SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

QUESTIONS AND ANSWERS

1. Will LEAD accept a non-bagged stainless screen auto backwash filter as an alternative to the consumable bags in reference drawing?

ANSWER: No. The backwash method in the PD is the preferred option.

2. Will LEAD accept a steel filter housing for new backwash filter?

ANSWER: See answer to #1 above.

3. The bag filter array that is being removed has some feedback to the existing system via a flow or pressure switch. Will the existing system operate with replacement switch or will this be by-passed?

ANSWER: This needs to be incorporated in your proposed design such that there is no negative effects on the overall system operation. See section 4.1 in the PD.

4. Will the new installation require control of the existing filter pump?

ANSWER: All existing equipment needs to be incorporated in the system modifications. The changes need to work along with the current system seamlessly as described in the PD section 4.1.

5. Will the new installation require a new high limit switch to prevent overfilling of the holding tanks with backwash water?

ANSWER: This needs to be incorporated in your design. See the answer to #4.

6. Quantity of particulate as well as size is used to specify filter capacity: Does LEAD have any data on the amount of TSS the existing media filter and bag filter array remove?

ANSWER: When in operation, the current system requires filter changes on a daily basis. The goal of this system is to extend filter life, reduce filter changes, and improve system maintenance. See PD section

4.1.11. There is no data regarding total suspended solids (TSS). LEAD is basing filtration specifications on another pressure wash recirculation system in use for four years that has seen less overall maintenance in terms of pressure washer repairs.

7. The project requires by-pass of a media filter (in drawing it shows red for removal?) with several cubic feet of depth loading filtration media and removing two 8” x 30” bag filters replacing it with 2 bag housings.

Will LEAD be responsible for the performance success or failure of this change in process?

ANSWER: The contractor will need to design a system utilizing the existing system along with the modifications described in the PD. They will be responsible for a fully operational system capable of achieving all requirements listed in section 4.1 of the PD.

8. The current bag filter housings are each rated for 50 GPM and 5 Micron absolute rating, what is the filter change interval currently? What determines the requirement for change-out? At what PSID do they operate and what PSID is used for indicating full? (this will help size the auto backwash filter) ANSWER: The current filter changes are required daily with three operators working one 8 hour shift.

The contractor should incorporate their knowledge of similar systems to determine optimal PSID for change indication. PD 4.1.11 covers the minimum requirement for filter changes in the new design.

9. At what PSI will the backwash filters need to operate?

ANSWER: This will be part of the contractor’s design based on all requirement covered in the PD as well as their experience in similar systems.

10. Wat what PSID do the backwash circuits need to activate?

ANSWER: See the answer to #9 above.

11. The new filter housings are called as 5-micron. Is this a lab number (absolute) or nominal rating?

ANSWER: The filters shall utilize an absolute rating.

12. If the new filters are nominal rated will there be additional pump protection installed for the pressure washer pumps to prevent particulate damage?

ANSWER: Not applicable.

13. Removal (by-pass) of the media filter: The bid does not say what material is in the media filter. Will the government be responsible for the disposal of the current media in the housing?

ANSWER: LEAD will be responsible for disposal of the current media in the housing.

14. Backwash: The bag filter backwash is not defined in the drawings nor description, where is the backwash water to go?

ANSWER: PD 4.1.6 explains the backwash water and solids shall be directed to the main sump area. This is shown is attachments A and D).

15. Backwash: Is the backwash debris over 5 micron to be captured during backwash? In a bag filter?

ANSWER: PD 4.1.6 explains where the debris is to be directed during backwash.

16. The existing system has a PLC which appears to control the flow of filtered water through the existing media filter. Will the new installation require the elimination of this control system (removal of existing

PLC?)

ANSWER: The current PLC will remain in place and incorporated in the overall design.

17. The PWS says the water softener will be “…added to the recirculation loop…” is this to soften recycled water? What is the hardness and make-up of the recycled water?

ANSWER: This is to soften the fresh water makeup (see attachment E). Hardness of the recycled water is not known. If this is needed for your design you should include testing in your project costs.

18. Backwash loop water source? What is the water source for the backwash loop?

ANSWER: The water source for the backwash loop comes from the current recirculation system which includes a freshwater tank and recycled water tank and fresh water makeup (see attachment E).

19. What is the regular maintenance for media and bag filters?

ANSWER: The media filter is being bypassed as part of this solicitation. Bag filters are changed when the differential pressure across the filters exceeds the contractor’s designed maximum pressure.

20. As a follow up to the previous question, what is the normal routine for the maintenance?

ANSWER: The system is covered by a preventative maintenance service and LEAD also has staff that are available when necessary between PM’s.

21. How often is the media in the filter being replaced presently?

ANSWER: The media filter is being bypassed as part of this upgrade so this is not applicable to the solicitation.

The bag filters are being replaced daily (see #6 answer above for bag filter changes)

22. What are the requirements of the PLC to be installed?

ANSWER: See the PD section 4.1.

23. What are the dimensions of the current system? And are they the dimensions allowed to install a new filtration system?

ANSWER: This solicitation is a design spec. The contractor is responsible for determining if their design will fit in the allocated space (PD 3.11).

24. What was the installation date of the current system?

ANSWER: It was installed in May of 2017.

25. How many gallons per minute (GPM) is the system currently processing?

ANSWER: The system currently processes about 12 GPM on a one shift basis. The current system is designed to handle a maximum of 45 GPM (PD 4.1.9).

26. Are you looking to process more GPM or the same GPM as the system is currently processing?

ANSWER: The system shall be designed to handle what is required in the PD (section 4.1).

27. Solicitation page 8 of 24 Item 5.0 has a reference to the rain test recirculation pump skid. Is this a part of this project? My understanding is the rain test recirculation pump skid is in a different building. Please clarify for me.

ANSWER . - The rain test recirculation skid is in the gantry truck wash building. This reference has been removed.

28 . Page 24 of 24 list attachments 1-5. Are they in a different location on the web?

ANSWER. - The five attachments have been posted as attachments to FBO
