Justification and Approval for Other Than Full and Open Competition

1. Contracting Activity

ACC-APG RTP DIVISION

2. Description of Action The proposed action is to award a new contract with International Institute for Strategic Studies (IISS), 2121 K Street NW, Suite 801, Washington, DC 20037. The contract will be issued on a Firm Fixed Price (FFP) basis and the anticipated period of performance (PoP) is for one year. This contract will be funded with Fiscal Year (FY) 2018 Operation and Maintenance, Army (OMA) funds. The Government projects an award of this contract in September 2018. The contract ceiling will be $100,000.00. An acquisition plan in accordance with Defense Federal Acquisition Supplement (DFARS) 207.103(d)(i)(B) is not required.

3. Description of Supplies and Services IISS is an international security think tank focused on advancing global peace and security, established by the eminent military historian Dr. Michael Howard in 1958. IISS executes fact-based research in the spheres of defense analysis, geopolitics and geo-economics to help Governments, academics, journalists and businesses understand on global security, political risk and military conflict. A membership with IISS will provide the AFSG with 10 tailored briefings by IISS experts on security topics selected by the Government, along with 10 hard copy sets of IISS annual publications including the Military Balance, the definitive annual assessment of defense capabilities, and Survival, the global politics and strategy journal. IISS will also provide AFSG digital access to their entire publications library back to 1958, including online databases of global military forces, defense industries, and armed conflicts. The AFSG will be able to attend IISS conferences including the IISS Shangri-La Dialogue and IISS Manama Dialogue, the two world-leading forums for the discussion of security issues which are attended by defense ministers from around the world, and reserved seats at over 100 IISS member-only events, such as their Q&A series with foreign ambassadors based in Washington, DC.

4. Authority Cited Federal Acquisition Regulation 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization).

10 U.S.C. § 2304(c)(1)

5. Reason for Authority Cited As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

The mission of the Army Future Studies Group (AFSG) is to train officers serving in Army Futures Command to provide the Commanding General with independent, innovative, and unconventional research and analysis on CG-selected topics of interest. AFSG research and analysis is focused on long range futures, i.e. the 2030 to 2050 timeframe, and includes the following elements:

• Forecasts of structural variables such as demographics, resource production and consumption, economic aggregates, governance measures, etc.;

• The systematic analysis of historical precedents that inform understanding of possible futures;

• Multiple levels of analysis, from interactions of global trends down to militarily significant details of discrete operational environments;

• Maintaining a running estimate of the long range future which provides a foundation for development of future institutional and warfighting concepts.

Long range futures analysis is inherently complex, involving interactions between hundreds of structural variables. Global data and analysis of military forces and capabilities are an important component of empirical baselines that allow development of future scenarios, allowing a systematic accounting of the interactions between the military balance of power and the evolution of the strategic environment. Global forecasting models are calibrated using cross sectional time series data; i.e. annual country-level data for all significant countries (those with populations over one million) over an extended historical period. The AFSG works in collaboration with Intelligence Community partners, providing Army perspectives and analysis of military factors for incorporation into global security forecasts.

IISS is a unique source of information and expertise on international military affairs, with a 60 year history of recruiting top defense experts and writers to its executive council and editorial staff. The contractor shall provide authoritative datasets, publications, and analysis to support the Army Futures Study Group (AFSG’s) academic program and research by AFSG personnel. The contractor shall provide access to international security dialogues, seminars, and workshops that provide unique access to subject matter experts from defense industries, foreign militaries and governments, and military researchers in academic settings, allowing AFSG personnel to develop networks of professional contacts with expert knowledge of the interplay between strategic aims, security policy, and defense programs worldwide.

The IISS services directly supports AFSG mission goals including access to critical information requirements concerning the future strategic environment, together with access to professional networks that support AFSG research and analysis. Obtaining this information and access through other means would require sustained and labor-intensive efforts by AFSG staff which add at years worth of labor costs and delays in providing futures analysis to the AFC CG. Without the IISS information the AFSG will lack critical military data sets to baseline its futures analysis and modeling efforts, which will degrade the training program for AFSG Fellows and reduce the fidelity and realism of Army Futures Command wargaming scenarios.

IISS is the only source with the comprehensive knowledge and experience needed to support the AFSG in its mission in a timely and cost effective manner.

6. Efforts to Obtain Competition

a. Effective competition.

This is a sole source action, effective competition is not applicable.

b. Subcontracting competition.

The resulting contract for this requirement will include FAR 52.244-5, Competition in Subcontracting, and Defense Federal Acquisition Regulation Supplement 252.219-70034, Small Business Subcontracting Plan (Test Program DoD Contracts). The prime contractor will be encouraged to compete all subcontracts where feasible.

7. Actions to Increase Competition No additional actions are planned to increase competition at the prime contract level because there is no other institute/organization that can provide access to the same knowledge base of global security issues.

8. Market Research Market Research for organizations providing data on global security was conducted in accordance with FAR Part 10.001(a)(2). Technical experts from the AFSG performed market research by utilizing their personal knowledge in procuring supplies/services of this type. The technical experts also reached out to knowledgeable contracting experts to understand if there were existing contractual vehicles that could accomplish these services. General Services Administration Schedules as well as other commercial databases were reviewed. The results of the market research were that IISS is considered to be the only viable source to provide authoritative information on global security issues in a timely and cost effective manner.

9. Interested Sources The Contracting Officer posted the notice required by FAR 5.201 to FedBizOps on September 11, 2018. One company (TopSarge Business Solutions) responded with a capability statement on September 14, 2018. After reviewing TopSarge's capability statement it was determined that TopsSarge did not possess the core competences required for this requirement.

10. Other Facts
