Control No 15‐48

Simplified Acquisition Sole Source Justification Review Document

Program/Equipment: 10 Million Frame per Second High-Speed Complementary Metal-Oxide-Semiconductor (CMOS) Camera System

Authority: FAR 13.501 Amount: $255,000.00

Prepared By:

Typed Name: [redacted]

Procuring Contracting Officer:

Technical Representative:

Typed Name: [redacted]

Requirements Representative:

[redacted]

1. a. Contracting Agency – U.S. Army Contracting Command-Aberdeen Proving Ground (Soldier, Chemical, Research & Test) ACC-APG (SCRT), Adelphi Contracting Division (CCRD-AD), White Sands Missile Range (WSMR)

Branch, Bldg. 1622 White Sands Missile Range, NM 88002.

1.b. Requiring Agency – [redacted]

2. Description of Action - Approval is requested to solicit for a new Firm Fixed Price (FFP) contract in support of the [redacted]on the basis of other than full and open competition. The expected delivery is three (3) months after contract award date. [redacted]

3. Description of Supplies/Services - This action is to procure one (1) 10 million frame per second high-speed camera system which includes Camera Head, all cables, Gigabit Ethernet, 50 mm lens, Pelican Case and Win7 professional 64bit Control Computer with 2 Terabyte hard drive, 16 gigabyte memory, 15-17 inch size, cd/dvd, core i7 or greater, 50 microseconds duration High Power Flash with Fiber connections, point source, and High Magnification lens F/mount for 10 +/- inch working distance and less than 1mm Field Of View (FOV), and Xenon flash light source and its accessories.

The estimated total value of this procurement is [redacted]

4. Authority Cited:

The statutory authority permitting other than full and open competition is 41 USC 1901, implemented by FAR 13.501(a), using the specific authority selected below:

__X__(1) The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency;

5. Reason for Authority Cited:

[redacted]using even the state-of-the-art high-speed complementary metal-oxidesemiconductor (CMOS) camera systems such as Photron FASTCAM SA-5 and SA-X2 which [redacted] Understanding of the detailed spray break-up and atomization processes near the nozzle tip [redacted]To accommodate this mission need, the Government requires one (1) highest frame-rate high-resolution high-speed CMOS camera system with its associated light sources which are currently commercially available int the market. The associated light sources are required because higher frame-rate high-speed camera system requires stronger light sources to capture detailed high-resolution images; otherwise, the image intensity decreases as the frame rate is increased due to shorter exposure time. Through vigorous market research for four (4) months, [redacted]identified a Shimadzu HPV-X high-speed CMOS camera system which can record images at up to 10 millions frames per second at the high resolution (400x250 resolutions). The identified system is proprietary to the Original Equipment Manufacturer (OEM), Shimadzu Scientific Instruments (a Japanese company), and Hadland Imaging

LLC is the only North American Re-seller of the Shimadzu. Because the OEM possesses the proprietary design technology of the system, they are the only responsible source capable of providing a system which meets the Government requirements. No other sources were identified that can provide a commercial system with up to 10 million frames per second with high resolution images. Based on the aforementioned, Hadland Imaging LLC (a representative of Shimadzu Scientific Instruments) is the only source capable of satisfying the Government requirement.

6. Efforts to Obtain Competition: During the Market Research from 10 November 2014 to 20 March 2015, [redacted]contacted all major high-speed CMOS camera vendors including Photron/Tech Imaging Inc [redacted] and [redacted] Vision Research [redacted]Hadland Imaging LLC/Shimadzu [redacted]and LaVision Inc [redacted] ARL-VTD performed extensive internet searches by visiting the product specifications from Shimadzu, Vision Research, Photron, and PCO. Furthermore, ARL-VTD had multiple telecommunications with leading researchers such as [redacted] who extensive use high-speed CMOS camera systems in their researches.

7. Actions to Increase Competition: [redacted]has performed extensive market research for the highest frame-rate high-resolution CMOS camera system currently available in the market via internet searches, literature review, and discussions with industry, national laboratories, and academia, including various potential vendors. To date, no sources other than Hadland Imaging LLC (Shimadzu Scientific Instruments) have been identified as being able to satisfy the Government requirements. However, ARL‐VTD will continue to monitor the market for alternatives in this field that may satisfy future Government requirements.

8. Market Research: Market Research was conducted from 10 November 2014 to 20 March 2015 by [redacted]conducted market research via internet searches, literature reviews, and discussions within industry [redacted]Market research found multiple leading CMOS high-speed camera vendors who produce similar systems to the Shimadzu HPV-X highspeed CMOS high-resolution camera system: (1) Vision Research (Phantom v711, 1.4 million frames per second at 128x8 resolutions, 300 nanosecond shutter speed), (2) Photron (FASTCAM SA-Z, 2.1 million frames per second at 128x8 resolutions, 159 nanosecond shutter speed), and (3) PCO (pco.dimax HS4, 0.047 million frames per second at 320x200 resolutions, 1.5 microsecond shutter speed). However, their frame rates and resolutions are not comparable to the Shimadzu HPV-X high-speed CMOS high-resolution camera system (10 million frames per second at 400x250 resolutions, 50 nanosecond shutter speed). Shorter shutter speed indicates faster frame rate camera. To date, it was confirmed [redacted]that Hadland Imaging LLC (Shimadzu Scientific Instruments) is the only source that can satisfy the Government requirements.

9. Interested Sources: A synopsis solicitation was posted to the Federal

Business Opportunity (FBO) on 04 June 2015 and closed 10 June 2015 providing notification of the Government’s intent to issue an award on a sole source basis. Only (1) one response of interest was received from Hadland Imaging, LLC. There were no other interested sources that responded to be considered.

10. Other Facts:

a. Procurement history: The Army has no history of the procurement of this item

b. Acquisition Data Availability: The Army has no history of in-house basic research to measure near nozzle spray break-up and atomization processes. As ARL-VTD established its DoD unique Spray Combustion Research Laboratory using the ARL Infrastructure fund in 2012[redacted]required to procure highspeed CMOS camera systems to measure global spray and combustion parameters ((W911QX14F0048, 9/29/2014) and W911QX11P0311, 6/28/2011)).

As a new project titled as “Quantitative Visualization of High-Pressure Heavy Fuel Spray Combustion” was initiated in October 2014, [redacted]required to procure a highest frame-rate high-resolution commercial CMOS camera system available in the market to support the mission project. [redacted]performed extensive market research and assessed the specifications of high-speed CMOS camera systems from various vendors. To date, it was confirmed by [redacted] that Hadland Imaging LLC (Shimadzu Scientific Instruments) is the only source that can satisfy the Government requirements.

c. Unusual and Compelling Urgency: N/A

d. Subcontracting Competition: Hadland Imaging LLC (Shimadzu Scientific Instruments) is the equipment manufacturer and is only vendor producing the CMOS camera system which is commercially available. There are no other sources involved to subcontract any efforts in the production of Hadland’s equipment.

e. Follow-on Contracts: N/A, this is not a follow-on procurement.
