This solicitation is a 100% HUBZone Small Business Set Aside under NAICS code 238910 with a size standard of $15 Million.

This requirement has a period of performance of 120 days after notice to proceed.

A site visit is scheduled for January 24, 2018 at 10:00 AM Local time. Interested attendees are asked to meet in the Contracting Office located in Bldg. 1108. South R Street, Fort McCoy, Wisconsin. The POC for the project is Melissa Gore at (608) 388- 1251. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.

For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license,

(3) or car rental agreement (if applicable). It is highly recommended that bidders plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Government POC identified herein no later than Noon, local time on February 2, 2018.

Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio- based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov.

SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. a. A DUNS number is required for SAM registration. If your company does not have DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238910 under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not registered in the SAM database by close of solicitation, including NAICS 238910 under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2014) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2014) in SAM to be eligible to receive an award for this solicitation.

PROJECT MAGNITUDE

The magnitude of this project is between $500,000 and $1,000,000.

EVALUATION FACTORS

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the solicitation. No bid for a quantity less than that specified in the solicitation will be accepted. Bids shall be evaluated using the quantities set forth in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

BID GUARANTEE

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.

QUESTIONS

1. Is the entire site to be stripped or is ALL construction limited to only “Project 1?”

Answer: A description of work included in each project is in Spec Section 1000, C. NEW WORK.

(FYI, all site drainage is included in project 1 to meet the storm water permit for the entire build out.)

Project 1 includes rough grading of entire site, storm-water management and bio-retention devices, fine grading and placing dense aggregate in areas highlighted as “Project 1” on plan sheet C1.3. All other disturbed areas shall be restored with topsoil and seed. Erosion control shall be used on the entire site.

2. In regards to Land clearing tree removal, Per the spec it says “Land clearing activities for construction, maintenance, and repair activities should generally be scheduled outside the migratory nesting season which is generally considered to be from 1 May thru 30 August.” Has the government performed the required survey to ensure that this site does not have any naturally conflicting species?

Answer: An EA was done for this site by Fort McCoy. The contractor may proceed with construction activities within the grading limits with the requirement of maintaining BMP's and erosion control. The trees within the limits of construction were removed within the period of 1 October – 31 March, which is outside of the typical nesting season.

3. Per the Spec “In May 2015, the Northern Long-Eared Bat (NLEB) was listed as a federally endangered species. As a result of this listing, tree removal is temporarily prohibited unless a survey is conducted to determine if bats are present.” With that being in mind and the contractor understanding that we still need to comply with the Endangered Species act, for survey and inspection at time of construction. Has the Government done a prior survey on the area? Is it historically known that this site in fact does have the Long-eared-bat? The provision states that work would be suspended if the “bats are present.” Will the Government be allowing contract modification for Time and Compensation for “down time if needed for the endangered species?”

Answer: An EA was done for this site by Fort McCoy. The EA documented that there were no listed sightings of the NLEB within the project area or in the nearby vicinity, therefore this project is not anticipated to have a significant impact on this species. Contractor may proceed with construction activities within the grading limits with the requirement of maintaining BMP's and erosion control. The trees within the limits of construction were removed within the period of 1 October – 31 March, which is outside the typical nesting and roosting season.

4. With respect to the Spec reference in removal and recycling the “stumps” at the Ft McCoy recycling center, will this provision be for all Tree foliage and grub? Or is that provision just for the stumps?

Answer: The site was logged. The remainder that is not suitable should be disposed of on Fort McCoy since it could be contaminated with evasive seed. The disposal site for stumps and remaining slash from the logging harvest is known as the South Post Tree Disposal site which is located along Underpass Road, approximately 2 miles from the project site.

5. Is it the government intent to “site balance” the existing soils or haul off?

Answer: Yes. An Earthwork Summary for grading is provided on drawing sheet C1.5. Please see Note

3. This was designed to minimize soils to be hauled off the project. If the work requires soils to hauled off the project site, the material should be hauled to Fort McCoy spoil sites which are no farther than 5 miles away.
