Termiticide treatment will not be conducted in structures with crawl spaces containing HVAC ducts located in or beneath the floor or crawl spaces that serve as an air inflow plenum.
Termiticide treatment will not be conducted unless the approximate location of water and sewer lines, electrical conduits, and radiant heat pipes are known in order to prevent puncture and injection into these elements. The use of herbicides in or around child-occupied facilities is limited to spot-treatments only. The Contractor shall be responsible for any additional restrictions directed by the pesticide label, State regulations, or the COR.
5.8.1. Contamination. Particular care shall be taken to ensure that food, water, or other substances subject to ingestion are not contaminated by pesticides. The Contractor shall provide clean, uncontaminated plastic tarpaulins to protect items that could be contaminated by pesticide applications. If utensils, work surfaces, or machines used to prepare or dispense foods are inadvertently contaminated, the Contractor shall immediately clean the contaminated item or, if appropriate, dispose of the item when approved by the COR. The Contractor shall notify occupants if food-contact surfaces required cleaning after a particular pesticide application.
5.8.2. Threatened & Endangered Species. All Contractor pest management operations and pesticide applications shall be performed in accordance with the provisions of Federal and State compliance agreements. Coordination with DPW Conservation Branch shall be required for any pest control activities with the potential to impact protected plant and/or animal species.
5.8.3. Cultural, Historical, & Archeological Resources. Pest management techniques with potential adverse effects to historic properties (including, but not limited to, drilling/injection of pesticides, bird spikes, or exclusion screening) must be reviewed by EMD prior to implementation. Pest management techniques that include ground disturbance must first be analyzed by EMD for possible archeological impacts.
5.8.4. Pesticide Spills. All pesticide spills shall be contained and cleaned up in accordance with the NSSC Spill Contingency Plan and Armed Forces Pest Management Board (AFPMB) Technical Guide (TG) No.15. The Contractor shall immediately contain any pesticide spills, as defined by the ISCP, and report to the appropriate offices as required by the ISCP. Containment and disposal of waste material from pesticide spills will be addressed by a hazardous waste remediation contractor, at Contractor expense.
5.8.5. Child-Occupied Facilities. Pest control services for Child playground, and areas immediately surrounding these buildings shall only be performed when the children and staff are not utilizing the grounds. Classrooms shall require a minimum “reentry” time of four hours before children are allowed to occupy the area. The Contractor shall notify the proper authorities when reentry is allowed into the treated area and properly post signs indicating pesticide application data and reentry dates and times.
5.8.6. Environmental Review. In accordance with Army Regulation (AR) 200-1, the implementation of a pest management contract is a proposed action that requires environmental impact analysis under the National Environmental Policy Act (NEPA). The COR shall submit a Request for Environmental Analysis (Form FB 144-R) to EMD prior to initiation of the contract; subject-matter experts will review the contract Performance Work Statement for potential environmental impacts and provide the Contractor with guidance to avoid impacts in the form of an approved Record of Environmental Consideration (REC) that is returned to the COR.
