SCOPE OF WORK

TX054 FENCING, GATES AND LIGHTING

GARCIA ARMY RESERVE CENTER

600 2nd Street, McAllen, TX 78501

1. GENERAL PRE-AWARD:

1.1 The intent of this project is to provide the Government with a complete and usable product at the completion.

1.2 The Contractor shall furnish and install all plant, labor, materials; tools, equipment, and supervision necessary to provide a complete and usable project per the Scope of Work (SOW), Plans, Specifications and manufacturers recommendations. All work shall be free from defects.

1.3 The Plans and Specifications are to prescribe the details for the construction and completion of the SOW, which the Contractor undertakes to perform in accordance with the terms of the contract.

1.4 The Contractor shall visit the work site to verify the site condition. If the Contractor discovers any errors or omissions in the SOW, Plans or Specifications, the Contractor shall immediately call it to the attention of the Contracting Officer (KO) and the Contracting Officer’s Representative (COR).

1.5 Where the Specifications and Plans describe portions of the work in general terms, but not in complete detail, it is understood that all work and materials will be of the highest standard using generally accepted industry practices.

1.6 The Contractor shall not interrupt the service function or disturb the support of any utilities without prior coordination with the COR/Area Facility Operations Specialist (AFOS). If any utilities are disturbed or damaged, the Contractor shall bear costs of repair or replacement.

1.7 The Contractor shall be responsible for and repair any damage to the grounds and structures caused by the Contractor or his/her sub-contractors during the performance of this project.

1.8 Any said work in the Plans and Specifications and not in the written SOW or in the SOW and not in the Plans or Specifications shall be as though shown or mentioned in both.

1.9 The Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction.

1.10 Prior to bidding, the Contractor shall provide to the KO and COR a written list of all exclusions, omissions, and any other work that he/she considers not in the scope of work that would prevent this from being a complete and ready-to-use product. If the Contractor does not provide a list of exclusions or omissions, it will be considered that all work is be completed to provide a complete and ready to use product.

1.11 The Contractor shall provide a project manager and alternate that is able to read, write, speak, and understand English.

1.12 The Contractor shall perform all the services of this contract during the normal operating hours of 7:30 A.M. to 4:30 P.M. (0730 to 1630) Monday-Friday. Facilities will be closed on all Federal Holidays.

1.12.1 Federal Holidays are as follows;

New Year’s Day – January 1 Martin Luther King Jr. Birthday – third Monday of January Washington’s Birthday – third Monday of February Memorial Day – final Monday of May Independence Day – July 4 Labor Day – first Monday of September Columbus Day – second Monday of October Veterans Day – November 11 Thanksgiving Day – fourth Thursday of November Christmas Day – December 25

1.12.2 Actual day observed for the following holidays is subject to change when the holiday date falls on a weekend; New Year’s Day, Independence Day, Veterans Day and Christmas Day.

1.13 The Contractor shall provide signs, barriers, and barricades to provide a safe working area.

Requirements of Occupational Safety and Health Act, latest edition and U.S. Army Corps of Engineers "Safety and Health Requirements Manual", latest edition, shall be strictly enforced and adhered to at all times at the job site.

1.14 The Contractor shall comply with Army Regulation (AR) 600-63, Army Health Promotion, for controlling smoking in Government buildings and facilities. In general NO SMOKING is allowed within building or within 50’ of any exit or door. Facility personnel can direct personnel to authorized smoking areas.

1.15 The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. This can include storm water permits, US Army Corps of Engineers permits, state water resources permits, US Fish and Wildlife permits, etc.

1.16 Antiterrorism (AT) Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days of contract award or prior to submission of final invoice and within 45 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil.

1.17 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Antiterrorism Officer. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR.

This training shall be completed within 30 calendar days of contract award or prior to submission of final invoice and within 30 calendar days of new employees commencing performance with the results reported to the COR no later than 45 calendar days after contract award.

1.18 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy.

In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.18.1 Contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a Department of Defense (DoD) facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

1.18.2 For contractors that are not eligible for CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.19 The contractor employees must be adequately trained in the handling and disposal of hazardous waste, in particular, lead paint and asbestos. Hazardous materials must be handled and disposed of appropriately by the contractor. Disposal is at contractor’s expense. The contractor must comply with all local, state, and federal environmental laws, regulations, and http://jko.jten.mil/ policies prior to final approval of work completed. National Environmental Policy Act (NEPA) documents must be completed prior to award of the contract or notice to proceed.

2. GENERAL POST AWARD:

2.1 Where any conflict occurs between the requirements of federal, state, and local laws, codes, ordinances, rules and regulations, the most stringent shall govern.

2.2 The Contractor shall, at all times, keep the premises free from accumulation of waste material and rubbish caused by his work, or his subcontractors. At the completion of work, the Contractor shall thoroughly clean the work site. All debris, rubbish, and waste material shall be removed from the property at the Contractor’s expense and disposed of in an official disposal site.

2.3 The Contractor shall make no changes or deviate from the approved design of this project without written permission from the KO. In the case where a change is required, the Contractor will notify the COR of the requirement and shall not proceed with the change until such time as a modification to the contract is issued by the KO.

2.4 Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals on all new items being installed on this project. Submittal may be shop drawings, diagrams, catalog cut-sheets, samples, and any other related material.

2.5 The Contractor shall submit a written construction schedule of work for this project to the KO and COR prior to the start of the project.

2.6 The Contractor shall be responsible for the conditions of the job site, including safety of all persons, and property during performance of the work. Safety shall conform to all applicable Federal, State, local laws, codes and regulations established by the City of McAllen, County of Hidalgo, and State of Texas.

2.7 All work shall be in compliance with the current applicable federal, state and city codes.

2.8 All work shall be completed within 30 days upon receipt of Notice To Proceed (NTP).

3. SUBMITTALS:

Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals for all new items being installed. Submittals may be cut sheets, samples, spec sheet, so long as it is clear and easily readable. Submittals must be e-mailed, faxed or sent directly to the office of the COR using Engineer Form 4025-R, dated March 2012, as the coversheet.

3.1 Detailed schedule for project to show fence removal and continuing security of facility.

Schedule should be coordinated with COR and AFOS. Prior to submitting schedule, all affected parties shall be consulted of work area and work dates.

4. SITE WORK:

4.1 Any and all waste materials generated shall be removed off-site from property and properly disposed of by contractor. This to include a final cleaning of the work sites of all construction debris and equipment, leaving areas clean, safe, and ready to use.

4.2 The contractor shall avoid damage and contamination to any areas adjacent to project work areas. Any damaged or disturbed areas shall be restored to original or better conditions to match existing grade, either with dirt and then seeded with grass or completely filled and finished to match surrounding areas.

4.3 If needed, the contractor shall complete the project in stages, allowing for a totally secure facility at all times. This shall be communicated and scheduled with COR and AFOS. At no point shall both the perimeter fencing and Military Equipment Parking fencing be removed at same time, leaving facility un-secured.

4.4 The estimated linear feet of fencing is for planning purposes only. These are estimates only.

The contractor shall be responsible for their own measurements and estimates. The contractor shall determine all the necessary equipment and materials to provide a complete product.

4.5 The contractor shall remove approximately 1,300 LF existing chain link security fencing and posts (to include concrete) along the south, east, and north sides of facility, along with fencing and posts (to include concrete) around MEP Parking area as shown on drawings.

Existing pedestrian gate on south side of training building shall be re-used when new fencing is installed. (See Site Demolition Drawing)

4.6 The contractor shall remove existing double swing gate at entrance of Military Equipment Parking area. (See Site Demolition Drawing)

4.7 The contractor shall remove existing chain link security fence enclosure, posts (to include concrete), and gates around HVAC Chiller. (See Site Demolition Drawing)

4.8 The contractor shall remove old existing wooden light poles and cabling. Poles should be completely removed from ground, and holes shall be filled to match existing grade with dirt and then seeded with grass or completely filled to match surrounding area. Attached cabling and other electrical items are non-operational and should be properly removed and disposed of.

4.9 The contractor shall remove old existing wooden pole/metal structure and non-operation electrical equipment/boxes. Holes should be filled with dirt to match surrounding grade, and then seeded with grass to match surrounding area. Non-operational electrical equipment boxes/panels should be properly removed and disposed of.

4.10 The contractor shall install approximately 1,300 LF of new chain link security fencing and posts in exact location that old existing chain link fencing was removed. Fence shall be 6’ foot high, chain link, with 2” posts set 10’ feet on center and three strands of barbed wire along top.

New posts shall be set in concrete per fence manufacturer’s specifications, and new gate closures and latches shall be checked to be in working order, with no obstructions. Fence shall be installed in accordance with the specifications of the attached Fence Specification Drawing. (See Construction Drawing)

4.11 The contractor shall install approximately 100 LF new chain link security fence and posts to fully enclosure HVAC Chiller, in exact location that old existing fencing was removed. New posts shall be set in concrete per fence manufacturers specifications. A new gate shall also be installed in same location as existing gate was removed, to allow access to chiller equipment.

New gate closures and latches shall fully operate smooth, without obstruction. Fence shall be installed in accordance with the specifications of the attached Fence Specification Drawing. (See Construction Drawing)

4.12 Excavation hole for each new post shall be no less than the minimum diameter recommended by fence manufacturer. New fence posts shall be set plumb and encased in cylindrical concrete footings following the recommended manufacturer’s specifications for area and soil conditions. Concrete should be crowned to shed water, and disturbed area around new posts shall be restored in accordance to Paragraph 4.2 of Scope of Work.

4.13 The contractor shall install new motorized sliding/rolling cantilever gate across old existing MEP entrance where existing double swing gate was removed. New gate shall match new security fencing and be installed following manufacturers specifications. Install gate plumb, level, and secure for full opening without interference or obstruction. (See Construction Drawing and Fence Specification Drawing)

4.13.1 The contractor shall install new (1hp) or equivalent motorized chain drive slide gate opener and components to match or exceed requirement for weight/length of gate being installed. The gate operator shall be installed and attached to a concrete pad per manufacturers specifications (Location to be coordinated with COR and AFOS) Once installed, the opener, gate, chain, rail, and all moving/working components of the new gate and operator shall be checked for smooth operation; lubricating, and adjusting where necessary. Any disturbed areas around new concrete pad shall be restored in accordance to Paragraph 4.2 of Scope of Work.

4.13.2 The contractor shall install new entrance, egress and safety loops to work with new sliding gate and motorized gate opener. Normal gate operation shall be in fully functional working condition when project in complete, and the timing of entrance and exit of the gate shall be coordinated with the COR and AFOS.

4.13.3 The contractor shall install a new key pad on a pedestal to match existing equipment found at main entrance gate. Key pad shall be attached to a metal pedestal, installed on a concrete pad/footing and both shall be installed per manufacturer’s specifications. Key pad shall be weatherproof in nature, with all gate controls shall be accessible from vehicle. Access control key pad equipment shall be integrated with gate operator per manufacturer’s specifications. Due to this being a MEP area, the exact location, height of pedestal/key pad and key code shall be coordinated with the COR and AFOS. Any disturbed areas around new concrete pad shall be restored in accordance to Paragraph 4.2 of Scope of Work.

4.13.4 The contractor shall install new concrete filled steel pipe bollards (2) for protection of the new key pad pedestal. The bollards must meet a minimum height for protection of the new key pad pedestal and will be painted a high visibility safety yellow or sleeved in the same color. Bollards shall be installed per proper manufacturer’s specifications. Any disturbed areas around new concrete pad shall be restored in accordance to Paragraph 4.2 of Scope of Work.

4.14 The contractor shall install new pedestrian gates in same locations as existing pedestrian gates were removed. Install gate plumb, level, and secure for full opening without interference.

New gate closures and latches shall fully operate smooth, without obstruction. (See Construction Drawing and Fence Specification Drawing)

4.15 The contractor shall Re-Install existing pedestrian gate on south side of Training Building that was saved from demolition. The contractor shall install pedestrian gate in same location from where it was removed. The contractor shall install gate plumb, level, and secure for full opening without interference. New gate closures and latches shall fully operate smooth, without obstruction. (See Construction Drawing and Fence Specification Drawing)

4.16 The contractor shall install KNOX Box for emergency first responders at main gate.

Contractor shall insure that the KNOX box is keyed to local emergency service standard. KNOX Box shall be attached to a metal pedestal, installed on a concrete pad/footing and closely matching existing equipment. It shall be mounted in accordance with manufacturers specificaitiong, and exact placement shall be coordinated with COR and AFOS. Any disturbed area around new pad/footing shall be restored in accordance to Paragraph 4.2 of Scope of Work.

4.17 The contractor shall remove and properly disposed of existing chain drive motorized slide gate operator and components at main entrance. (See Demolition Drawing)

4.18 Install new (1hp) or equivalent motorized slide gate opener and components to match or exceed requirement for weight/length of existing sliding gate. The gate operator and componenents shall be installed in same location and in accordance with manufacturer specifications Once installed, the opener, gate, chain, rail, and all moving/working componenets of the gate and operator shall be checked for smooth operation; lubricating, adjusting, and replacing worn parts where nessecary.

4.19 Existing entrance, egress and safety loops shall be left in place and re-used to work with new operator. Normal gate operation shall be in fully functional working condition when project is complete.

4.20 The contractor shall do a full inspection of all existing windows in Training Building and Assembly Hall to make sure all window are in full working order, and fix where necessary.

Contractor shall also fix any damaged parts of windows and completely re-seal the interior and exterior of all existing windows in Training Building and Assembly Hall.

4.21 The contractor shall properly prepare exterior of windows for paint. To include but not limited to scraping old paint, sanding, fixing damage, etc. Once complete contractor shall apply one primer coat and two finish coats of paint. Paint scheme shall match that of the existing siding.

4.22 The contractor shall install new solar type window film on interior of existing windows and exterior doors in Training Building and Assembly Hall.

4.23 The contractor shall remove existing window blinds and install new solar shades/blinds on interior of Training Building windows (Excluding Assembly Hall). Shades/blinds type, style, and color shall be coordinated with COR and AFOS.

4.24 The contractor shall remove and replaced existing exterior doors, frames, and windows.

New doors shall be ADA compliant and match type/style as the doors being removed. Install new door hardware to include hinges, lockable lever handles, deadbolts, and closers. Apply one primer coat and two coats of finish coats of paint. Interior of new doors and frames color scheme shall match that of other existing interior doors. The exterior of doors and frames color scheme shall match that of the existing siding on the building.

4.25 The contractor shall power wash exterior of Training and Shop buildings. This is to include but not limited to siding, soffits, gutters, masonry, brick, concrete sidewalks, foundation, doors, exterior roll up doors, etc. Extreme caution shall be taken not damage any items on the exterior of the building (vegetation, siding, gutters, lighting, camera systems, and mechanical systems). The contractor shall be responsible any damage caused during power washing.

4.26 Once power washing is complete and had time to properly dry, apply 2 coats of a waterproof sealer to all exterior masonry and brick on Training and Shop buildings. Correct type of sealer shall be applied per facility location and weather found in South Texas. Sealer should also be applied per manufacturer’s specifications. Contractor shall be responsible for any damage caused during sealer application.

4.27 The contractor shall install (3) new energy efficient LED surface mounted lights in the existing Training Pavilion. Lights shall be controlled by a Manual Timing Switch which is to be installed in a weatherproof box and cover. Any wiring from Timing Switch box to LED Lighting in pavilion shall be neatly installed in metal conduit per manufactures specifications. Contractor shall verify nearest power source and run electrical power to Training Pavilion. If necessary, contractor shall trench electrical cable in conduit. Any disturbed areas due to trenching shall be restored in accordance to Paragraph 4.2 of Scope of Work. (See Construction Drawing and Electrical Site Drawing)

4.28 The contractor shall install (2) new energy efficient LED lights to illuminate both sides of USAR sign, properly lighting the sign for maximum visibility. Any disturbed areas due to trenching shall be restored in accordance to Paragraph 4.2 of Scope of Work. (See Electrical Site Drawing)

5. WARRANTY:

5.1 All work specified in this contract shall have a warranty of a minimum period of one full calendar year for parts and labor from the customer’s acceptance date. At the final acceptance walk-through, the Contractor shall provide to the COR a signed warranty letter.

6. QUALITY CONTROL AND INSPECTIONS:

6.1 All work shall be inspected by the contractor’s quality control person and final inspection shall be performed by the COR prior to final payment.

6.2 Contractor shall maintain a clean, clear, and safe working environment at all times.

6.3 Only qualified personnel familiar with the proper construction techniques shall be used.
