2. PROPOSED CONTRACTOR/MANUFACTURER:

Cortech Solutions Inc., 1409 Audubon Blvd, Suite B1, Wilmington, NC 28403

DUNS: 826863354

CAGE CODE: 53NK5

3. ESTIMATED TOTAL VALUE: Basic contract:

4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL

AND OPEN COMPETITION: FAR 13.106-1(b)(1)(i); The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

The Army Research Laboratory’s (ARL) Human Research and Engineering Directorate (HRED) currently owns multiple laboratory grade systems for recording electroencephalography (EEG) that need to be properly maintained to ensure optimal data quality to meet both mission and customer program requirements for ARL-HRED’s Human Sciences Campaign. In order to maintain the highest data quality, components of our existing laboratory grade EEG system must be upgraded regularly as they show signs of wear and signal degradation. The electrodes degrade naturally overtime with use.

Only Biosemi brand parts and accessories are compatible with our current Biosemi ActiveTwo EEG systems. The Government would also experience a duplication of costs to buy new EEG systems (Approx. Over $500k to replace all systems) rather than to maintain our current systems via purchasing new parts included in this order originally upgraded on historical contracts: W911QX-05- P-1119, W911QX-10-P-0429 & W911QX-12-P-0301 with the total sunk value of modular upgrades at $150,818.02 in addition to the initial value of the EEG systems. In addition to maintaining the equipment located at Aberdeen Proving Ground, MD, ARL is opening new campuses on the west coast. These new campuses will be an extension of the Human Research and Engineering Directorate and have a complimentary mission, which also requires recording EEG. In order to maintain consistency in data collection and processing across campuses, a new Biosemi AcitveTwo EEG system that will be housed at the ARL west campus is also being purchased. Cortech Solutions LLC is the only US vendor of these items.

6. MARKET RESEARCH CONDUCTED/EFFORTS TO OBTAIN COMPETITION:

Market research was conducted July of 2016 by research scientist, with ARL-HRED. has a doctorate in human movement science and an M.S. in biomedical engineering, has over nine (10) years experience conducting research and has over four years experience specifically conducting research incorporating neurophysiologic measurements (EEG). Market research was performed using the internet and talking to other professionals in the field that use similar equipment. Subject matter experts within the government were

ARL-HRED and

ARL-HRED.

Only Biosemi brand parts and accessories are compatible with our current Biosemi ActiveTwo systems. It is more expensive to buy new EEG systems (Approx. $500k to replace all systems) than to maintain our current systems via purchasing new parts included in this order. Cortech Solutions LLC is the only US vendor of these items. A sole source document from the vendor has been attached.

7. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
