Purpose
All RFP information (e.g., RFP, technical exhibits) are available on the Federal Business Opportunities website.
Eric Vokt and Jane Lemmon are the ONLY points of contact for this requirement.
Any remarks, explanations, or answers to questions at this conference shall not qualify the terms of the solicitation.
Terms of the solicitation shall remain unchanged unless they are formally amended in writing and issued by the Contracting Officer.
Questions during this conference must be submitted in writing to Jane Lemmon (jane.lemmon@us.army.mil) to be formally addressed.
General Information
All other questions should be submitted in writing no later than seven (7) calendar days prior to the closing date of the solicitation (28 July 2009). Questions received after that time may not receive a response.
The requirement is set-aside for competition amongst certified HUBZone small business concerns.
The information from today’s presentations, including a list of the participants, will be made available as an attachment on the Federal Business Opportunities website.

Provides the representation and certifications required by each offeror in response to the RFP. The offerors representations and certifications shall be completed online at the ORCA website.

Four (4) volumes are required: Mission Capability (Original + electronic copy); Past Performance (Original + electronic copy); Small Business Participation (Original + electronic copy); and Contract/Price (Original + electronic copy)

Section M: Evaluation Factors for Award
The Government will select the best overall offer, based upon an integrated assessment of Mission Capability, Past Performance, Small Business Participation, and Price Factors. The contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, as supplemented; whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation); and is judged by an overall assessment of the evaluation factors to represent the most advantageous to the Government.
As a basis for award, trade-offs between price and non-price factors are permitted. THEREFORE, THE GOVERNMENT RESERVES THE RIGHT TO AWARD TO OTHER THAN THE LOWEST PROPOSED PRICE.
The relative importance of each factor is as follows: The Mission Capability factor is significantly more important than the Past Performance and Small Business Participation factors. The Past Performance factor is approximately equal to the Small Business Participation factor. In accordance with FAR 15.304(e), all evaluation factors other than Price, when combined, are significantly more important than price.
The section identifies all the rating definitions for the mission capability, small business participation, and past performance factors.
Price will be evaluated for fair and reasonableness. The Government will evaluate the Offeror’s price proposal (along with the application of judgment) to determine how well the Offeror’s proposed price represents what the price of the contract should be, assuming reasonable economy and efficiency.
