PERFORMANCE WORK STATEMENT (PWS)

Counter-Improvised Explosive Device and Explosive Hazard Analytical Task Support for the Maneuver Support Center of Excellence (MSCoE) Last revised: 2 July 2022 for AMO 23-96

Part 1 GENERAL INFORMATION GENERAL: This is a non-personnel services contract to provide support services for Maneuver Support Center of Excellence (MSCoE) to execute its mission to analyze, provide recommendations, and develop course(s) of action (COA) to allow the government to integrate Counter-Improvised Explosive Device (C-IED) and Explosive Hazard (EH) considerations across the Warfighting Functions (WfF) (including protection), supporting the Army of 2035. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Background: Army’s participation and transition away from Overseas Contingency Operations (OCO) due to shrinking budgets has exposed capability shortfalls in the Army’s ability to address and develop innovative solutions towards C-IED, EH, and asymmetric threats. To address these shortfalls, U.S. Army Training and Doctrine Command (TRADOC) identified one C-IED organization, U.S. Army MSCoE, U.S. Army Engineer School (USAES), Counter Explosive Hazards Center (CEHC), to establish a C-IED Cell. CEHC developed the Strategic Support Division to lead selected MSCoE, TRADOC, and Headquarters, Department of the Army (HQDA) efforts, to identify and analyze immediate Warfighting Needs (WfN) of Soldiers and organizations engaged in MDO to assure their survivability, reduce their vulnerability, and improve their overall warfighting effectiveness in an era of little to no growth, and in some cases, with a reduction in organizational structure. CEHC accomplishes these tasks by utilizing AR 11-41, the Army C-IED Charter, the Army C-IED Strategy and the TRADOC C-IED Campaign Plan to identify, analyze, and characterize the critical survivability and vulnerability shortcomings (e.g., “capability gaps”) that hinder the ability of Army maneuver support forces to operate effectively in current operations. In addition to this role, CEHC is also responsible for leading and participating in efforts to find solutions that eliminate or mitigate survivability and vulnerability shortcomings of U.S. forces through the identification, evaluation, integration, and assessment of candidate solutions from across the domains of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities-Policy (DOTMLPF-P).
Hours of Operation: The contractor is responsible for conducting business, between the hours of 0630-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor at all times must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

Place of Performance:

The contractor shall perform services under this contract at the following locations:

CEHC, Fort Leonard Wood (FLW), MO
