Rapid Mobile Applications Development, W911S0-17-T-0001 Additional Questions from Amendment 001, November 14, 2016

1. Reference: Performance Work Statement, Part 1, paragraph 1.14.8 Video Game Designer

a. Issue: PWS states, “…experience developing successful Army Games For Training (AGFT) scoring DL that must have included successful development using VBS2 and VBS3”

b. Question: Could the Government clarify if developing video games using VBS2 and VBS3 is required for the current solicitation e.g. for mApp Category 4 or 5? RESPONSE: VBS2 and VBS 3 Development will not be required for this contract – developing in 3DS Max and possibly Maya will be and those models should be able to be utilized in VBS2 and VBS3 as reusable content. This is why we request a familiarity with those engines.

c. Question: If yes, the minimum requirements to run the VBS2 and VBS3 software is specified as a PC i.e. a desktop environment.

https://en.wikipedia.org/wiki/VBS3#Minimal_PC_Requirements Can the government provide additional details on this software and its mobile integration capability?

RESPONSE: N/A

d. Question: Also - VB2 and VBS3 are licensed products. Does the Government require us to include the license cost as part of pricing?

RESPONSE: N/A

2. Reference: Part 2, Performance Work Statement paragraph 2.1.14 Mobile Applications (mApps), paragraph 2.1.16 NATIVE and Q.7 Questions and Responses released 11/10/2014

a. Issue: PWS states, “…Native apps (Mobile Category 4-5) are written in the device specific programming language.” But response to Q.7 Q&A released on 11/10/2016 states “In the case of full app development, expectation is for delivery package to be done in HTML5 …”

b. Question: Does this mean that the mApp category 4/5 are NOT native applications?

c. Are mApp category 2/3 and mApp category 4/5 are both considered Hybrid mobile applications?

d. Question: If yes, what is the difference between mApp category 2/3 and mApp category 4/5?

RESPONSE: To clarify – preference is for all mobile applications to be cross platformed in HTML5. If this is possible in Category 4 and 5 then yes all will be HTML5. Issue that can possibly arise is that Category 4 and 5 with gaming and other higher order development being done, it may not be possible for it to work the same across all platforms so may need to be either developed in native languages or with a tool (like Unity or other gaming engine) that does cross platform capabilities.

3. Reference: Addendum to FAR 52.212-1, Instructions to Offers, E) Volume IV – General Information and Quality Control Plan, page 6; and Performance Work Statement, Part 1, paragraph 1.14, Key Personnel, page 3 and 4.

a. Issue: PWS provides eight (8) labor categories and states, “The following personnel are considered key personnel by the Government and their qualifications are listed below: “. This paragraph only requires names of PM and alternate. Issue: Instructions to Offerors states, "This section shall consist of ... resumes for all eight (8) Key Personnel listed in the PWS…. “As it reads, it appears the Government is asking Offerors to propose eight (8) personnel to meet the PWS requirements; one from each of the eight (8) labor categories listed in the PWS. However, names are only required per PWS for PM and alternate. As written Volume IV appears not to be an evaluation factor in this LPTA procurement since it has not been designated a factor.

b. Question: Could the Government clarify the instructions on including resumes under an LPTA evaluation where it has not designated resumes as an evaluation factor? Would the Government modify its requirement to submit only the Project Manager and alternate and require Offerors to provide resume for the remaining key personnel at contract start?

RESPONSE: YES

c. Question: If no, does the Government require a representative resume for each labor category regardless of the Offeror’s proposed staffing level?

RESPONSE: N/A

d. Question: If no, are Offerors required to submit a resume for every person it proposes under the eight (8) labor categories?

RESPONSE: N/A
