Synopsis – J&A for Other than Full and Open Competition

1. Class Code: 59

2. NAICS Code: 541511

3. Subject: NOTICE OF INTENT TO SOLE SOURCE - Software and Gateware for the Sayma v2.0 printed circuit board.

4. Solicitation Number: W911QX-19-Q-0060.

5. Set-Aside Code: NA

6. Response Date: 07/22/2019

7. Place of Performance:

US Army Contracting Command – Adelphi Laboratory Adelphi Contracting Division

2800 Powder Mill Rd Adelphi, MD 20783

8. Description:

The Quantum Science Branch (FCDD-RLS-EQ) in the Sensors and Electron Devices Directorate (SEDD) at the Army Research Laboratory (ARL) requires a software development Contractor with extensive knowledge of existing infrastructure used in SEDD laboratories including the Advanced Real-Time Infrastructure for Quantum physics operating system (ARTIQ OS), Sinara hardware, Sayma Smart Arbitrary Waveform Generator (SAWG) and the Sayma printed circuit board (PCB) version (v) 1.0. This Contractor will provide support for the forthcoming Sayma printed PCB v2.0.

ARTIQ is an open source software platform for managing complex automated experiments. Sinara is an ecosystem of PCBs and open standards designed explicitly for the ARTIQ OS that provides functionality including waveform generation, waveform digitization and logical input/output. The Quantum Science Branch purchased ARTIQ components via a previous contract from the preferred vendor, M-Labs Limited (Contract No. W911QX-16-P-0013), which allows SEDD physicists to perform a variety of intricate and complicated quantum physics experiments.

However, low-cost, many channel, phase synchronous waveform generators suitable for next-generation quantum information experiments and compatible with ARTIQ do not currently exist in the marketplace. Such waveform generators are required by the Government for future experiments in the Quantum Science

Branch. To meet this need, ARL supports the development of the Sayma v2.0 PCBs and software for integration with ARTIQ.

M-Labs Limited developed the core of ARTIQ in a partnership with the National Institute of Standards and Technology (NIST) from 2013 to 2016, providing M- Labs with an intimate knowledge of ARTIQ at a level that far surpasses any other entity. The learning curve for an alternate vendor to become familiar enough with the ARTIQ codebase to support Sayma v2.09 is substantial, spanning at least six

(6) months full-time work. Using an alternate vendor would derail the tight development schedule required by the Government and risk experimental continuity. Furthermore, use of a different vendor to extend ARTIQ support to Sayma v2.0 risks repeating errors learned by M-Labs in the work to support Sayma v1.0.

Proper knowledge of ARTIQ is a crucial requirement for the work in this contract.

Due to M-Labs’ foundational role in development of ARTIQ, its intimate knowledge of the current ARTIQ codebase and the Government’s pre-existing investment in ARTIQ components developed by M-Labs, M-Labs is the only vendor capable of meeting the Government’s minimum requirement

Based on the aforementioned, the United States Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.501, Only One Responsible Source based on compatibility requirement. The Government intends to solicit and negotiate with M-Labs Limited, 5/F Yat Chau Bldg. 262 Des Voeux Road C, Sheung Wan, Hong Kong, China, for Software and Gateware for the Sayma v2.0 printed circuit board.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

The Government does not intend to use Part 12 for this acquisition.
