FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division. 15 General Greene Avenue, Natick, MA 01760.
2. Description of Action: US Army Combat Readiness Center (USACRC) requests a firm fixed price new contract with Vencore Services and Solutions, Inc. The Government projects an award for September 2016 and fiscal year 2016, Army Operations and maintenance funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
This action is a follow-on to contract W911QY-15-P-0399. That contract was not competed under authority of FAR Part 13.106-1(b)(1) Solicitations may be limited to one source only if the contracting officer determines that only one source is reasonably available. Paragraph, “Actions to Increase Competition” was not a required field as the previous acquisition was completed under the authority of FAR Part 13 and not FAR Part 6.
3. Description of Supplies/Services: The U.S. Army Combat Readiness Center (USACRC) Digital Collection, Analysis and Integration (DCAI) Lab uses SimAuthor's FlightViz and Flight Analyst software programs to develop accident animations of aircraft, unmanned aerial vehicles (UAV), and ground vehicles utilizing data from Digital Source Collection Devices (DSC). A DSC, like a flight data recorder on an aircraft, collects data during routine operations and also during accidents. The DCAI Lab uses the FlightViz and Flight Analyst software programs to develop accident animations from the data downloaded from the DSC. These animations are used by multiple Army Commands in numerous briefings and training/programs throughout the Army aiding in accident reduction and improving training.
This contract will renew the annual maintenance and software support for SimAuthor's FlightViz and Flight Analyst software programs. Sim Author is a subsidiary company under Vencore Services and Solutions. This contract will also develop and deliver new and upgraded cockpit models as well as terrain models per the following list:
- Update the existing nine (9) 3D aircraft models used in the animations to the current Flight Viz 7.0 software version.
- Build seven (7) new 3D aircraft models, when complete, all current Army aircraft will have a 3D model for use in the animations.
- Build two (2) new UAV 3D models and one (1) UAV 3D model upgrade.
- Build eleven (11) ground vehicle 3D models for use in the animations.
- Upgrade the instrument models for the seven (7) existing aircraft and build six (6) new aircraft instrument models. (The same Instrument model can be used on two (2) of the aircraft).
- Build one (1) instrument model for use with all 3 UAV’s. (Same model can be used for all three UAV 3D Models – MQ-1, MQ-5, and RQ-7).
Program/Equipment:
Version – MAY 2016 FOR OFFICIAL USE ONLY
- Build nine (9) ground vehicles instrument models. (Two of the vehicles have the same instruments so the DCAI Lab requires only 9 ground vehicle instruments).
- The aircraft, unmanned aircraft systems, and ground vehicle 3D and instrument models need to be developed/upgraded to correctly reflect the current aircraft, unmanned aircraft systems, and ground vehicle instrument panels.
- SimAuthor will provide seven (7) 25 square nautical mile areas and seven (7) 50 square nautical mile areas at 1 meter resolution for a total of 14 areas. These areas will allow the DCAI Lab to accurately show the animation over the exact terrain where the accident occurred and in a resolution that will clearly display the actual terrain. These 14 areas were selected by the DCAI Lab based on accident history and represent areas within the major U.S. Army installations.
- SimAuthor will create a new View3D object in FlightViz which will depict an overhead view of the aircraft flying over the maps. The 3D scene will zoom in/zoom out and will incorporate various map resolutions as a function of the zoom level. Maps incorporated will be those supported within the Army mapping program.
- SimAuthor will incorporate in the FlightViz Multi-Audio Playback object the capability to delay the start of recorded audio WAV files. Resolution of the delay will be 0.01 seconds.
This will allow accurate synchronization of the audio data from the cockpit voice recorder with the flight data from the Flight data recorder in the animation.
- Provide Flight Analyst Setup, Integration and Training. This includes creating a data loader, templates, and Analysis Packages and Events.
- Conduct a 2 week training course at Fort Rucker for Flight Analyst and a refresher for FlightViz.
Period of Performance: 22 September 2016 to 21 September 2019 Total Value: $1,342,114.27
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Vencore Services and Solutions is the only company with commercial software programs that can meet USACRC’s mission requirements because their software programs have been customized to DoD specific vehicles.
In 2004 the Department of Training and Doctrine (DOTD) at Ft. Rucker, Alabama reviewed multiple Military Flight Operations Quality Assurance (MFOQA) software programs for use within the U.S. Army aviation fleet. The DOTD selected SimAuthor’s, FlightViz and Flight Analyst software programs for the MFOQA demonstration. As a part of the DOTD demonstration the U.S. Army Combat Readiness Center (USACRC) Digital Collection, Analysis, and Integration (DCAI) Lab received a license for both the FlightViz and Flight Analyst programs. Sim Author is a subsidiary company of Vencore Services and Solutions.

Since 2004 the Government has purchased upgrades and add-ons to SimAuthor's FlightViz and Flight Analyst software programs, which have customized the software to meet the USACRC's needs. One example of this customization is the ability to recreate an image of actual cockpit instrument displays for several aircraft utilized by the Department of Defense. Market research has demonstrated that there are other commercial software programs available from and , however, only SimAuthor's FlightViz and Flight Analyst software programs contains specific required add-ons that have been developed and paid for by the Government since 2004.
Since the Government has paid for the development of the add-ons, which are specific to these software programs and are not compatible with other software programs, selecting alternate software programs would result in substantial duplication of cost ( -
) that is not expected to be recovered through competition. During the market research phase, the Government obtained quotes from and
, which is the basis for the estimated duplication cost. In addition to paying duplication costs, customizing new software programs could take up to a year and would result in unacceptable delays in fulfilling USACRC's mission requirements.
FlightViz and Flight Analyst are commercial software programs, which Vencore Services and Solutions owns the data rights. The Government has paid for customized add-ons to the commercial software, however, those add-ons are only compatible with the FlightViz and Flight Analyst software programs. The Government pays for a license to use the software programs and has not attempted to purchase the software data rights because it does not have the resources or knowledge to maintain the software systems.
If this J&A is not approved, USACRC will fail in its mission to aid in accident reduction and improve training throughout the Army.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered. In addition the Government conducted market research to see if there are other commercial software programs available that could replace the current FlightViz and Flight Analyst programs. Two other software programs from and were identified, however, since the Government has paid for the development of add-ons, which are specific to the current software programs and are not compatible with other software programs, selecting alternate software programs would result in substantial duplication of cost ( - ) to the Government that is not expected to be recovered through competition. In addition to paying duplication costs, customizing new software programs could take up to a year and would result in unacceptable delays in fulfilling USACRC's mission requirements.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: Subcontracting competition will be achieved by requiring Vencore Services and Solutions to submit a subcontracting plan in accordance with FAR Part 19. The Government will review their plan and ensure the prime Contractor will obtain as much competition as possible in its subcontracting.
Program/Equipment:
Version – MAY 2016 FOR OFFICIAL USE ONLY
7. Actions to Increase Competition: This contract is a follow-on to previous contracts for the FlightViz and Flight Analyst software programs. In the event that these software programs no longer meet USACRC's needs, competition for new software programs will be sought to the maximum extent practicable.
8. Market Research: The U.S. Army Combat Readiness Center (USACRC) Digital Collection, Analysis, and Integration (DCAI) Lab (Specifically , Data Analyst, in August 2016) performed a web search for aircraft animation/analysis programs and found two flight animation/analysis vendors. The two vendors are and
. Both vendors required that the USACRC purchase their software program and then they would build the aircraft/UAV/Ground Vehicle3D and instrument models for their software. They would also need to build the Terrain Data, the Moving Map, and the Audio Synchronization that is in the current SimAuthor software programs. Additionally, the USACRC DCAI Lab would need to purchase their software program that is equivalent to SimAuthor’s Flight Analyst program. basic costs for the software licenses, additional installs, basic Instrument Suites, Data Mapping and a Flight Analysis Program would be . verbally provided a quote of approximately for their software programs. USACRC requested a written estimate but they did not receive one. If the Government paid or , it would provide the DCAI Lab with the same capabilities that it has today with SimAuthor and does not include the new 3D models and new instrument models that are part of the new contract. It also does not include the cost to train the DCAI Lab personnel on their software programs. The market research concluded that there are other software programs available, however, since the Government has already paid to have Sim Author's FlightViz and Flight Analyst software programs customized to specific DoD vehicles, selecting a new software program would result in a substantial duplication of customization cost ( - ) to the Government.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), a sources sought notice was posted to Federal Business Opportunities) on 7 September 2016 for 15 days ,however, no contractors have responded.
