Reason for Authority Cited:
Equipment is constructed to exact industry standards for safety, handling, transportation/moving, folding, and dimension. These specifications comply with the Occupational Safety and Health Administration (OSHA) injury and illness reporting requirements found at Title 29 of the Code of Federal Regulation, Section 1904, Recording and Reporting Occupational Injuries and Illness.
Additionally, these specifications are in line with USCC Policy Memorandum 80-11 (USCC Accident and Injury Reporting).
This equipment is matched and designed to fit together, and have exactly the same landing, traction, and absorption properties. New covers must be compatible, high quality, and safe. In order to accomplish this recovering, only a company qualified to recover all of these items properly and to the manufacturer’s specifications is authorized for award. Proper beam cores, leather material, sewing specifications, and leather stretching will prevent serious injury to United States Service Members (Cadets), as per USCC 80-11 and FR 29.1904, injury or death occurring due to equipment failure unrelated to fair wear and tear.
Deary’s Gym Supply carries the same balance beam cores that need to be recovered in stock and can recover each core in their warehouse, eliminating extraneous and unavailable time and labor to be done in our facility here at West Point. Deary’s Gym Supply will swap out our old core and replace it with a newly recovered beam core using the most current type of material that meets the exact industry standard and the exact beam specifications for our facility.
Actions to Increase Competition: Future purchases of equipment will be competed as appropriate. Synopsis of the proposed contract action will be posted on FBO prior to contract award. Any written responses will be considered.
Market Research: Market research consisted of posting a sources sought notice on FBO. Prices of similar equipment are readily available on the Internet. It has been determined the safety of the West Point Cadets during Military Movement is critical. These balance beams and vaulting horses require a special attention to ensure once serviced they continue providing the same traction and absorption properties to eliminate safety hazards.
