About this file
This document is a Performance Work Statement (PWS) for a service and maintenance agreement for Gamma Radiation Detection Equipment used by the Army Research Laboratory (ARL) at the Aberdeen Proving Grounds and Adelphi Laboratory Center.
The PWS requires the contractor to provide one base year of service and maintenance for two High Purity Germanium Gamma Spectroscopy units and two Alpha/Beta Gas Flow Proportional Counters used for radiation survey and analysis, with options for four additional years. The maintenance agreement includes unscheduled on-demand maintenance, installation of engineering changes and system updates, and two scheduled preventative maintenance visits per year. The PWS also outlines access and security requirements for contractor personnel on Army installations. This PWS is referenced in a related federal contract opportunity, Solicitation Number W911QX-24-Q-0152, which intends to solicit only Gamma Products Inc. for this requirement.

Performance Work Statement (PWS)
Service and Maintenance Agreement for Gamma Radiation Detection Equipment
May 1,, 2024 C.1 Background
The Army Research Laboratory (ARL) has two (2) broad scope Nuclear Regulatory Commission (NRC) licenses for usage of radioactive materials to support Army missions across ARL Aberdeen Proving Grounds (APG) and Adelphi Laboratory Center (ALC). These licenses require routine and special contamination surveys, environmental surveys to include soil, water, vegetation, and air sampling analysis. These surveys occur on a monthly, quarterly, annually, and weekly basis and are analyzed at the onsite Radiation Counting Lab.
C.2 Objective
ARL requires continuation of a maintenance program for the routine and emergency maintenance on all Gamma Products Radiation Detection Equipment to remain in compliance with survey analysis per ARL NRC Licenses and Army Regulations. This lab consists of two (2) High Purity Germanium (HPGe) Gamma Spectroscopy (G3000 Serial # 8902, and G3000 Serial #059301) units for identification and/or quantification of radionuclides by analysis of the gamma-ray energy spectrum produced in these gamma-ray spectrometers, specifically utilized for soil sample, vegetation, and water analysis. This lab also houses two (2) Alpha/Beta Gas Flow Proportional Counters (G5000 Serial # 06160R /G5020C, and G5000 Serial # 061602R /G5020-100T) used to check for radioactive contamination at routinely monitored facilities, special items and areas, and air sample analysis.
C.3 Requirements C.3.1 Upon receipt of award, the Contractor shall provide one (1) base year of Gamma Radiation Lab Equipment service and maintenance to remain in compliance with survey analysis per ARL NRC Licenses and Army Regulations for:
a. Two (2) High Purity Germanium (HPGe) Gamma Spectroscopy: G3000 Serial # 8902, and G3000 Serial #059301
b. Two (2) Alpha/Beta Gas Flow Proportional Counters: G5000 Serial # 06160R /G5020C, and G5000 Serial # 061602R /G5020-100T C.3.2 The maintenance agreement shall include:
C.3.2.1 Maintenance on an unscheduled, on-demand basis when notified of equipment malfunction.
C.3.2.2 Installation of engineering changes and/or system updates and replacement of parts deemed necessary by Gamma Products, Inc. on an exchange basis.
C.3.2.3 Two (2) scheduled preventative maintenance visits per year.
C.3.3 The maintenance agreement shall exclude:
C.3.3.1 Damage to detector window a/b systems only.
C.3.3.2 High background due to contamination.
C.3.3.3 Improper electrical service.
C.3.3.4 Misuse or neglect.
C.3.3.5 Problems arising from service performed by unauthorized personnel.
C.3.3.6 Lightening damage.
C.3.4 The Contractor shall perform all contract requirements within PWS section C for four (4) additional option years to be exercised solely at the Government’s discretion.
C.4 AT-OPSEC Requirements
C.4.1 This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated Subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements from Federal Acquisition Regulation 52.204-9 Personal Identity Verification of Contractor Personnel as directed by Department of Defense (DoD), Headquarters of the Department of the Army (HQDA) and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.
C.4.2 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index(NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local Security policies and procedures (provided by Government Representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
