Q&A - Solicitation W911S7-23-R-0033

Question 1:

Please clarify if a copy pages 1-2 of the SF1449 is part of the hard copy requirement for all volumes as stated in Section L.3. PROPOSAL PREPARATION INSTRUCTIONS, paragraph (2)c.

Reference:

Requirement: The SF 1449 states: “CONTRACTOR IS REQUIRED TO SIGN THIS DOCUMENT AND RETURN 1 COPIES TO ISSUING OFFICE. CONTRACTOR AGREES TO FURNISH AND DELIVER ALL ITEMS SET FORTH OR OTHERWISE IDENTIFIED ABOVE AND ON ANY ADDITIONAL SHEETS SUBJECT TO THE TERMS AND CONDITIONS SPECIFIED”

Answer:

Yes. Please include pages 1-2 of the SF 1449 when submitted via e-mail.

Question 2:

Please confirm this page, although not marked “LEFT BLANK INTENTIONALLY,” has been left blank intentionally.

Reference:

Issued RFP, page 40 (blank page) of 60.

Yes. Page 40 of RFP was left blank due to system issues.

Question 3:

Please clarify whether this submission is email only or email plus hard copies as noted in Table 2- Volume Details and if email only, that Section L.3.(2) c. is not applicable to the PROPOSAL PREPARATION INSTRUCTIONS.

Reference:

Issued RFP-Section L.1.(1) PROPOSAL SUBMITTAL AND INQUIRIES Section L.3.(2) a., c. PROPOSAL PREPARATION INSTRUCTIONS Requirement: The issued RFP states: “Offerors shall submit an original and the number of copies listed in Table 2 - Volume Details.”

Submissions are to be made via e-mail only. RFP has been updated.

Question 4:

The Past Performance Volume II is requested to be submitted 26 calendar days after the RFP issuance date (10 August); thus, the “early” due date is 5 September 2023, is after the requested proposal submission date of 31 August 2023. Please clarify the Volume II Past Performance submission date.

Reference:

On page 41, the issued RFP states: “Proposals shall be submitted in writing via email to the following no later than 11:00 AM Central Time on 31 August 2023.” This is in conflict with Section L.3. (3)b. i. (p. 45 of 60) which states: “Early Proposal Information. The offeror is requested to submit the Past Performance Volume 26 calendar days after the RFP issuance date, to the Contracting Officer at the address specified in L.1(1)

Proposal closing date has been updated to 7 September 2023 therefore Past Performance Volume shall be submitted 28 calendar days after RFP issuance date via e-mail.

Question 5:

Is the title of VOLUME I “TECHNICAL ACCEPTABILITY” or “TECHNICAL PROPOSAL?”

Reference:

The issued RFP states: “Offeror’s proposal shall consist of three (3) separate volumes and factors: Volume I – TECHNICAL ACCEPTABILITY.”

In Section L.3. (3)a. states: “Volume I must be clearly marked “VOLUME I–TECHNICAL PROPOSAL, W911S7-23-R-0033.”

Answer:

Volume naming has been updated on RFP.

Question 6:

Does “tab indexing” relate only for the hard copy requirement? If there is no hard copy requirement, can you please verify this requirement is not applicable?

Reference:

The issued RFP states: “Indexing. Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.”

“Tab indexing” has been removed on page 43.

Question 7:

Volume II - Past Performance is due “early” (26 calendar days (which is 5 Sep 2023) after RFP issue date (10 Aug 2023)) and hard copy is required (L.3. (2) Table 2 – Volume Details), does the “early” submission include a separate CD ROM containing only the Past Performance? Is another copy of Volume II required to be submitted with the remainder of the proposal on 31 August?

Reference:

The issued RFP states: “Early Proposal Information. The offeror is requested to submit the Past Performance Volume 26 calendar days after the RFP issuance date, to the Contracting Officer at the address specified in L.1(1).”

Proposal closing date has been updated to 7 September 2023 therefore Past Performance Volume shall be submitted 28 calendar days after RFP issuance date via e-mail.

Question 8:

The titles for TAB B1 and TAB B3 do not align with their respective requirements. Please clarify the discrepancies between the title in TAB B1 and the requirement and the title in TAB B3 and its requirements.

Reference:

“TAB B1 – STAFFING, RECRUITMENT, AND RETENTION PLAN. Explain how analytical task support will be accomplished in accordance with the Performance Work Statement” and “TAB B3 – TECHNICAL CAPABILITY. Identify how qualified personnel will be recruited and retained to meet the requirements of the Performance Work Statement.”

Volume naming has been updated on RFP.

Question 9:

Is there a limitation to the number of relevant past performance contracts used to show past performance? The only limitation appears to be 3 pages/reference.

No limitation.

Question 10:

Please provide the fax number if these letters may be faxed or provide clarification that email only suffices.

Proposals shall be submitted via e-mail only

Question 11:

he PWS sections references in these bullets do not exist. Which PWS sections should be referenced?

Reference:

in Bullet #s 2-4:

· Review, research, analyze, and provide all subject matter expertise and analytical support necessary to perform all C- IED and EH tasks specified in PWS sections 5.1.2 through 5.2.9.

· Knowledge Management and Web Development tasks in PWS section 5.2.10.

•C-IED and EH Training tasks in PWS section 5.2.11.

RFP has been updated

Question 12:

There is no section L.5.3. Will you please clarify which section will be used for this evaluation?

Reference:

“Contractor Pricing. The Government will evaluate offers for award purposes by adding the total price for all options, as specified below, to the total price for the basic requirement. The Offeror’s submission in response to L.5.3 above will be used by the Government to analyze and evaluate each Offeror’s price proposal submitted for the solicitation.”

Removed from RFP.

Question 13:

This is a 10-hour period that suggests a 50-hour work week. Providing contract personnel for 50 hours per week will require overtime pay. Does the Government require overtime hours to be necessary to meet the hours of operations in this contract? If so, how many by FTE and by labor category?

Reference:

In Part 1, Section 1.2, the PWS states: “The contractor is responsible for conducting business, between the hours of 0630-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.”

Work hours are authorized between the hours of 0630 to 1630; 8-hour days. Tour of Duty cannot begin before 0630 or end after 1630. Overtime is not authorized.

Question 14:

Will the Government provide a plug-in travel amount as a separate CLIN in Section B of the RFP? If not, will the Government provide specific origination and destination locations specific to the travel identified in the Travel table?

Clarification Needed:

Specific locations are not identified. Also, there is no CLIN for travel in Section B of the RFP and no specific information on various travel locations and destinations for routine meetings. The travel cost is location- dependent.

Reference:

In Part 3, Section 3.8 the PWS states: “Contractor Travel: Contractor personnel shall be required to travel to locations within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS) during the performance of this contract.”

No separate CLIN for travel.

Question 15:

What are the actual number of FTEs required or productive hours by labor category to perform the required services? Are multiple FTEs or one (1) FTE required for the EOD Assistant Integrator Analyst/s and the KM/Web Developer personnel? PWS 3.2.7.1 says “an” EOD integrator implying one. KM is vague. 4.1.4 says “personnel” implying more than one.

Clarification Needed:

There is ambiguity in the language on for the positions. Specifically in Section 4.1.3, it states: “Knowledge Manager (KM)/ Web Developer: Contractor personnel who perform KM/ Web developer services must have completed the training below prior to performing these services” and in Section 4.1.4, it states: “EOD Assistant Integrator. Contractor shall provide knowledgeable military qualified EOD personnel as Senior Military Analyst/s.”

Reference:

In Part 4, Section 4.1, the PWS states: “Qualifications: Contractor shall provide personnel to perform required services…”

Answer:

Project Manager (PM) – 1 FTE Knowledge Manager (KM) – 1 FTE Assistant EOD – 1 FTE Senior Military Analyst (SMA) – 5 FTE

Total of 8 FTE’s.

The Government is not hiring employees, this is an estimated FTE amount and is for proposal preparation purposes only.

Question 16:

Will the draft DD254 be released? There was no draft DD254 issued with the solicitation.

Reference:

In Part 5, Section 5.1, the PWS states: “Security Clearance Requirements: Contractor (and subcontractor) personnel performing work under this contract must have a secret level security clearance and must maintain the level of security required for the life of the contract. The security requirements are IAW the attached draft DD254.”

Draft DD254 has been attached to Solicitation posting in SAM.gov.

Question 17:

Will the government please clarify if this is a digital only submittal or if there is also a hard copy submittal requirement?

Reference:

Section L1. of proposals indicates an email submission, however, many sections also indicate a hard copy submittal requirement.

Answer:

Submissions are to be made via e-mail only. RFP has been updated.

Question 18:

Request the government consider revising the evaluation approach from LPTA to Tradeoff to better reflect nature of requirements, ensure successful and quality performance, and improve the probability of a best value outcome?

Reference:

The work required by the PWS demands highly qualified experts that have deep insight in the relevant subject matter. The performance of the work requires the application of judgement based on the experience and technical qualifications of all the staff proposed. The quality of work is highly dependent upon the specific and specialized experience not only in the subject matter but also in the DOTMLPF-P integration processes and doctrine development and review processes.

a. The PWS defines qualifications for Key personnel that do not address DOTMLPF-P integration or Doctrine development experience that directly affect quality performance and the LPTA evaluation approach does not allow the government to consider these qualifications as part of their decision. Therefore, under current LPTA approach a person meeting stated qualifications without any DOTMLPF-P integration or doctrine development/review experience would be accepted. This would put performance at risk.

b. Further, this work is highly dependent upon relationships across a network of organizations and a community of experts. The LPTA approach also does not allow the government to consider the value that these provide to the increased quality and efficiency of deliverables.

Answer:

Trade-off will not be considered; evaluation approach will stay LPTA.

Clarification Needed 19:

on the positions covered by the Service Contract Act (SCA) and Fair Labor Standards Act (FLSA) in the RFP. Specifically, we would like to know if it is the government’s intention to have us treat each of the identified positions as “Service Employees” under the SCA, and not “FLSA Exempt Employees”?

Contract is subject to the Service Contract Act.

Question 20:

Would the government please consider making this a best value trade-off vs LPTA source selection. The specialty of the skills required coupled with a well-established contract that likely has an incumbent workforce, the government would be better served to use best value trade-off. This decreases execution risk and likely would allow non-incumbent contractors to capture and retain incumbent personnel or at minimum replace with well qualified personnel that will reduce execution and transition risk. LPTA encourages a refresh/rest of the workforce which is not in the governments best interest with a technical requirement such as this.

Reference:

Section M-3 A. begins with “This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3…..” in the same paragraph the government also states “The Government intends to make a source selection utilizing the Lowest Price Technically Acceptable (LPTA) process…”

Answer:

Trade-off will not be considered; evaluation approach will stay LPTA.

Question 21:

If hard copy submittal, can the government, please provide full delivery instructions for submittal of hard copies.

Clarification Needed:

Will the government please clarify if this is a digital only submittal or is there are hard copy submittal requirement?

Reference:

Section L1. of proposals states, “proposals shall be submitted in writing via email to the following no later than 11:00 AM Central Time on 31 August 2023; John M Johnson, john.m.johnson325.civ@army.mil.” However, many sections of L indicate hard copy submittals with duplicative copies of volumes….

Answer:

Submissions are to be made via e-mail only. RFP has been updated

Suggestion 22:

because the proposal period is limited to 21 days, would recommend a electronic submission.

Answer:

Proposal closing date has been updated to 7 September 2023. Submissions are to be made via e-mail only. RFP has been updated.

Question 22:

We are performing independent research on the Combined Synopsis/Solicitation (W911S723R0033).

We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer:

Current contract number; W911S7-18-C-0023

Clarification needed 23:

After a more in-depth review of the SF33, we believe the following section(s) contain errors in Section M:

Section M. EVALUATION APPROACH Volume I. Technical Acceptability Factor 3 Technical Capability.

The Government will evaluate whether the Offeror’s technical approach demonstrates a clear understanding of the nature and scope of the major performance objectives listed below and the capability to plan, organize, control, and perform them successfully.

• C-IED and EH Training tasks in PWS section 5.2.11.

• The offeror shall provide a chart summarizing the source of the experience (prime and/or teaming partner) for each requirement.

Error: None of the highlighted sections in the bullets above exist in the PWS.

Please clarify what sections we should reference.

Response:

Section M has been updated to reflect PWS.

Question 24:

Is proposal submission via email only or does it require an email and hard copies submission? If hard copies are required, do we have permission to email the response on 31 August 2023 NLT 11:00 AM Central Time and mail the hard copies on the same date? If hard copies are required, will you please advise of the mailing address? Also, the table above shows that all volume are required on a CD-ROM (1 copy) is this still a requirement or is the CD Rom only applicable to Volume III Price Proposal?

Proposal closing date has been updated to 7 September 2023. Submissions are to be made via e-mail only. RFP has been updated.

Question 25:

Also, in Section L.3. (3) Proposal Content-b. i. -Volume II: Past Performance, it states: “Early Proposal Information. The offeror is requested to submit the Past Performance Volume 26 calendar days after the RFP issuance date, to the Contracting Officer at the address specified in L.1(1).” Question: Do the Points of Contacts (POCs) have to submit “Original +1 Hard Copy” per Table 2 above as well and if so, please advise of the mailing address to which they must send the hard copies.

Answer:

Proposal closing date has been updated to 7 September 2023 therefore Past Performance Volume shall be submitted 28 calendar days after RFP issuance date via e-mail.

Question 26:

Finally, Section L.3. (3) Proposal Content (c.)- Volume III- Price Proposal states: “Volume III must be clearly marked “VOLUME III –PRICE PROPOSAL, W911S7-23-R-0033.” Electronic versions of the Price Proposal should be submitted on a CD in MS Office Excel format and shall not be read only, or password protected. requires submission of pricing on CD Rom.” Is this still required with an email submission? If so, please advise of the mailing address.

Answer:

RFP has been updated.

Reference for Question 24, 25, & 26 Specifically, the solicitation states in Section L.1.(1): “Proposal shall be submitted in writing via email to the following no later than 11:00 AM Central Time on 31 August 2023.”

In Section L.3.(2) c. PROPOSAL PREPARATION INSTRUCTIONS, however, the solicitation states: “The proposals shall be organized into three (3) volumes. Each volume of the proposal should be separately bound in a three-ring loose leaf binder which shall permit the volume to lie flat when open. A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification and the Offeror's name. The same identifying data should be placed on the spine of each binder.” Additionally, Table 2-Volume Details shows the following requirements:

Question 27:

Would the government consider having offerors only submit proposals via email?

Reference:

Section L.1.(1) states, "Proposals shall be submitted in writing via email to the following no later than 11:00 AM Central Time on 31 August 2023; John M Johnson, john.m.johnson325.civ@army.mil." However, Table 2 (Volume Details) in Section L.3.(2).c. indicates hard copy and CD-ROM requirements for each volume. Section L.3.(3).c also states, ref. Volume III - Price Proposal, "The hard copy version will take precedence for any differences noted between the hard and electronic versions of the contractor's proposal."

Answer:

Submissions are to be made via e-mail only. RFP has been updated.

Question 28:

Are the numbers on page 49 and 50 of the RFP redundant accidentally? Which is the correct list?

Reference:

On page 49 and 50 of the RFP, Attachment 2 (Specific Relevant Contract Sheets), there are numbers 1-10, and then a mostly redundant but expanded other list of numbers 1-13.

Answer:

1-13 is to expound on times deliver schedules were revised and to explain why they were revised.

Question 29:

Are resumes required for the proposal?

Reference:

On page 58 of the RFP, there is a mention of “Whether the resumes for the key personnel proposed to perform under this contract clearly meet the minimum qualifications for these positions as specified in the performance work statement.” But, otherwise resumes are not mentioned in the RFP section L and M.

Answer:

No. Resumes are not required with proposal.

Question 30:

Answer:

Ft. Leonard Wood is the location of work.

Question 31:

Will the government provide Word versions of the Past Performance Questionnaire or are we authorized to develop those internally?

Reference:

The Past Performance Questionnaire is shown as a .pdf example.

Answer:

Word versions have been attached to Combined Synopsis/Solicitation SAM.gov posting.

Question 32:

Would the government clarify all PWS references used throughout Sections L and M?

Reference:

On page 59 of the RFP, in Factor 3 – Technical Capability, there are several references to PWS sections 5.1.2 through 5.2.11. However, there is no section 5 is in the PWS.

Reference:

The Table reflecting Annual Travel projections lists the CEHC Orientation of PWS paragraph 3.2.14, but this Kick-Off Meeting only happens once. Paragraph 3.2.14 also states that attendance is required, "...with Government face-to-face (if in the FLW vicinity) or via VTC or teleconference...", while the PWS paragraph 3.8 table states that "All Contractor Personnel Working on this contract" are required to travel and meet at FLW.
