Section C - Descriptions and Specifications

USMC Next Generation Eye Protection Statement of Work

1. Background:

Combat eye protection is essential to preserving the vital sense of vision to Marines during both training and combat. Without proper protection, the eyesight can easily be compromised by blunt impacts, penetrating projectiles, abrasive brush, blowing debris, optical radiation and other factors. Injuries can range from temporary pain/irritation to permanent loss of sight, depending on the nature and degree of exposure. This susceptibility is compounded when operating in environments with increased risk of exposure to these hazards, such as during military combat and training.

Preservation of eyesight is essential to mission readiness and effectiveness. With the advent of improvised explosive devices, increased proliferation of optical radiation hazards, and other changes in battlefield dynamics over time, the need for technological improvements in eye protection is likewise needed. The goal of this effort is to provide Marines with the latest in eye protection technology, with increased protection, to ensure vision protection and readiness are preserved in an ever changing environment.

2. Requirements: The contractor shall furnish the necessary personnel, materials, facilities and other supplies/services necessary to develop the next generation of combat eye protection and associated data for the US Marine Corps. Eyewear designs shall provide protection from impacts, explosive devices, electromagnetic radiation hazards and threats, sand, wind, and dust. Primary focus is on protection for ground-based operations. Solutions shall target the requirements of MIL-PRF-32432 in performance, unless otherwise noted herein. Solutions shall be demonstrated in a spectacle and a goggle format leveraging eyewear platforms already in existence.

a. General Requirements: The contractor shall perform the following, the details for which are provided in the following section (Section 2.b):

(1) Design and produce eyewear kits with a suite of lenses that exceed currently established

MIL-PRF-32432 impact requirements, are of good optical quality, provide laser eye protection while minimizing impact to color perception, and offer passive light mitigating technology for varying lighting conditions. Lenses shall be interchangeable, and easily removed/installed by hand from/into the frame without the aid of tools. All deliverables must comply with the Berry Amendment and Buy American Act.

(2) Conduct quality assurance testing, and prepare/deliver quality assurance test reports documenting the performance of each possible configuration in the kit against the requirements set forth herein. All, or portions of, this testing may be conducted in-house if the contractor has the in-house capability and experience to do so. Testing of final deliverables shall be coordinated with the Government in the event the Government would like to witness final testing of prototypes

(3) Prepare and deliver detailed monthly reports, test reports, technical data package, and detailed final report

(4) Participate in post-award meeting as well as a readiness review prior to production of final prototypes. Participate in teleconferences as needed.

(5) Produce prototypes for delivery to the Government (see Specific Requirements for details and quantities)

(6) If the style of the eyewear prototypes is listed on the Authorized Protective Eyewear List (APEL), the frames delivered with the prototype quantities SHALL NOT be marked with the APEL logo for the purposes of this acquisition since the lenses contained in the prototype kits have not been formally approved.

b. Specific Requirements: Solutions shall target the requirements of MIL-PRF-32432 in performance, unless otherwise noted herein.

(1) Spectacles: The contractor shall develop spectacle eyewear kits with a suite of lenses that exceed currently established MIL-PRF-32432 impact requirements, provide laser eye protection while minimizing impact to color perception, and offer passive light mitigating technology for varying lighting conditions.

1. Concepts shall be demonstrated in a spectacle format.

2. All configurations shall be compatible with the Universal Prescription Lens

Carrier (UPLC) (NSN 6540-01-600-6532)

3. All configurations shall meet ANSI Z87.1

4. All configurations shall maximize durability in blast environments, to include fragmentation protection. Assemblies shall meet the requirements of MIL-PRF- 32432, except a 5.8 grain fragment simulating projectile at a velocity of 680- 700 feet/second shall be used for ballistic fragmentation testing, and each item shall be hit twice (once in the left ocular, and once in the right ocular, each impact being in the critical optical area). Retention during blast events and during rigorous activity shall be maximized.

5. At least one lens in the kit shall provide safe levels of Laser Eye Protection for commonly used hazard lasers currently fielded by the U.S. military that Marines are likely to be exposed to (ie, range finders, target designators, etc). These include the AN-PEQ-16 Integrated Pointer/Illuminator and AN/PEQ-17 Designator/Rangefinder. Designs, at a minimum, shall target the following hazard wavelengths and associated optical densities: 820-870 nanometers (objective 3.5+ OD, threshold 3.0 OD), 1064 nanometers (objective 5.5+ OD, threshold 5.0 OD), 605-665 (objective 1.0-2.0 OD, threshold 0-1 OD).

Technologies that result in lenses that are as close to clear or neutral grey as possible are desired, while minimizing cost. Protection against additional wavelengths that may be encountered during deployments is desired. Impact on color perception shall be minimized to the maximum extent possible for each lens solution when assessed using the Farnsworth-Munsell 100-Hue Test when viewed under Daylight 75 lighting conditions. Transmittance, chromaticity, and neutrality with respect to MIL-PRF-32432 shall be measured and documented.

The kit shall provide feasible solutions(s) for both daytime and nighttime use (single lens solution desired, such as through integration of laser hazard protection with a robust photochromic technology with at least 40% swing in transmittance). Solutions to be used during nighttime operations shall maximize scotopic and photopic luminous transmittance (70% objective, 50% threshold), and be compatible with the use of image intensifiers/night vision goggles.

Solutions shall maximize resistance to solar radiation. The maximum number of solar radiation cycles that the product is capable of withstanding without more than a 5% change in luminous transmittance shall be assessed and reported on (up to 10 cycles, in accordance with MIL-PRF-32432).

6. One lens in the kit shall provide passive light mitigation for varying lighting conditions. This shall be accomplished through the use of gradient, photochromic, or combination gradient/photochromic (desired), technology.

Gradient designs are those that vary light transmittance from low (dark tint) to high (clear) over the vertical height of the lens, creating a gradient effect.

Gradient/photochromic designs are those that combine a gradient with photochromic lens technology. Solutions shall shield the eye from overhead sunlight in both vehicle and outdoor settings. Gradients shall be positioned with respect to the pupil so as to minimize interference with vision when transitioning to indoor settings.

i. Solar radiation. Products shall maximize ability to withstand exposure to solar radiation, and be assessed in accordance with the procedures set forth in MIL-PRF-32432. The maximum number of solar radiation cycles that the product is capable of withstanding without more than a 5% change in luminous transmittance shall be assessed and reported on (up to 10 cycles, in accordance with MIL-PRF-32432). Solutions that incorporate the use of photochromic technology shall be measured in both the light state and the dark state after exposure. Measurements shall be taken in the critical optical area.

ii. Transmittance:

1. Photochromic technology: Transmittance shall have at least a

40% swing from light to dark states and vice versa, with the majority of the transition occurring in less than 30 seconds.

Solutions with greater than 50% swing are desired.

Measurements shall be taken in the critical optical area.

2. Gradient technology: The gradient shall transition smoothly over the surface of the lens with the uppermost region of the lens beginning in the 12-20% transmittance range, the critical optical area (as defined in MIL-PRF-32432) of the lens being in the 40- 50% transmittance range, and the lower region of the lens fading toward clear, preferably greater than or equal to 70% transmittance. Measurements shall be made by spectrophotometer, or other suitable means, in each of these regions.

3. Combination gradient-photochromic technology: Transmittance shall target the above gradient conditions in the clear state.

Activation of the photochromic by natural sunlight shall be such that the entire lens darkens toward a sunglass state. Designs shall target a luminous transmittance of 18% or less in the critical optical area for a fully transitioned lens.

g. Spectacles shall be Black 357, and meet the requirements for shade as specified in MIL-

PRF-32432

(2) Goggles: The contractor shall develop goggle eyewear kits with a suite of lenses that exceed currently established MIL-PRF-32432 impact requirements, provide laser eye protection while minimizing impact to color perception, and offer passive light mitigating technology for varying lighting conditions

1. Concepts shall be demonstrated in a goggle format.

2. All configurations shall be compatible with the Universal Prescription Lens

Carrier (UPLC) (NSN 6540-01-600-6532)

3. All configurations shall meet ANSI Z87.1

4. All configurations shall maximize durability in blast environments, to include fragmentation protection. Assemblies shall meet the requirements of MIL-PRF-

32432, except a 17 grain fragment simulating projectile at a velocity of 590-600 feet/second shall be used for ballistic fragmentation testing. Each item shall be hit three times (once in the left ocular, once in the right ocular, and once at the center, in accordance with MIL-PRF-32432). Retention during blast events and during rigorous activity shall be maximized.

5. At least one lens in the kit shall provide Laser Eye Protection as described in paragraph 2.b.(1) e. above (i.e., same laser protection requirements as the spectacles).

6. One lens in the kit shall provide passive light mitigation for varying lighting conditions as described in paragraph 2.b.(1) f. above (i.e., same passive light mitigation requirements as spectacles).

7. Goggle straps and sleeves shall have a pH between 5.0 and 8.5 when tested in accordance with AATCC TM 81 “pH of the Water-Extract from Wet Processed Textiles”

8. Goggles shall be solid Tan 499 in color, and meet the requirements for shade as specified in MIL-PRF-32432.

(3) Testing: Prototypes shall be tested for impact performance (in accordance with the test methods as defined in the ballistic fragmentation section of MIL-PRF-32432 except that the velocities shall be adjusted in accordance with the above requirements), and the performance documented for each configuration. At least one configuration shall be tested with the UPLC for ballistic fragmentation such that performance both with and without installation of the UPLC is demonstrated. ANSI Z87.1-2010 performance shall also be measured and documented for each configuration. At least one configuration shall be tested with the UPLC for ANSI Z87.1 such that performance both with and without installation of the UPLC is demonstrated. The following additional performance characteristics shall also be tested for each configuration in accordance with MIL-PRF- 32342, and documented accordingly: weight, haze, Optical Distortion, Ultraviolet Absorption, Luminous Transmittance (in the critical optical area, as well as in the upper region and the lower region of lenses with a gradient); Chromaticity and Neutrality (in the critical optical area), chemical resistance (MIL-PRF-32432 chemicals as well as a qualified sunscreen as an additional chemical for testing, such as United Spirit of America Broad Spectrum SPF 50 UVA/UVB Protection Sunscreen, Vanicream Sunscreen SPF 50+ NDC 45334-356-04, or Aveeno Natural Protection Sunscreen Lotion With SPF 50 NDC 58232-0806 ), environmental resistance (temperature, solar radiation, humidity/adhesion), and abrasion resistance. Samples utilizing a secondary non-powered light mitigation solution, such as photochromic technology, shall be characterized for transmittance and transition speed over time from light-to-dark and dark-to-light states. Laser lens configurations shall also be tested for optical density (OD) in accordance with ANSI Z136.7 (2008) for Testing and Labeling of Laser Protective Equipment. The contractor shall also document minimum lens thickness and thickness at the optical center for each type of lens. Sample size for ballistic fragmentation testing for each configuration is 10 samples for each configuration. All other tests shall use a minimum sample size of three. All test methods, results for each sample, and all observations shall be documented in a laboratory report for each sample tested. For those tests involving numerical readings, test results shall include the numerical value and not simply a pass/fail.
