Statement of work for Sensor Chips Real Time Swatch Evaluation

Background: Sensor Research Development Corporation (SRD) has provided 10 sensor module systems (SMS) and two laptops able to control and collect data from 5 SMS.

The SMS is a compact enough system to allow an individual swatch cell to be equipped with its own SMS eliminating the need for sample switching systems that larger monitoring equipment would require.

The purpose of this contract is to have SRD construct 10 sensor array chips that will integrate into the SMS and with the laptop make the SMS a functioning fully autonomous real time sensor.

Sensor Array Chip Development Tasks:

1.

Synthesis 10 sensor array chips that target response kinetics of GD and HD as an objective and GB and VX under ambient conditions and swatch test conditions (90% relative humidity and 90 degrees F). Requirements are listed below:

A.

SMS with chip installed must be able to measure permeations between 0.00083 µg/min and 2.0 µg/min with a sweep gas between 0.1 and 0.5 LPM. And objective goal is detect GB and VX at the previously listed conditions and GB, GD, HD and VX at up to 80% if the saturation of the compound in question.

B.

Sensor array chip must be compatible with the current SMS systems at Dugway Proving Ground (DPG). Any modification needed for the SMS will be done at no cost to the government.

C.

Sensor array shall respond and clear down in less than 30 seconds.

D.

SMS shall demonstrate capability to measure within 15% of the actual value.

E.

SMS shall provide 95% accuracy over the range of detection specified above.

F.

SMS shall be capable of 98 hours of operation after calibration. SRD will provide any necessary sensor calibration procedures

G.

SMS must be capable of operation for 98 hours after operational maintenance. Operational maintenance is defined as required maintenance procedures to prepare the sensors for each successive test trial, for example decontaminating, cleaning and checking the sensor, etc. SRD will provide maintenance procedures.

H.

SMS data shall be compatible with LabView software.

2.

Refine signal processing algorithm and program it to laptops designed to operate the SMS currently at DPG.

3.

Provide warranty that chips will able to be stored for up to one year and function under test conditions for 6 months. Pump, battery and all interfaces with the laptop must remain functional during this time and chip must not degrade below performance parameters indicated in task 1. Parts including the chip that fail within 1 year of storage and 6 months of testing will be replaced by SRD at no additional cost to the government.

Army Electronic Invoicing Instructions (Feb 2006) Contractor shall submit payment request using the following method(s) as mutually agreed to by the Contractor, the contracting officer, the contract administration office, and the payment office.

(2) "Department of Defense" (DoD) means the Army, Navy, Air Force, Marine Corps, and defense agencies.

(3) "Foreign flag vessel" means any vessel that is not a U.S.-flag vessel.

(4) "Ocean transportation" means any transportation aboard a ship, vessel, boat, barge, or ferry through international waters.

(5) "Subcontractor" means a supplier, materialman, distributor, or vendor at any level below the prime contractor whose contractual obligation to perform results from, or is conditioned upon, award of the prime contract and who is performing any part of the work or other requirement of the prime contract.

(6) "Supplies" means all property, except land and interests in land, that is clearly identifiable for eventual use by or owned by the DoD at the time of transportation by sea.

(i) An item is clearly identifiable for eventual use by the DoD if, for example, the contract documentation contains a reference to a DoD contract number or a military destination.

(ii) "Supplies" includes (but is not limited to) public works; buildings and facilities; ships; floating equipment and vessels of every character, type, and description, with parts, subassemblies, accessories, and equipment; machine tools; material; equipment; stores of all kinds; end items; construction materials; and components of the foregoing.

(7) "U.S.-flag vessel" means a vessel of the United States or belonging to the United States, including any vessel registered or having national status under the laws of the United States.

(b)(1) The Contractor shall use U.S.-flag vessels when transporting any supplies by sea under this contract.

(A) Noncommercial items; or

(B) Commercial items that--

(1) The Contractor is reselling or distributing to the Government without adding value (generally, the Contractor does not add value to items that it contracts for f.o.b. destination shipment);

The Contracting Officer will process requests submitted after such date(s) as expeditiously as possible, but the Contracting Officer's failure to grant approvals to meet the shipper's sailing date will not of itself constitute a compensable delay under this or any other clause of this contract. (2) Required shipping date;

(3) Special handling and discharge requirements;

(4) Loading and discharge points;
