(2) All applicable fill-in provisions. For solicitations issued on an SF 33 or SF 1442, this would include Sections A, B, F, and K. For solicitations issued on an SF 1449, you must review the solicitation to ascertain where all of the required fill-ins are located since commercial acquisitions do not have designated sections.
(3) A statement of agreement to all the terms, conditions, and provisions of the solicitation.
(4) Any other information required by the solicitation.
(h) Please see FAR 14.406 for a description of the steps the Government shall take with regard to unreadable electronic bids received via the media described in paragraphs (b) above. See FAR 15.207(c) for a description of steps the government shall take with regard to unreadable proposals.

Bids/proposals (or portions thereof) submitted which DO reflect the presence of a virus, or which are otherwise rendered unreadable by damage in electronic transit, shall be treated as “unreadable” per paragraph (h) above. Use of any formats other than those listed above may result in the file being quarantined and will be considered by Watervliet Arsenal to be “unreadable” files.
Note (Macros): The virus scanning software used by our e-mail systems cannot always distinguish a macro from a virus. Therefore, sending a macro embedded in an email message or an email attachment may cause the email bid/offer to be quarantined. In that event paragraph (g) above applies.

STATEMENT OF WORK
Performance Work Statement Blue ArcTM for Rapid Cannon Rough Machining
1.0 Purpose
The intent of this task is to improve the fabrication of Benét Laboratories mission components by the use of a rapid bulk material removal process similar to electrochemical machining.
2.0 Background
Cannon and gun systems are manufactured with newer alloys and coatings to meet higher levels of performance as well as environmental requirements. It has become necessary to adopt new machining methods to accurately shape high strength steel, aerospace and/or refractory alloys for defense applications.
GE has developed an electroerosion process trademarked as Blue Arc™ to remove large amounts of material more economically than standard Electrochemical Machining (ECM) processes. Electroerosion is a non‐ conventional machining process that uses controlled sparks and anodic dissolution to rapidly remove material from the workpiece surface. The process is ideally suited for rapid bulk material removal of forged cannon and cannon components. Finished machining can be completed through electrochemical machining and/or conventional machining practices. Under contract W15QKN‐13‐C‐0061 GE R&D completed a development effort to bore Inconel 718 bar stock with Blue Arc. The government received an unlimited use license for this technology for the manufacturing of Army components through the industrial organic base. This effort will continue the work under the previous contract and apply the process to high strength steel cannon forgings.
3.0 Applicable Documents: N/A
4.0 Performance Objectives
4.1. Process Development: The contractor shall assist the Government in developing a process for the fabrication of the following items.
4.1.1. Rough Machine Task: The contractor shall assist the Government in the development of a rough manufacturing process utilizing Blue Arc to machine the external and internal diameter profiles of the 3 demonstration tubes per the following:
4.1.1.1. Cylinder 1 ‐ BL‐56244 short 155mm section
4.1.1.2. Cylinder 2 ‐ BL‐56245 short 81mm section
4.1.1.3. Cylinder 3 ‐ BL‐56246 long 155mm section Long length Boring ‐ Length 72”
4.1.2. The material of these components is SAE 4340 steel bar or forging stock.
4.1.3. Cylinders must start from a blank per the following specifications:
4.1.3.1. BL‐56247 Cylinder 1 ‐ Blank
4.1.3.2. BL‐56248 Cylinder 2 – Blank
4.1.3.3. BL‐56249 Cylinder 3 – Blank
4.1.4. Process Characterization Task: This Task will encompass all activities involved in the characterization of the Blue Arc‐processed parts generated in section 4.1.1. In particular, the contractor shall evaluate samples for surface finish, overall shape/form, and average linear machining rate, with other analyses performed at the discretion of the program Technical Point of Contact (TPOC). Samples will be sectioned and/or mounted as needed to obtain high‐quality data.
