9) inches in any dimension. Four (4) points.
The following defects when present shall be scored four (4) points for each yard in which they occur:
Any hole, cut, pinhole, tear, scratch or abrasion mark. Four (4) points.
Edge ravels when pulled outward Four (4) points.
Width less than specified within tolerance of +/- ½ inch. Four (4) points.
Edges rolled folded, scalloped or corded, baggy, ridgy or wavy cloth.
Four (4) points.
Shade defects such as: shaded side-to-side, side-to-center, or end-to-end.
