A site visit is scheduled for April 27, 2017, 10:00 AM, Local time, Interested Parties are invited to meet at the Garcia Memorial Army Reserve Center at 600 2nd St. McAllen, TX 78501. The POC for the project is Michelle Harvey at (608) 388-4597. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.

The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Government POC’s identified herein no later than 01:00 PM, CST, 03 May, 2017. Via email to michelle.m.harvey3.civ@mail.mil include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. Contractors are referred to EPA’s list of EPA-designated products available at http://www.epa.gov providing products that contain recovered materials.

In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov.

VETS-100 Registration: You shall register on the VETS-100 site to be considered for award. http://www.dol.cov/vets/vets-100.html if you have a Government contract or subcontract in the amount of $100,000 or more that was entered into or modified on or after December 1, 2003.

SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already registered, please register in the CCR database at https://www.sam.gov/ www.sam.gov http://www.sam.gov https://www.sam.gov

a. A DUNS number is required for SAM registration. If your company does not have DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 236220 under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not registered in the SAM database by close of solicitation, including NAICS 236220 under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2014) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2014) in SAM to be eligible to receive an award for this solicitation.

PROJECT MAGNITUDE

The magnitude of this project is between $100,000 and $250,000

EVALUATION FACTORS

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a total price on page three of the Solicitation under “amount”, on the blank line, fill in your bid price.

All prices bid in response to this solicitation must include all costs associated with this project, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

BID GUARANTEE

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form SF 24 if providing a bid bond as the bid guarantee.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1. What grade/gage of chain link fencing shall be installed?

A1. See drawing CS503 Fence Site Details for fence standard specifications and details.

Q2. Specification 4.13.1 describes the new gate operator, however it does not specify if the gate shall be connected to a communication system to allow opening from a central location inside the building (as is the case for the main entrance gate), or if the gate shall be automatically controlled by the entrance, egress, and safety loops. Please clarify.

A2. Section 4.13.1 calls for new motorized chain drive slide gate opener and components. Yes the gate shall be connected to a communication system allowing for opening from central location inside building. Location for this control shall be verified with COR and AFOS.

A2. Section 4.13.2 says contractor shall install new entrance, egress, and safety loops to work with the new sliding gate and motorized gate opener. Normal gate operation shall be in fully functional working condition when project is complete, and the timing of entrance and exit of the gate shall be coordinated with the COR and AFOS.

Q3. Section 4.20 states that the contractor shall “make sure all windows are in full working order, and fix where necessary” and “fix any damaged parts of windows.” It appears from the provided drawings on Sheet 2 of FS 84-0012 that the windows were replaced circa 1984.

A4. Regardless of sheet FS 84-0012 showing windows were replaced circa 1984, the Section 4.20 of scope should still be followed. “Contractor shall do a full inspection of all existing windows in Training Building and Assembly Hall to make sure all windows are in full working order, and fix where necessary. Contractor shall also fix any damaged parts of window and completely re-seal interior and exterior of all existing windows in Training Building and Assembly Hall.”

Q4. Section 4.21 instructs to “prepare exterior of windows for paint to include, but not limited to scraping old paint, sanding, fixing damage, etc”. However, the existing windows are bronze aluminum, and are not normally prepared and painted as such. Please confirm if the existing aluminum frames are to be repainted.

A4. If all windows in the Training Building and Assembly Hall are bronze aluminum, then no, this section of scope does not need to be followed and shall be removed from contractor’s proposal. There is no need to paint the aluminum windows. However if any windows at the Training Building Assembly Hall are found not to be aluminum, then Section 4.21 should be followed.

Q5. Sections 4.22 and 4.23 describe the installation of solar window film and window shades on all windows in Training Building and Assembly Hall. Please provide quantity and sizing of windows.

A5. See drawing FS 84-0012 showing exterior elevation of building, window/door locations, and window sizes. ALL windows and exterior door windows in Training Building and Assembly Hall shall receive new solar type window film. All exterior windows in Training Building shall receive new solar shades/blinds.

See SOW 1.9 – The contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction.

Based on SOW 1.9, it was assumed contractor will make site visit to gather necessary particular information that is outlined in project SOW.

a. Please confirm that there is no lead or asbestos in the windows and/or existing caulking and sealant.

A. Government survey from 2005 shows lead paint found on external metal door frames at the Training Building.

b. Please provide information on glazing (single pane, tinted?)

A. Based on SOW 1.9, it was assumed contractor will make site visit to gather necessary particular information that is outlined in project SOW.

c. In the case that windows cannot be repaired (due to outdated parts, or part incompatibility), shall windows be replaced?

d. If so, will a replacement allowance be provided? Or would window replacement be under separate change order pricing?

C and D Answer – In the case this is determined, the COR should be contacted immediately and this issue discussed before moving forward.

Q6. Section 4.24 states that “the contractor shall remove and replace existing exterior doors, frames and windows” and install new doors, hardware, etc. Please clarify that only exterior doors are being removed, as the rest of the specifications do not request the replacement of windows.

A6. Section 4.24 Remove and replace existing exterior doors, frames, and windows. These “windows” that this section is referring too are ones that are associated with the exterior doors only. (Windows located with-in the body of the exterior doors, and windows located around exterior doors)
