4. Authority Cited:
41 U.S.C. 1901(e)(2), implemented by FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited:
The Government requires one (1) atom probe microscope system to advance research studying a diverse range of materials where the scale of the research is performed on the atomic level. Consequently, ARL must possess characterization tools to perform such research and continue to engineer the next generation of materials for the Warfighters. The atom probe provides unique capabilities by providing a 3-dimensional reconstruction of specimens with sub-nanometer spatial resolution (~0.1-0.3 nm
Supply: One (1) Atom Probe resolution in depth, z-axis, and 0.3-0.5 nm laterally, x and y axis).
requires a superior success rate of testing materials (specifically, metals, semiconductors and insulators) to meet the mission of performing the both fundamental and applied research and development in metals creating transformational metallic systems. Adding an atom probe to increases the spatial resolution provided by analyzing materials critical in supporting the soldier and meeting mission deliverables. Furthermore, an advanced atom probe simultaneously yields highly accurate compositional data due to the chemical sensitivity. needs this chemical sensitivity in studying mission critical materials such as Boron Carbide, nanostructured metals, and composite structures. The mass resolution for the atom probe system at full width at half maximum (FWHM), full width at tenth maximum (FWTM), and full width at one percent maximum (FW1%M) are 1:1000, 1:475, and 1:275 respectively for a standard Aluminum specimen.
Additionally, recent advancements in the atom probe system have made the analysis of non-conductive materials systems specifically ceramic and oxide systems possible and of interest to the Army. This is achieved by incorporating a UV laser with a tightly focused spot within the system; the laser also enables exceptional mass resolution as well. Another advancement is the laser system having a maximum pulse rate of 500 kilo-Hertz (kHz). These advancements are conveyed by the atom probe’s ability to analyze lower atomic number elements due to its equal chemical sensitivity, which other chemical analysis techniques lack making quantification of lower atomic number elements much harder. specifically needs these capabilities to advance the study of lightweight armor materials that are a critical component of mission funded programs.
mission requires advances in the capability of non-conductive materials, to advance this capability requires a better understanding of the atom and how it sputters;
this requirement allows to view the atom as a three-dimensional molecule and understand the location of the atom in relationship to the beam which is crucial to meeting this mission.
This findings from above may have far-reaching implications into unknown research segments by being directly input into simulations to more accurately model the systems and provide better predictive models, also vital to numerous computational based mission programs. Advancements in both the laser and voltage capabilities, a maximum data collection rate of four (4) million ions per minute is achievable for the atom probe system. This large acquisition rate is required by provides a more complete understanding of novel materials developed at ARL under various mission programs.
Without these advances specifically a short wavelength laser system with a higher energy level and finer point resolution, the Army would not be able to analyze all the materials it is interested in studying. This effort applies to studying ceramic systems, which are not electrically conductive and require the additional energy provided by the laser to cause field evaporation of the atoms, used for armor applications, as well as oxides, that form in metal systems, used to stabilize the metals above their typical application range.
Supply: One (1) Atom Probe As an alternative to an atom probe system, research was conducted into the atomic force microscope (AFM) which does not have any capability to provide either analysis in three-dimensional volumes of material (the AFM analyzes surface features only); nor is an AFM able to provide both imaging and chemical analysis (AFM) provides imaging only). This fails to adequately address the mission requirements of .
The analysis of specimens can be performed in either voltage or laser mode, but in either operating condition the analysis chamber has a base pressure less than 1E-10 with a minimum specimen temperature of 25 degrees Kelvin.
conducted extensive market research (See Section 8) on the atom probe system, which led to the conclusion that these capabilities as well as those listed in the prior four (4) paragraphs eliminate all other current characterization tools/equipment leaving only the Cameca LEAP 5000 XR or the Cameca LEAP 5000 XS. This is because it can analyze the widest array of materials with the desired level of spatial resolution and mass resolution required by the Government. No other entity can fulfill the requirement of the Government.
Due to the aforementioned, Cameca Instruments, Inc. is the sole vendor that can satisfy the Government’s requirement.
6. Efforts to Obtain Competition:
Based on the market research performed by the TPOC (See Section 8), no other vendor other than Cameca Instruments, Inc. were found to fulfill the Government’s requirement of providing a characterization tool that can analyze the widest array of materials with the desired level of spatial resolution and mass resolution. Zero (0) competitors responded to the Sources Sought Synopsis that was posted to FedBizOpps (FBO) on 5 August 2016.
Cameca Instruments, Inc. is the only company that manufactures and sells the LEAP 5000XR and LEAP 5000XS atom probe systems. Market research found a potential competitor in Imago Scientific Instruments; however it was later found that Ametek, Cameca’s parent company, purchased Imago Scientific Instruments and attached it to Cameca forming one company Cameca. Imago Scientific Instruments was the only other company with the technology to produce a functioning atom probe system.
Cameca has proprietary manufacturing rights, is the original equipment manufacturer, and currently has no other distributors.
In accordance with FAR 5.201, a synopsis was posted to FBO with a closing date of 23 September 2016. To date, no other vendors have expressed interest. The synopsis and the posting of this J&A will provide the general public knowledge of the types of requirements at ARL by demonstrating the unique capabilities offered by Cameca. This in of itself provides potential for future competition as other sources may commercially develop competing technologies in order to meet the research into non-conductive materials at the atomic and subatomic level.

Supply: One (1) Atom Probe Due to the aforementioned, the Government will pursue this action under FAR 13.501(a), where the Government has found only one responsible source and determined no other supplies or services will satisfy agency requirements.
7. Actions to Increase Competition:
The Government will continue to perform market research to locate other sources with the capability to provide a comparable atom probe. The Government will also continue to explore related technology efforts throughout the field as analysis of non-conductive materials continue. Actions taken to increase competition for future acquisitions of similar atom probe systems by the Government will include but not be limited to drafting of detailed requirements for the proposed acquisitions, comprehensive market research to identify potential offerors, and when applicable, attendance at vendor equipment demonstrations at technical seminars and trade shows. Before future acquisitions can be accomplished, the market will be continually surveyed to determine whether another manufacturer has emerged that may meet the Army requirements, thus permitting the use of full and open competition. As soon as the Government becomes aware of other sources with the capability to meet Government requirements, technical capability evaluation will determine if these probe manufacturers offer a suitable product for competition.
In addition to the aforementioned Sources Sought notice that yielded zero (0) responses, market research was also conducted on atomic force microscope (AFM) which does not have any capability to provide analysis in three-dimensional volumes of material (the AFM analyzes surface features only).Additionally, AFM is not able to provide both imaging and chemical analysis (AFM provides imaging only). This fails to adequately address the mission requirements of .
ARL will continue to search the marketplace to increase competition by attending conferences/exhibitions, reviewing trade journals, World Wide Web (WWW) research and through open discussion with industry and academia experts. Before future acquisitions, the market will be continually surveyed to determine whether another manufacturer has emerged that could meet the Army requirements, thus justifying the need for full and open competition.
8. Market Research:
Market research was conducted during the period of June 21, 2016 – July 15, 2016 by
, Materials Engineer, with twelve (12) years of experience in the field. Market research techniques included telephone consultations, peer-reviewed literature, demonstrations, and internet searches. Through market research, it was found that Ametek, parent company for Cameca purchased Imago Scientific Instruments and attached it to Cameca forming one company Cameca. Cameca is the only company found that manufactures atom probe system and is the sole distributer of this technology. Cameca has proprietary manufacturing rights, is the original equipment manufacturer, and currently has no other distributors. Therefore, only Cameca Instruments, Inc. is capable of directly meeting
ARL’s needs. To date, no other sources have been found which may provide an atom probe system.
As stated above, further market research was conducted on the AFM on the capabilities of an AFM system meeting need for three-dimensional construction and both chemical analysis and imaging of non-conductive materials.
9. Interested Sources:
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d) the Contracting Officer published a sources sought synopsis on Federal Business Opportunities (FBO) on 08/05/2016 for seven (7) days and requested information on possible competition. This sources sought resulted in no interested vendors responding. As required by FAR 5.201, a synopsis was posted to FBO with a closing date of 23 September 2016. To date, no other sources have written to express interest in the acquisition.
10. Other Facts:
Cameca Instrument, Inc.’s parent company is AMETEK. AMETEK purchased Cameca in 2007 and the other manufacturer of local electrode atom probes, Imago Scientific Instruments, in 2010. AMETEK is the sole commercial developer of atom probes with Cameca Instruments being established under the company umbrella of firms.
Consequently, market research determined that Cameca is the only company that manufactures atom probes capable of generating a 3-dimensional reconstruction with the required spatial and mass resolution capabilities. Cameca Instruments makes their own parts and services their own equipment; therefore, subcontracting competition is not possible in accordance with FAR Part 19.705-2(b). The contractor is both in the business of furnishing the items as a manufacturer and has the in-house capability to perform their own service work under this contract; a waiver of the subcontracting plan was coordinated with the Small Business Specialist and the Small Business Administration and signed at one level above the contracting officer in accordance with FAR Part 19.705-2(c) and is available in the file at A07 – Waiver of Subcontracting Plan in PCF.
