W911S716B0009 Roofing Requirements Questions

1. In addition to the question below for the above solicitation line 66 is asking for pricing for a EPDM pipe boot, the quantity is 50 and the unit is for each (each boot individually), so if we supply a price for 50 pipe boots, which makes the individual price less expensive are we going to be held to that individual or “each” price if we were called to install just 1 pipe boot? Are we pricing for 50 boots or 1 boot?

A. Answer: Keep in mind that this is a Requirements Contract or Individual Delivery Individual Quantity (IDIQ). Quantities shown on the task list are not guaranteed to be issued on Delivery Orders. It is certainly a possibility that a single boot could be called for on a Delivery Order. Although it is expected that this will be in conjunction with a larger repair job most of the time.

2. Obviously, the price to send a repair tech out to replace 1 EPDM boot is much more expensive than replacing 50. If we are held to the “each” or individual price then I just want to make sure the price for 1 boot is correct.

Answer: Please see answer above.

3. Row 28 calls out providing liquid gutter seal. There is no clear direction on type or quantity of this product. Will a specification and quantity be provided?

Answer: See Section 07141, Paragraph 2.2.13. Quantity will be provided.

4. Lines 32 & 33 both have in the description to install either a fully adhered or mechanically fastened TPO roof system to include curbs and flashings. Is it the intention of this contract that we supply new curbs AND flashing or curb flashing only?

A. Answer: New curbs, but flashings are to be replaced or repaired to meet the warrantee for the whole roof system.

5. Line 45 calls out a snow rail system. Could a specification section be provided to give direction on this product?

A. Answer: Rail system must be as recommended by the roof manufacturer of roof installed. In addition, snow guards will be added to the Task List.

6. Line 48 calls out to remove and install coping but there was no gage and size of coping called out. Can direction and clarification be provided for this material?

A. Answer: Minimum gage for the coping is 18 gage aluminum, natural or factory painted to match existing.

7. Line 61 calls out removing and providing new roof drain. Will a specification and size be given to provide further clarification?

A. Answer: Most of our drains are 4” or 6” but the expectation of this contract is to replace existing for the same type and size. Material shall be cast iron.

8. In specification section 07311, Asphalt Shingles, section 1.5.2, the warranty requirement for an asphalt shingle roofing system installation is listed at five years. All other warranty requirements are called out as two-year duration. For asphalt shingles installation can the period be reduced to a two year duration?

Answer: No. This is a standard requirement for Government projects.

9. Specification 07412, Steel Ribbed Roofing, section 1.5.2, Metal Roof Manufacturer Warranty requires a 20-year watertight warranty. On a nail down roof, no manufacturer will provide a warranty of this duration. Will a shorter duration be allowed for a nail down roof situation?

Answer: No.

10. Can the duration of the no penal sum warranty identified in specification 07412, section 1.8.3, be lowered to a two-year duration?

Answer: No.

11. Specification 07530, EPDM Roofing, section 2.2.1 does not list a color for the membrane. What color is preferred?

Answer: White.

12. Specification 07530, section 3.5.4, includes all coping and trim units to complete the roof installation, should this have per line item pricing in the description?

Answer: No, this is an installation instruction not a quantity instruction.

13. Specification 07631, Gutters and Downspouts, section 2.1.2.2, states that gutters shall be 5” x 5” aluminum, not seamless with a thickness of .027”. Would a 7” seamless gutter with a .030 thickness be accepted?

Answer: Yes, but it will have to match the remaining gutter.

14. Specification 07631, Gutters and Downspouts, Section 2.1.3 calls out 3” x 4” downspouts. We feel that this is too small for a commercial application. Can a 4” x 5” downspout be used instead of the 3” x 4”?

Answer: Yes, but it will have to match the remaining downspouts.

15. Line 64, Task 60 requires elastomeric primer to contain a rust inhibitor. Line 65, task 61 has no rust inhibitor language in the primer requirement. We assume task 60 is for a new roof and task 61 is for a re-coat over existing coating. Is this correct?

Answer: Yes.
