SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1. PWS paragraph 5.17.3 requires monthly inspections in accordance with Chapter 2 of Technical Manual 5-628 (TM -628), Railroad Track Standards, dated April 1991. Chapter 2 paragraph 2-2d. says “internal rail defect inspection shall be performed every 3 to 6 years. Will we be required to have this track inspected for internal rail defects as any part of this contract?

A1. No. The internal rail inspection is done outside of this contract.

Q2. To accurately provide an estimate for CLIN 0003 Oil and Grease Switches, we need to know the quantity of switches within our scope of work. Can you provide?

A2. Approximately 70 switches are to be greased twice per year, so 140 switches each contract year.

Q3. To accurately provide an estimate for CLIN 0004 Clean Road Crossing Flangeways, we need to know the quantity or approximate total length of Road Crossings within our scope of work. Can you provide?

A3. Approximately 50 flangeways are to be cleaned twice per year, so 100 flangeways each contract year.

Q4. PWS paragraph 5.17.9.2 says "Wood ties in road crossing will be 9’ long". This work would be very expensive as we would have to remove and then repave the entire crossing. Does CLIN 0007 include changing any ties out in road crossings?

A4. No, road crossing ties are not included in this bid item. Requirement is deleted from the solicitation.

Q5. PWS pargaraph 5.17.16 says we are to remove and dispose of all the ties removed during the course of work under this contract. We assume this would include the switch timbers and also assume we are to include all the Tie and Switch Timber disposal costs as incidental to CLINs 0007 and 0008. Please confirm or clarify.

A5. Yes, the contractor will be responsible for all timber replaced during the contract.

Q6. CLIN 0014 is for the removal and disposal of railroad ties. Where are these 75 ties located or coming from?

A6. Per PWS paragraph 5.1.7, furnish and install new cross-ties is estimated at 1,500 cross ties. Paragraph 5.1.14 of the PWS has estimated those 1,500 cross ties to weigh approximately 75 tons. CLIN 0014 has a quantity of 75 tons.

Q7. PWS paragraph 5.17.14 says relay rail to be furnished in standard 33 ft lengths. The standard length for rail is 39’. Please clarify.

A7. PWS is changed to show 39 foot length.

Q8. CLIN 0009 is to Furnish and Install Ballast with a quantity of 500 Lot with a clarification statement that 500 Lots = 500 Each. This is not a valid quantity for ballast. Can you advise if this should be Tons or Cubic Yards?

A8. PWS paragraph 5.1.9 estimates that 500 tons of #3 stone shall be furnished and installed as ballast. Quantity for this shall be tons.

Q9. Are we to furnish new spikes as incidental to CLINs 0007 and 0008 for the tie and timber change out or are all the new spikes furnished for the job to be paid under CLIN 0010 for new spikes.

A9. Yes, spikes are to be considered incidental to CLINs 0007 and 0008.

Q10. It is very hard to price out a random quantity maintenance project on a yearly basis without some assurance that the estimated bid item quantities will be used. Mobilization and Overhead cost are spread throughout all the estimated items and quantities. If we change out the estimated 1,500 ties per year our mobilization and overhead might be $50.00 per tie. If you only authorized 15 ties for the year our overhead would be $500.00 per tie. Can you guarantee that we will perform the estimated quantiles or a provide a guaranteed minimum yearly quantity?

Q10: Contract will be awarded as a Requirements contract. We cannot guarantee any quantities. Estiamted quantities are based on current history.

Q11. Are contractors permitted to use any government owned flat cars?

A11. No, contractors may not use government owned cars.

Q12. Are monthly inspections required to be walking inspections, or are riding inspections adequate?

A12. Riding inspections are adequate.

Q13. If qualified, can one individual hold the accountability for inspections, supervision, quality control, and safety?

A13. Yes, as long as they are sufficiently qualified for each role.

Q14. Are contractors permitted to stockpile material on-site?

A14. No, contractors are not permitted to stockpile on-site unless it is in preparation for a maintenance or repair project. In these cases, the contractor will need to notify the COR at least 10 working days prior to the start of the project.

Q15. FAR clause 52.216-19 States “Minimum order…When the Government requires supplies or services covered by this contract in an amount of less than Info will be provided in the contract the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.”

When it states "Info will be provided in the contract" this information would need to be known before the bid process. Most government contracts establish a minimum award amount and a maximum award amount allowing refusal of less than a certain amount, or in excess of a certain amount. This allows mobilization costs to be calculated. We request that the Government provide further clarifying information regarding this during the Solicitation stage.

In which volume and section would the Gov’t like the SF1449, any amendments, and the Representations and Certifications? Would the Government allow a cover letter for the Price Volume?

A15. Don’t understand the question for the cover letter. We do not have a max under the requirements contract. Use the SF1449 for your pricing information, complete the clauses and provisions.

Clause 52.216-19 has been revised to reflect figures.

Q16. CLINs 0012 / 1012 / 2012 / 3012 / 4012: What size rail is the contractor expecting to furnish and install?

A16. Rail to be replaced shall be equivalent to the rail being replaced.

Q17. Are all relay tie plates to be double shoulder? Or are single shoulder plates acceptable?

A17. Single shoulder plates are acceptable for straight lengths of rail. Double shoulder plates are required on curved sections of rail.
