PERFORMANCE WORK STATEMENT

Performance Work Statement For the

Digital Capability Development Continuum for Improved Dismounted Soldier Experience

Dated March 29, 2018

1.0 Background

This Performance Work Statement (PWS) covers a multi-tiered approach to ensure soldier and warfighter user experience feedback is achieved throughout the rapid life cycle of information portrayal for dismounted leaders. The feedback required shall including advanced concept development, prototype development, procurement, and operations and maintenance. Nett Warrior (NW) and Tactical Assault Kit (TAK) systems provide dismounted leaders with improved battlefield visibility through increased lethality, command, control, communications and information sharing across various echelons. The integrated NW and TAK systems facilitate dynamic transmission of battlefield information and actively supports integration into the digitized battlefield. The Contractor shall support the Government, on at least a monthly basis for the purposes of prioritizing / managing fixed levels of funding and schedule timelines, reprioritization of on-going and planned Contractor software development, integration, and post deployment software support efforts to proactively stay aligned with changing Army and U.S. Army Special Operations Command (USASOC) needs in the dismounted Soldier tactical environment.

3.8.2 NW Language Support

The Contractor shall provide software engineering development and coding support with expert knowledge in C, C++, C#, JAVA, Linux, .NET, Python and Android operating system, focused on the development and integration of NW-related V3.0 products for the mobile/handheld devices and mission support equipment. The Contractor shall have the capability on short notice to obtain additional expertise in other commercial program languages and operating systems to support efforts under this PWS.

3.8.3 NW Server Solutions

The Contractor shall build upon the current Nett Warrior V3.0 Service Oriented Architecture (SOA) to ensure it works for both U.S. Army and USASOC users within the TAK ecosystem.

The solution must leverage benefits from the current NW TAK Server and the SOA framework.

The solution must continue to satisfy several key design requirements, including:

• Supporting any network scenario, from having internet access to being completely disconnected;

• Running on any platform, including Android End User Devices (EUDs) and servers;

• Leveraging industry standards and methodologies for communication and security.

The Contractor shall provide FEDRAMP (Level V) compliant server solutions for such things as Tactical Marketplace, Message Conversion, Extensible Backend, Certificate and Cellular Management, Onboarding, Analytics, Federation, Cross Domain Transfer, and other emerging technologies.

3.8.4 Tactical Marketplace

As the NW V3.0 (which is leveraging the TAK ecosystem) proliferates across organizations, numerous external entities will be building functionality to augment and extend the capabilities within NW, either through plugins or separate applications. It’s critical that these capabilities be shared, distributed, and updated easily without the need to physically touch the devices in the field. Providing an application on the NW end user device that can install or update apps models industry, and solves many of these challenges. The Contractor shall build upon the emerging NW Marketplace application suite and provide capabilities such as, but not limited to:

•Kits: Kits should allow the network administrators to define a specific set of applications that can be installed on the device. Each kit should be configurable to use a specific application version or the latest. As applications are federated across the ecosystem, organizations shall have the control they need to define what is available on the NW end user device;

•Reviews: Organizations shall have the ability to review app submissions before they are updated on a device. Using standard software interfaces, organizations should be able to define their own custom hooks for automated testing and build servers;

•Federation: The Marketplace servers shall support being connected together to share and distribute applications across multiple different organizations. Additionally, backend software shall support larger server systems or be able to run in a dismounted and disconnected environment;

•Versioning: The Marketplace shall support keeping track of app versioning interoperability and dependencies. If an application is dependent on another application being installed, the Marketplace should be capable of managing that dependency;

•Device Monitoring: Administrators can monitor individual devices and retrieve live status updates of which applications are installed or need updating.

3.8.5 Messaging and Message Conversion

The Contractor shall build upon existing chat capability developed by NW to combine messaging & chat into a single tool to simplify and enhance the user experience. A

Soldier must be able to share pictures, videos, files, as well as links to entities on the map. Data should be archived and searchable, providing the Soldier an incredibly flexible and reliable communications platform. Additionally the Contractor will support the development of message conversion within the NW 3.0 Service Oriented Architecture (SOA), providing a seamless solution for the end user.

The Contractor shall provide a solution that allows NW V3.0 external communication device drivers to function with minimal EUD performance degradation in the NW EUD application layer to remove the need to obtain custom images from smartphones manufactures to meet the PdM GSS objective of becoming NW becoming phone agnostic.

3.8.6 Extensible Backend

Multiple organizations with disparate requirements use NW running TAK making it difficult to satisfy all user requirements. Plugins allow these organizations to extend or customize functionality without modifying the core capability. TAK has numerous plugins developed by third-party developers that provide a vast range of capabilities. However, third-party developers currently have no ability to extend the back-end messaging support. The Contractor shall develop a solution that allows application developers to store and distribute information in their own data format. As such, a plugin from a third-party developer can leverage a server already provided by the larger TAK ecosystem rather than developing their own server system.

3.8.7 Certificate and Cellular Management

As the number of systems within the NW architecture increase it will become more challenging to manage credentials. Each EUD will have numerous client certificates and an LTE SIM card.

The Contractor shall provide a NW solution that provides an easy interface to get quick operational status of the EUDs as well as the ability to remotely disable the client certificates and LTE SIM card for a single system with a single button click. This solution shall be capable of remotely identifying and displaying cellular data usage as well other relevant and necessary information. The Contractor shall also assist PdM GSS in establishing a roadmap with the larger Army and DoD community to ensure this NW solution will migrate into the larger Army and DoD planned certification and cellular management ecosystem(s).

3.8.8 Onboarding

The Government envisions providing a Soldier a functional NW system should be as simple as handing them a blank EUD and allowing them to configure and setup the device without requiring Field Service Representative (FSR) on-site support. The Contractor shall develop an application that is intuitive to the user and walks the user through the configuration setup. The Soldier shall be able to authenticate themselves using a CAC, other certified forms of two-part authentication or pre-configured credentials. The Contractor shall also support development of other certificate or credential authentication mechanisms to further secure and simplify the Soldier environment.

3.8.9 Analytics

As NW proliferates throughout the Army, it will become increasingly important to understand how the Soldiers are utilizing NW, ATAK software and other TAK capabilities that could be tied back to NW. Analytics can be used to identify problem areas or heavily used features within an application. With this information, efforts can be focused on the problems that have the most effect on the Soldier.

The Contractor shall develop an analytics framework as part of the NW ecosystem. This framework should be backed by the NW V3.0 SOA infrastructure, and provide a mechanism for collecting and analyzing system metrics in real time. Metric collection should occur in the background and not interfere with any functionality. Examples of metrics that would be collected include, but are not limited to:

• Amount of time spent in each feature within an application or plugin;

• Amount of time required to complete specific tasks;

• Crash reports and problem areas;

• Mappings from roles to the use of specific functions within NW.

3.8.10 Federation

NW has been designed to operate across organizations and the current NW TAK server supports data federation across organizational boundaries. However, this data federation capability needs to be extended such that it can support complex network scenarios. The Contractor shall enhance and further develop the federation capabilities within the NW TAK and NW V3.0 SOA server infrastructure. This will include adding support for the NW Tactical Marketplace and Certificate Management tools to federate across different network topologies and organizational boundaries.

3.8.11 Cross Domain Data Transfer

The Contractor shall support the development, documentation and Army certification of a tactical cross domain (TACDS) solution that integrates within the NW V3.0 Services Oriented Architecture and supports a variety mission data transfer between Secure But Unclassified (SBU) and other classified security domains. The cross-domain mission data will be incrementally introduced over time and will include, but not be limited to, select Cursor on Target/eXtensible Markup Language (CoT/XML) and Variable Message Format (VMF) messages, including Position Location Information (PLI); configurable sensor message and C2 traffic (example – Electronic Warfare (EW)/Cyber, Unattended Ground Sensors) and; full motion video.

The Contractor shall support all phases of incremental TACDS message definition, validation, integration testing and Secret and Below Interoperability (SABI) assessment and authorization (A&A) accreditation. The Contractor will provide, in accordance with CDRL A004 and CDRL A005 respectively, a Cross Domain Configuration Management Plan and a Repeatable Authorization Process - Implementation Plan (RAP-IP) to ensure TACDS fieldings are configured, maintained and accounted per Army Cross Domain Management Office (ACDMO) requirements.

3.8.12 Electronic Warfare and Cyber

The Contractor shall support PdM GSS in the developmental and experimentation effort of the 2nd phase of the Dismounted Distributed Electronic Warfare system (DDEW) with NW. This will require coordination between multiple parties working the effort, including, but not limited to: Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S), NSRDEC, Communications-Electronics Research, Development, and Engineering Center (CERDEC), Commercial Vendors and other PdM GSS SETA support contractors. Additionally, the Contractor shall coordinate these developmental efforts (any release of information requires PdM GSS concurrence and shall be in compliance with Contract DD254 and security requirements) with various members of the Electronic Warfare TAK community to help drive a flexible, operationally effective and suitable NW material solution. The Contractor shall support follow-on NW EW & Cyber tasks, including continued improvements, and CONUS training support for dismounted NW EW & Cyber capabilities. The Contractor shall also support, as agreed to by PdM GSS, EW characterizations, evaluations and tests of various existing and emerging network transports and mobile technologies that integrate with or tied to NW.

3.8.13 NW TAK Integrator Support

The Contractor shall provide NW TAK integrators support. The NW TAK integrators are different from other PdM GSS SETA support contractor Field Service Representatives (FSRs) that support New Equipment Training and sustainment support for NW in the fielding. The NW TAK integrators are embedded integrators with the units that take existing and/or new NW capabilities the unit wants to integrate and make it work with NW / TAK ecosystems (e.g. future sensors/lasers, aerial relays, TACDS, cloud-based and local servers, commercial UAVs, etc.).

The Contractor shall provide NW TAK integrator support to ensure the success of the NW fieldings. The Contractor shall provide experts in technologies within the NW and TAK ecosystem and additionally, as needed, provide support to the program office NW Field System Representatives (FSR)s. The Contractor shall provide Field Service Engineers (FSEs) to assist the FSRs conducting the hands-on physical integration across the NW and TAK ecosystem. The Contractor shall accompany the units when training locally within the continental United States and outside the continental United States, as requested by the Government. Each OCONUS unit support deployment will require a separate approval from PdM GSS and COR prior to executing.

The Contractor shall send After Action Reports (AAR) and Executive Summaries (EXSUMs) after each exercise to capture issues and recommendations for PdM GSS. The Contractor shall conduct iterative assessments and demonstrations actions with operational units.
