1. Does designing the architecture of the risk assessment tool and implementation system pose an OCI problem for any follow-on contracts or work to operate the tool or system in future years?

R - The risk assessment design is a planning tool so that the government can look at the practical approach being proposed to monitor the respective risk. However, this does not guarantee that the government will use this methodology if another/future designs yields more relevant results.

2. With respect to scope, does this PWS entail a one- or two-person team to write policies and procedures and perform limited “testing” or “Proof of Concept” of a risk identification and analysis concept, or does the scope entail a team of one or two people in HQ AFC with “reach-back” and supporting team capabilities offsite to assess the full panoply of potential risk to the AFC SIBR/STTR program?

R – The scope entails a one- or two-person team executing the performance objectives described within the PWS.

3. What office within AFC will the one or two-person team report to? In other words, upon execution of the contract, which organization will this team report to?

R – The contractor will report to the COR or specified government rep; all will be members of the A&S Directorate.

4. Is assessment of cybersecurity risk considered a component of the services to be delivered under this contract?

R- This effort is not tied to cybersecurity risk only the objectives specified in the PWS.

5. Is assessing supply chain risk (downline component suppliers of a prime OR teammate/subcontractor risk) considered as a component of the services to be delivered under this contract?

R- Currently, assessing supply chain risk is not tied to this risk effort, only the objectives specified in the PWS.

6. At which point in the acquisition cycle does HQ AFC propose that the risk assessment be initially performed? Prior to award?

R – The contractor should conduct regular risk analysis pre/post that informs A&S leadership and allow informed decisions regarding the SBIR/STRR program.

7. Is the risk assessment and contractor personnel performing the risk assessment covered by the Federal Tort Claims Act to the exclusion of other remedies in tort?

R-No response at this time.
