VTC and Audio Visual Project Watervliet Arsenal, Watervliet NY AOD Conference Room Upgrade – Building#25-3

Watervliet Arsenal

Watervliet NY, 12189 Revised: 8 May 2019

PART 1 GENERAL

1.01 Background.

A. Watervliet Arsenal is looking for all labor, equipment and material necessary for the conference room upgrade at the AOD Conference Room, Building 25, 3rd Floor (Audio Visual display and Unclassified Video Teleconferences equipment, for future upgrade). There is existing hardware that will be reused and integrated with the new items in this statement of work.

1.02 Existing Conditions

A. Room is in Good Condition

1.03 Scope.

A. This Statement of Work (SOW) defines the effort required by the contractor to accomplish the following:

1. Install Audio Visual Equipment

2. Test all Equipment

3. Provide Training on all new Equipment

4. Cleanup and removal of any materials used during installation/construction.

5. Repair of any damage that occurred as a result of the contractors actions.

1.04 Submittals.

A. The contractor shall provide data sheets for all products listed in Part 2..

1.05 Hours of Operation.

A. Work will be performed during normal business hours of operation, 7:00 AM to 4:00 PM Monday thru Friday.

1.06 General Requirements.

A. The contractor shall perform all work in strict compliance with all NY and Federal Labor laws.

B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW.

C. The contractor shall, prior to submitting a proposal, review (i) all contract documents, and (ii) the project work site, and shall provide written notice to Procurement officer detailing any discrepancies that are found between the contract documents and the project work site.

D. The contractor shall notify the Procurement Officer a minimum of five (5) business days before the contractor starts work.

E. The contactor shall clean all work areas, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the work site.

1.07 Safety Requirements.

A. The contractor shall be responsible for complying with all Federal, and State health and safety requirements which are applicable to this project.

1.08 Period of Performance.

A. The contractor shall be required to (i) commence work under this contract within thirty (30) calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than sixty (60) calendar days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.

PART 2 PRODUCTS

2.01 General note:

A. All requirements described in this section are brand name or equal for minimum requirements and at no time will the contractor deviate from these requirements. If the contractor wishes to recommend any replacement parts it is the responsibility of the contractor to provide proof or justification that the replacement component is equal or better than the specified component. Proof shall be in the form of technical specifications, and warranty. If the component has software / firmware that will touch the local area network, the replacement component must be on the Department of Defense DISA Approved Product List, found at https://aplits.disa.mil/processAPList.action.

2.02 Equipment Listing:

PART 3 ITEMS OF WORK

3.01 Installation.

A. The Contractor is responsible for all wiring except electric supply wires.

B. Watervliet Arsenal will provide electrical power. Contractor will provide Watervliet Arsenal the required electrical service fifteen working days prior to the project start date.

C. Contractor will relocate existing AC power outlet in ceiling to accommodate new projector mounting location.

D. Contractor will provide low voltage cable pathway between lectern location and the ceiling mounted AV devices, including provide power at the existing lectern location to support the items listed above.

E. Contractor will remove existing ceiling mounted screen, with a PC with Display Port display interface.

F. Contractor will measure, provide and install new custom front projection screen over existing glass rigid rear projection screen. New front projection screen will completely cover existing screen.

G. Contractor will provide and install new ceiling mounted LCD projector. Install and integrate new L5 lectern with electronics and switching hardware specified above Install new Crestron 8G cable to feed new projector.

H. Contractor will remove existing Sharp flat panel and turn over to Arsenal staff for storage. Provide turnkey custom Crestron programming to result in a complete and working system.

PART 4 CLOSEOUT REQUIREMENTS

4.01 Cleanup of Work Site.

A. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the premises.

B. The contractor shall remove their equipment from Watervliet Arsenal premises within five (5) working days after completion of project work.

4.02 Testing and acceptance.

A. The contractor will demonstrate the functionality of all equipment installed to the satisfaction of the Contractor Officer Representative (COR).

B. The contractor shall make a test VTC call to ensure both quality and functionality of VTC equipment.

C. The contractor shall do an audio test of all microphones demonstrating clear voice quality (distortion, noise and cut-out free) and functionality.

D. The contractor shall ensure all equipment is installed and dressed in as per all applicable standards, regulations and best business practices.

A. APPENDIX A – Maintenance agreement.

Contractor will respond to service request phone calls with a return phone call from a qualified technician within four hours of original call. If the service request cannot be resolved over the phone the contractor must be able to provide same-day on-site service for any system maintenance unless otherwise agreed upon by the Watervliet Arsenal POC.

Aside from electronic equipment failure cover by standard factory warranties, the contractor will provide one year’s warranty and maintenance agreement on all equipment, workmanship and cabling/connectors installed by the contractor.
