RESPONSES TO VENDOR QUESTIONS
1. Could you please provide the diagrams that we were given at the site visit?
A. Please refer to attached diagram for approximate Contracted Tent Locations. The government will provide the exact location for placement NLT 7 days prior to period of performance.
2. Would you be able to provide a google earth overview with exact locations for each structure so exact measurements can be taken on there since we were not able to fully access 1 of the locations? The following pin located can be accessed in Google Maps for proposed locations: The supply tent will be located in the vicinity of 39.96207776688489, ‐74.4298432339703. The sleep tent for Postal Warrior will be located in the vicinity of 39.98640420908952, ‐74.60943053785029. The sleep tent for Diamond Saber will be located in the vicinity of 40.02164830411177, ‐74.65045492540142
A. Please refer to attached diagram for approximate Contracted Tent Locations. The government will provide the exact location for placement NLT 7 days prior to period of performance.
3. We discussed having an interior gable placed in the sleep tents to separate males and females, but I just need to know how much square footage they will need on each side to do this.
A. The contractor shall provide the capability to separate male and female sleep quarters. The government will provide the ratio of male to female NLT 7 days prior to the period of performance.
4. Is there any potential for wage determinations to be made in accordance with the Davis Bacon and Related Acts, or should contractors rely on wage determinations only as per the Service Contract Act listed in the Solicitation to determine labor costs for this job?
A. Contractors should rely on the Service Contract Act listed in the solicitation.
5. Is it acceptable for floor surface to be either bare plywood or hard plastic?
A. The floor surface can be plywood or hard plastic.
6. Please clarify A/C requirements for each tent: according to SOW for warehouse tent of 4000sqft, 1 ton per 600sqft yields 6.67 tons of cooling required for that tent. I ask because generally accepted industry standard is 1‐ton of cooling for every 100sqft of tented space.
A. The minimum requirements are 1‐ton per 600 sq ft, as listed in the PWS.
7. Are dividers needed in housing tents to separate male and female occupants? If so, please give expected ratio of male to female occupants.
A. The contractor shall provide the capability to separate male and female sleep quarters. The government will provide the ratio of male to female NLT 7 days prior to the period of performance.
8. Is it acceptable for the finished floor in housing tents to be 2‐4" raised, like warehouse tent?
A. Yes, it is acceptable for 2‐4” raised flooring.
9. Warehouse tent bay doors ‐ Are they manually operated or have an electric motor operation?
A. The warehouse tent doors shall be manually operated.
10. Refueling equipment 5.1.5 and 5.2.5 seem to be contradictory, please clarify.
A. The Government will refuel all diesel‐powered contractor provided equipment. The contractor shall deliver all equipment with a full tank of fuel. The Government will provide diesel fuel only.
11. If final placement of tent requires concrete ballasting rather than staking due to underground utilities, will this be considered an acceptable change order?
A. The will be no concrete ballasting required for any tent structure. The installation has not approved any concrete ballasting. The tents shall be temporary and staked. The government will provide utility surveys and mark locations.
12. Do the hours of operation (page 8) 8:00 am – 4:00 pm define the work day of the site installation crews?
A. The hours of operation will not affect the installation crews. The installation crews are permitted to work from sun‐rise to sun‐set.
13. Tent walls all solid white?
A. Tent color is not required. Tents can be any color.
14. How many lighting on / off switches are required per tent?
A. Light switches are required at each end of tent.
15. Will the Government accept US Army LME (Light Weight Maintenance) Tents as Class I Warehouse Tents?
We can provide total 4,000 sq.ft with these tents. Hight of LME tent is 15’.
A. Yes, this type of tent is acceptable. The minimum space required is 4000 sq ft as specified in the PWS.
16. Are US Army tents such as MGPT, TEMPER Tents etc. acceptable as billeting tents for 300 and 400 soldiers as long as we provide 60 sq.ft space per soldier?
A. Yes, these types of tents are acceptable as long as the minimum sq ft requirements are met.
17. Is Berry Amendment Compliance applicable to this Contract?
A. No.
18. Is contractor responsible for providing slipping cots or Government will provide them?
A. The government will provide all sleeping cots.
