SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
QUESTIONS & ANSWERS
Q1) What is the Dust Explosion Class (ST-1 / ST-2 / ST-3) of the material to be collected? This piece of information is critical to install the right equipment.
A1) ST-1 is the highest classification - dusts collected and tested had a Kst of 100 or below
Or Q2) What is the material that’s collected in the existing systems? If explosion class is not available, please provide type of dust and size distribution.
A2) ST-1 is the highest classification - dusts collected and tested had a Kst of 100 or below
Q3) Need additional photos of the following;
: existing control panels for each dust collector – both inside and outside of panel and confirmation the panels suitable for signal from NRV valve to shutdown system upon activation of the valve per NFPA 69.
: Photos of the new vacuum system installations at Bldg 350 that were shown as example at site visit.
A3) – Photos have been provided for the control panel of one of the systems (all others are nearly identical). No photos of the newer systems will be provided.
Q4) Explosion Vents – Scope of work in the solicitation does not list a requirement for explosion vents and the photos and site inspection do not show explosion vents on the collectors. To be compliant with NFPA-69, vents will be required. If added to the scope of work, will need drawing of existing collectors to calculate the size explosion vent required, KST rating of dust and Pred rating of existing collectors. If none of the above can be provided, dimensions of the duct collector mas be taken, Kst value must be adopted based on description of the dust and Pred must be adopted after consulting with dust collector manufacturer. Worst case scenario, standard industry value can be adopted (Pred=0.5bar)
A4) Explosion vents will be required for each of the systems (to be added to the PD). Sizing and location will be determined after award. The systems are designed for 29” Hg vacuum.
Q5) Dust collector media should be replaced by antistatic media if the dust collector is not equipped with antistatic media already.
A5) Anti-static replacement filters will be required (to be added to the PD).
Q6) All dust collector components must be bonded with ground straps to ensure conductivity of static electricity charge build up to ground rods. Are the existing systems grounded?
A6) Grounding straps and rods will be required (to be added to the PD).
Q7) Ground rods must be installed next to PD pump and dust collector according to local NEC code (if not grounded).
A7) Grounding straps and rods will be required (to be added to the PD).
Q8) Existing collectors – Need confirmation of material and gauge of metal (steel-stainless steel) for the existing dust collector in need of hopper replacement / repair at Bldg. 350.
A8) The hopper is hot rolled steel and stainless 7 gauge material.
Q9) Existing airlocks: NFPA-69 states the airlock be certified to prevent flame passage. Are the existing airlocks compliant? Read attached guidelines.
A9) The existing 8 vane airlocks are equipped with metal bodies and vanes.
Q10) The solicitation pages 9 and 10 list (3) line items but do not list which system (R8078 / R8079 / R8090 and R6752) is within each line item. Please advise.
A10) Line Items in Solicitation will be revised to show system #. System # R8090 was identified incorrectly, corrected to R8080
Q11) Can the explosion isolation valves be located within the building(s) or must they be located outdoors?
A11) No – they must be located outdoors
Q12) Does Letterkenny Army Depot assumes all responsibility for kst and pmax testing and has selected equipment according to the hazards being captured in the vacuum systems?
A12) Yes – max 100 Kst for any dusts measured/tested
Q13) Are all inlet and return vacuum lines 6” diameter? If not – what sizes are they?
A13) YES
Q14) Can Letterkenny provide any Pred (strength) of the vessels?
A14) The vessels were designed for 29”Hg vacuum.
Round 2 Questions;
Questions for new project at Letterkenny Army Depot –W911N220Q0035 5-6-20 Based on Addendum # 1 responses to questions dated 5-5-20.
Section SF30 – Block 14 Continuation Page
Q1. Answer # 4 advises explosion vent(s) will be required for each of the systems.
A. Has Letterkenny reviewed the addition of explosion vents with the manufacturer of the vacuum collector?
B. If yes – what are their recommendations regarding placement / location of the explosion vent(s) so as not to impact operation of the dust collector?
C. If no, will require information regarding the construction of the collector to properly size and select explosion vent. What construction/assembly drawings and owner’s manuals are available for the collector(s)?
D. As the collectors are to be modified in the field for the addition of explosion vents, who assumes product liability?
A1. The contractor will be required to design or have designed the explosion panel which will need to be sized by the manufacturer. The collector is designed for 29” Hg vacuum. The collector size of the baghouse is 3’-8” dia. X 4’-2” high. The explosion vents need to be designed around that criteria. The contractor will assume responsibility/liability.
Q2. Answer # 4 advises the systems are designed for 29” HG or approx. 395” WG.
A. Is this the max capacity of the vacuum pump or maximum design pressure of the collector or actual operating vacuum?
B. What is the vacuum relief pressure valve set point on each vacuum pump in WG?
A2. Maximum operating capacity of the vacuum blower is 1,400 cfm @ 12” Hg. The relief valve is approximately set at 13” Hg
Q3. Answer # 5 advises the filters for the dust collector must be replaced with anti-static replacements. There is no information regarding the collector other than the pictures provided.
A. Does Letterkenny have any of the standard replacement filters in stock?
B. If yes, need picture of filters with physical dimensions. Also, need quantity of filters required per collector.
C. Who is the manufacturer of the collector and do they offer anti-static bag replacements for the collectors?
A3. There are 4 each filters per unit. They are 8.375” ID x 12.75 OD x 30” long. The original part no. from the manual is JTS-GE-37778-CVA-4-1275-30-EO5928. The collector manufacturer is Griffin Environmental/JT Systems Inc.
